This assistance is available in rural areas and towns with a population of 10,000 or less.

Eligibility: 
Grants may be made to private non-profit corporations that have been granted tax exempt status by the Internal Revenue Service of the United States. Applicants must also have the proven ability, background, experience, legal authority, and actual capacity to provide technical assistance and/or training on a regional basis to associations. Grant assistance must be used to reduce or eliminate pollution of water resources, and/or to improve planning and management of solid waste facilities. Grants may be made to enhance operator skills in operations and maintenance, to identify threats to water resources, and reduce the solid waste stream.
