The Environmental Justice Government-to-Government (EJG2G) program provides funding at the state, local, territorial, and Tribal level to support  government activities that lead to measurable environmental or public health impacts in communities disproportionately burdened by environmental harms. Model EJG2G programs should leverage existing resources to develop processes or tools that integrate environmental justice considerations into governmental decision-making at all levels. Deadline passed as of August 11, 2016. Deadline for 2017 unknown. EPA's Office of Water supports the National Tribal Water Council (NTWC), composed of tribal governmental representatives, to increase communications, promote sharing of technical information and best management practices for Indian country, raise awareness of tribes on priority water issues, and facilitate tribal input on actions to protect water quality and provide safe drinking water in tribal communities. EPA supports the efforts of the National Tribal Water Council through a multi-year cooperative agreement to a recipient who manages and supports the operations of the Council, and assists in developing and completing products in coordination with the NTWC. Eligible recipients interested in managing the NTWC under this cooperative agreement may apply by submitting applications to EPA for this competitive process.

2017 deadline: June 15, 2017. Unknown for 2018. This notice announces the availability of funds and solicits proposals from eligible entities that will provide training, peer-to-peer technical assistance and travel scholarships to federally-recognized tribes in support of waste management capacity building on tribal lands. The recipient will conduct three training courses that will assist tribes in the development and implementation of sustainable waste management programs. The training will focus on implementing an Integrated Waste Management Plan (IWMP) through waste diversion programs such as recycling, composting, et al. The training courses should include tribal speakers that have developed and implemented successful waste diversion programs. In addition, the recipient will offer travel scholarships to support the trainings as well as provide travel scholarships to financially assist tribes that voluntarily participate in the EPA’s National Tribal Waste Management Peer Matching Program.

EPA has announced two competitions for CPRG implementation grants – a general competition for applications from states, municipalities, tribes, tribal consortia, and territories, and a competition only for tribes, tribal consortia, and territories. These competitions are open to entities that received planning grants to develop Priority Climate Action Plans (PCAPs) under phase 1 of the CPRG program, as well as entities that did not directly receive a planning grant that are applying for funds to implement measures included in an applicable PCAP. Eligible applicants may only apply for funding to implement measures contained in an applicable PCAP. For the general competition, EPA anticipates awarding individual grants between $2 million and $500 million, with funding tiers allowing comparably sized projects to compete against one another. For the competition for tribes and territories, EPA anticipates awarding individual grants ranging between $1 million to $25 million.

Most Recent Deadline: November 8, 2023. Under the Environmental Education Grants Program, EPA seeks grant applications from eligible applicants to support environmental education projects that promote environmental awareness and stewardship and help provide people with the skills to take responsible actions to protect the environment. This grant program provides financial support for projects that design, demonstrate, and/or disseminate environmental education practices, methods, or techniques. Since 1992, EPA has distributed between $2 and $3.5 million in grant funding per year, supporting more than 3,920 grants.

EPA has announced the availability of up to $1.6 million in American Rescue Plan (ARP) funding to support Tribal government efforts to establish or modify programs on environmental justice, water and air quality issues. Congress made up to $1.6 million in ARP funding available to Tribes, recognizing the importance of supporting Tribal public engagement programs and related priorities that have been impacted by the COVID-19 pandemic. Pollution Prevention (P2) Grants provide technical assistance to businesses in order to help them develop and adopt source reduction practices (also known as “pollution prevention” or “P2”). P2 means reducing or eliminating pollutants from entering any waste stream or otherwise released into the environment prior to recycling, treatment, or disposal. In keeping with the Pollution Prevention Act of 1990, EPA is encouraging P2 because implementing these approaches can result in reductions in toxic pollutants, the use of water, energy and other raw materials, while also lowering business costs. P2 grants are awarded to States, colleges and universities (recognized as instrumentalities of the state), and federally-recognized tribes and intertribal consortia.

Most Recent Deadline: June 7, 2024 – The Southeast New England Program (SNEP) Opportunity to Advance Resilience (SOAR) Fund is an EPA New England program designed to improve climate resiliency in disadvantaged communities throughout southeast New England. With funding from the Bipartisan Infrastructure Law, the EPA program will invest at least $5 million in SNEP disadvantaged communities by 2027. This Request for Proposal (RFP) represents the second round of funding for a total investment of over $2.5 million to date.

The U.S. Environmental Protection Agency (EPA), as part of its Science to Achieve Results (STAR), and Chemical Safety for Sustainability (CSS) research programs is funding grants with the goal of applying systems-based approaches for identifying, addressing, and reducing uncertainties from limited exposure data and stressor-response relationships.EPA is seeking applications focusing on integrated, transdisciplinary research that would advance scientific understanding of potential for impacts to ecosystem wellbeing associated with the use of manufactured chemicals.Specifically, the RFA solicits proposals for systems-based research to develop and apply innovative metrics and modeling approaches to improve evaluation of ecological resilience and impact analyses, and to support environmental sustainability. Successful proposals will translate emerging and advanced methods, data, and computational tools to address complexity of these systems and distill drivers of adverse outcomes to ecological organisms and populations.

This notice announces the availability of funds and solicits applications from eligible entities to provide tribal training, technical and outreach support for the American Indian Air Quality Training Program. The American Indian Air Quality Training Program (AIAQTP) provides workshop training, internships and technical support to tribal governments seeking to investigate, develop and establish air quality management programs for lands under their jurisdiction and provides opportunity for American Indian students to pursue environmental careers in the field of air quality management. The Tribal Air Monitoring Support Center is a component of the AIAQTP, and is a partnership effort between the selected grant recipient and EPA’s Office of Air and Radiation, hosted by the Radiation and Indoor Environments National (R&IEL) laboratory in Las Vegas, to provide a full spectrum of technical support to tribes undertaking air quality monitoring and related activities.

Smart Growth America and Global Green USA are soliciting applications for technical assistance, which is available under grants EPA awarded to these two organizations through the Office of Sustainable Communities' Building Blocks for Sustainable Communities grant program. Global Green USA's technical assistance is based on the LEED for Neighborhood Development standard, which provides a nationally recognized method for creating neighborhoods that are walkable, bikeable, resource-efficient, and equitable. At the conclusion of the assistance, the team will provide recommendations for both physical and policy changes that can enhance neighborhood sustainability.

The Village Safe Water Program provides technical and financial support to communities to design and construct water and wastewater systems. It is meant to assist Alaska Native Villages and Alaska rural communities with the construction of new or improved drinking water and wastewater systems. This funding can also be used to provide training and technical assistance in the operations and maintenance of these systems.

Indian Tribal Organizations (ITOs) and State agencies (SAs) that are current FDPIR allowance holders (have a direct agreement with FNS to administer FDPIR) are eligible to apply for funds to conduct projects that provide nutrition information and services to FDPIR participants. Most Recent Deadline for Applications, January 15, 2025. The Flood Mitigation Assistance Swift Current (Swift Current) effort provides funding to mitigate buildings insured through the National Flood Insurance Program (NFIP) after a major disaster declaration following a flood-related disaster event to reduce risk against future flood damage. Structures that are considered substantially flood-damaged during and after a flood event are eligible for Swift Current. Once a disaster declaration is issued, the local community can submit a project for consideration.

The Flood Mitigation Assistance Program is a competitive grant program that provides funding to states, local communities, federally recognized tribes and territories. Funds can be used for projects that reduce or eliminate the risk of repetitive flood damage to buildings insured by the National Flood Insurance Program. FEMA chooses recipients based on the applicant’s ranking of the project and the eligibility and cost-effectiveness of the project. FEMA requires state, local, tribal and territorial governments to develop and adopt hazard mitigation plans as a condition for receiving certain types of non-emergency disaster assistance, including funding for hazard mitigation assistance projects. The Safeguarding Tomorrow through Ongoing Risk Mitigation (STORM) Act became law on Jan. 1, 2021 and authorizes FEMA to provide capitalization grants to states, eligible federally recognized tribes, territories and the District of Columbia to establish revolving loan funds that provide hazard mitigation assistance for local governments to reduce risks from natural hazards and disasters. These low interest loans will allow jurisdictions to reduce vulnerability to natural disasters, foster greater community resilience and reduce disaster suffering. Federally recognized tribes that received a major disaster declaration are eligible to apply. Currently, this includes 20 tribal nations.

The purpose of FEMA’s Emergency Management Performance Grant (EMPG) program is to make grants to States, to assist State, local, tribal, and territorial governments in preparing for all hazards. The EMPG program supports efforts to build and sustain core capabilities across the nation. Past outcomes have included strengthening governance integration, approved emergency plans, trainings, and whole community approaches to emergency management. FEMA anticipates awarding approximately 58 grants with an available funding amount of $332 million. Periods of performance will last 24 months.
