There are a growing number of tribal programs, government and non-government agencies and programs addressing climate change across the United States. This page includes tribal, federal and NGO climate change programs.

The Great Plains Landscape Conservation Cooperative (GPLCC) is a partnership that provides applied science and decision support tools to assist natural resource managers to conserve plant, fish and wildlife in the mid- and short-grass prairie of the southern Great Plains. It is part of a national network of public-private partnerships—known as Landscape Conservation Cooperatives (LCCs)—that work collaboratively across jurisdictions and political boundaries to leverage resources and share science capacity. The Great Plains LCC identifies science priorities for the region and helps foster science that addresses these priorities, thus supporting wildlife conservation efforts throughout the Great Plains. It also assists partners in building their own capacity to address scientific challenges associated with our rapidly changing environment.

Great Lakes Indian Fish and Wildlife Commission (GLIFWC) Climate Change Program Great Lakes Indian Fish and Wildlife Commission (GLIFWC)

The Great Lakes Indian Fish & Wildlife Commission is commonly known by its acronym, GLIFWC. Formed in 1984, GLIFWC represents eleven Ojibwe tribes in Minnesota, Wisconsin, and Michigan who reserved hunting, fishing and gathering rights in the 1837, 1842, and 1854 Treaties with the United States government. GLIFWC provides natural resource management expertise, conservation enforcement, legal and policy analysis, and public information services in support of the exercise of treaty rights during well-regulated, off-reservation seasons throughout the treaty ceded territories. GLIFWC is guided by its Board of Commissioners along with two standing committees, the Voigt Intertribal Task Force and the Great Lakes Fisheries Committee, which advise the Board on policy.

Great Basin Landscape Conservation Cooperative (LCC) DOI, LCC

The Great Basin LCC helps link and integrate science information providers with resource managers and science users; brings additional federal resources to bear on landscape-scale conservation issues and opportunities; and helps to apply science and facilitate coordination on a wide range of efforts to respond to climate change, invasive species, wildfires, human development and other stressors across the Great Basin. The LCC is not intended to replace existing organizations already accomplishing conservation work in the Great Basin. The aim is to facilitate, enhance and inform that work.

Food and Nutrition Assistance Research Reports Database USDA, ERS

USDA's domestic food and nutrition assistance programs affect the daily lives of millions of people, with about one in four Americans participating in at least one program at some point during a given year. These programs represent a significant investment, accounting for over two-thirds of USDA's annual budget. ERS is the primary source for economic studies and evaluations of domestic food and nutrition assistance programs to meet the needs of USDA, Congress, program managers, program participants, the research community, and the public at large. To address this diverse group, ERS has developed an integrated program of intramural and extramural research. A key component of this program is research dissemination. ERS maintains 2 web-based interactive databases to ensure that its broad spectrum of research is available to the public in an accessible format for both technical and nontechnical audiences. Explaining Extreme Events of 2013 from a Climate Perspective American Meteorological Society

Using research and case studies from 2013, this report explores and attempt to determine the attribution of extreme climate effects to human influence. This research found that while events such as droughts and storms have been difficult to attribute to human-caused climate change, pattern heat waves can be connected to human-climate-influences.

EPA Tribal Air Quality Program EPA

Tribes have express authority under the Clean Air Act and the Tribal Authority Rule to manage air quality in Indian country. EPA provides technical assistance and resources to help tribes build their program capacity. It is important to note that air quality monitoring serves a different purpose than an emission inventory. Air quality monitoring samples the air to measure which pollutants are present and in what amounts, but does not tell where the pollutants are coming from. An emission inventory tells a tribe what sources are emitting which pollutants into the air. These documents provide guidance to tribes and EPA Regional Offices on how to develop and implement tribal air monitoring programs on tribal lands.

Emergency Forest Restoration Program (EFRP) USDA

he Emergency Forest Restoration Program (EFRP) helps the owners of non-industrial private forests restore forest health damaged by natural disasters. The EFRP does this by authorizing payments to owners of private forests to restore disaster damaged forests.

The local FSA County Committee implements EFRP for all disasters with the exceptions of drought and insect infestations. In the case of drought or an insect infestation, the national FSA office authorizes EFRP implementation.

Emergency Assistance for Livestock, Honey Bees, and Farm-raised Fish (ELAP) USDA, FSA

ELAP provides financial assistance to eligible producers of livestock, honeybees and farm-raised fish for losses due to disease, certain adverse weather events or loss conditions, including blizzards and wildfires, as determined by the Secretary. ELAP assistance is provided for losses not covered by other disaster assistance programs authorized by the 2014 Farm Bill and the Bipartisan Budget Act of 2018, such as losses not covered by the Livestock Forage Disaster Program (LFP) and the Livestock Indemnity Program (LIP).

The Earth's temperature is rising as a result of increased atmospheric concentrations of greenhouse gases. Agriculture is a source of methane and nitrous oxide emissions, two prominent greenhouse gases. Changes in agricultural practices can reduce emissions of these gases, and reduce atmospheric concentration of carbon dioxide by sequestering carbon in soil.

Climate change will affect crop and livestock yields worldwide, which will lead to changes in food and fiber consumption, prices of agricultural commodities, and farm incomes.

ERS is uniquely positioned to analyze these changes through its expertise on the economics of:

Technology adoption, and
Environmental program design.
