On October 2, 2017 (The Trust Effective Date, or TED), the United States District Court approved the final Mitigation Trust Agreements, completing the settlement with automaker Volkswagen AG (VW), to resolve allegations that VW violated the Clean Air Act (CAA) by selling diesel-engine cars that produced excess emissions of oxides of nitrogen (NOx). The Mitigation Trust Agreements are designed to reduce NOx emissions from other diesel engine vehicles, thereby mitigating the effects of the VW violations. All 567 federally-recognized Tribes can apply for beneficiary status.

The Voluntary Public Access and Habitat Incentives Program (VPA-HIP) encourages private landowners to voluntarily make their land available to the public for wildlife-dependent recreation. States and tribes approved for funding of this Farm Service Agency (FSA) program use the funds as incentives to encourage private landowners of farms, ranches, and forests to make that land available to the public for wildlife-dependent recreation. This may include hunting or fishing. The overall goal of VPA-HIP is to enhance wildlife habitat and management and to boost local economies through activities that attract wildlife enthusiasts.

Eligible program participants receive financial and technical assistance to implement conservation practices, or activities like conservation planning, that address natural resource concerns on their land. Payments are made to participants after conservation practices and activities identified in an EQIP plan of operations are implemented. Contracts can last up to ten years in duration.

The National Forest Foundation Ski Conservation Fund (SCF) and Forest Stewardship Fund (FSF) provide funding for action-oriented on-the-ground or citizen-based monitoring projects that improve forest health and outdoor experiences on National Forests and Grasslands. Award funds come from guest contributions at ski areas and lodges operating on or adjacent to National Forest System lands, with added National Forest Foundation federal funds for SCF. SCF and FSF support the implementation of on-the-ground conservation and restoration projects that have an immediate, quantifiable impact on the National Forest System. These projects provide a lasting impact to the lands, waters, and wildlife of the National Forest System through the alteration of the physical environment. The current NFF strategic plan focuses on the Program Areas of Outdoor Experiences and Forest Health. The program areas include Outdoor Experiences Program Area, Forest Health Program Area, and Integrated Projects. Organizations may self-select into one of the Program Areas listed above, or choose to submit a proposal that cohesively integrates the two Program Areas. SCF also requires projects to show a strong commitment to civic engagement and community involvement through direct public involvement. In order to be eligible for funding, projects must contain significant, legitimate community involvement or civic engagement in the pre-implementation, implementation, or post-implementation phase.
