Deadline Passed 09/30/2019. Deadline Unknown for 2020. The Secretary of the Interior established the Land Buy-Back Program for Tribal Nations (Buy-Back Program, Program) to implement the land consolidation provisions of the Cobell Settlement Agreement, which provided $1.9 billion to consolidate fractional land interests across Indian country. The Buy-Back Program allows interested individual owners to sell their land for immediate transfer to the recognized tribe that exercises jurisdiction. This effort will strengthen tribal sovereignty and put decision-making in the hands of the tribal government, freeing up resources that have been locked-up as land interests that have fractionated over time. The Buy-Back Program has announced 105 locations where land consolidation activities such as planning, outreach, mapping, mineral evaluations, appraisals or acquisitions are scheduled to take place through the middle of 2021. The Buy-Back Program is interested in partnering with the eligible tribes that have jurisdiction over these 105 locations, as well as any locations that may be added to the implementation schedule, to gain their direct participation in land consolidation efforts given the tribes’ unique qualifications to perform land consolidation activities for their reservations. Consequently, the Program intends to, whenever feasible and practical, enter into single source cooperative agreements with these eligible tribes to not only capitalize on their unique knowledge of their reservations but also to improve the overall effectiveness and efficiency of the Program. Eligible tribes will be given the opportunity to apply for a cooperative agreement, whenever feasible and practical, prior to the implementation of the Buy-Back Program at the location under their jurisdiction.

The DOE Office of Indian Energy is now accepting applications for the third round of the Strategic Technical Assistance Response Team (START) Renewable Energy Project Development Assistance Program to provide Tribes with technical assistance with furthering the development of community- and commercial-scale renewable energy projects.

Deadline passed. Most recent deadline: February 23, 2023. The DOE Office of Indian Energy is soliciting applications from Tribes to provide electric power to Tribal buildings that would otherwise be electrified by deploying  integrated energy system(s) or energy infrastructure. Individual awards vary depending on type of project with a range from $250,000 to $4,000,000. This opportunity builds on the important discussions at the 7th biennial Tribal Clean Energy Summit, where U.S Secretary of Energy Jennifer M. Granholm held a nation-to-nation roundtable with Tribal leaders to share ideas and explore cost-effective approaches to clean energy that strengthen Tribal energy and economic infrastructure, address climate resilience, and build stronger and safer communities.

Deadline passed. Most recent deadline: August 31, 2023. Application deadline recently extended. Under Section 40101(d) Formula Grant Program of the Bipartisan Infrastructure Law (BIL), the Department of Energy will provide grants to States (including U.S. Territories) and Indian Tribes to improve the resilience of their electric grids. States and Indian Tribes may further allocate funds to “eligible entities”, as defined by Section 40101(d). These grants offer a unique opportunity to advance the capabilities of States and Indian Tribes, and their communities, to address not only current, but future resilience needs.

Deadline passed. Most recent deadline: July 27, 2023. The DOE Office of Indian Energy is soliciting applications from Tribal Colleges and Universities for clean energy project planning to transition the Tribal College or University to a clean energy campus and clean energy curriculum planning to complement the transition to clean energy (Topic Area 1); and the deployment of clean energy technology(ies) to transition the Tribal College or University to a clean energy campus, and implementation of a related clean energy curriculum (Topic Area 2).

Deadline passed. Most recent deadline: December 17, 2021. The U.S. Department of Energy (DOE) launched an opportunity announcement for the Local Energy Action Program (Communities LEAP) - an initiative designed to help environmental justice communities and communities with historical ties to fossil fuel industries take direct control of their clean energy future. The Communities LEAP pilot program provides supportive services valued at up to $16 million to help communities develop locally-driven energy plans to more effectively leverage public and private sector resources to reduce local air pollution, increase energy resilience, lower utility costs and energy burdens, and create good-paying jobs. This opportunity is specifically open to low-income, energy-burdened communities (including Tribes) that are also experiencing either direct environmental justice impacts, or direct economic impacts from a shift away from historical reliance on fossil fuels. Tribes must register in order to apply for this opportunity.

Deadline passed. Most recent deadline: Feburary 25, 2022. This prize fits into President Biden’s Justice40 Initiative, which aims to deliver 40% of climate investment benefits to disadvantaged communities and inform equitable research, development, and deployment within DOE. Specifically, this prize seeks to enable and enhance business and technology incubation, acceleration, and other community-based and university-based entrepreneurship and innovation in climate and clean energy technologies. Deadline passed as of October 20, 2016. Deadline for 2017 unknown. Under the planned FOA, the Office of Indian Energy intends to solicit applications from Indian Tribes (including Alaska Native regional corporations and village corporations) and Tribal Energy Resource Development Organizations under the following topic areas: (1) Conduct energy options analyses (Topic Area 1); (2) Establish baseline energy use (Topic Area 2); (3) Develop energy organizations (Topic Area 3); (4) Conduct climate resiliency planning (Topic Area 4); (5) Establish policy, regulations, and codes to reduce energy use or promote energy develop (Topic Area 5); and, (6) Obtain skills and training related to energy use and development (Topic Area 6). It is expected that proposed activities will result in specific measurable results or end-products that will lead to the development and deployment of energy solutions, and/or build knowledge or skills necessary to implement successful strategic energy solutions.

RFP closed in April for FY 2016. The BENEFIT FOA includes the following Areas of Interest: Incubators (Off-Roadmap): 1: Open Topic for Energy Efficiency Solutions for Residential and Commercial Building; 2: Innovative Sensors & Sensor Systems; 3: Advanced Energy-Efficient Clothes Dryers; 4: Highly Insulating Building Envelope Components. ***Please note that concept papers are due 3/6/2014, and full grant proposal is due 4/21/2014.

Dealine unknown for 2019. The U.S. Department of Energy (DOE) Tribal Energy Program, in conjunction with the DOE Office of Indian Energy, is pleased to announce the availability of up to $7 million in funding to accelerate clean energy development on tribal lands. DOE is soliciting applications from Indian Tribes, Tribal Energy Resource Development Organizations and Tribal Consortia, to install “community-scale” or “facility-scale” renewable energy and/or energy efficiency energy projects on Indian lands. The renewable energy and/or energy efficiency projects are intended to provide electricity and/or heating and cooling or efficiency measures for existing tribal buildings, including homes, businesses, community buildings, government buildings, or other tribal facilities. Projects selected under this Funding Opportunity Announcement are intended to reduce energy costs and increase energy security for Indian Tribes and tribal members. Grant Status Unknown. Advanced building technologies and systems can contribute to the cost-effective delivery of new buildings and retrofits that significantly lower building energy consumption. DOE seeks to fund demonstration and deployment activities for technologies that are ready for market adoption but that may be underutilized due to market barriers including perception of risk, gaps in information and data on performance as well as cost. These technologies will offer a high degree of differentiation between current industry solutions, be widely replicable across the building size, sector and application and provide significant energy savings potential (as determined by market opportunity, site savings, and total potential savings at 100% penetration). Funding through this opportunity will enhance and accelerate the deployment and adoption of a broad range of competitively-solicited high impact energy saving technologies as well as new technology integratio n approaches. The technical and/or non-technical products of this funding should be deployed for scale up as a part of the award agreement and will enable investment-level decision-making by building owners, investors and operators in order to produce energy savings.

Deadline passed. Most recent deadline: March 21, 2022. The DOE will invest up to $400,000 in the large-scale development and deployment of solar technologies for a decarbonized electricity system by 2035 and decarbonized energy sector by 2050. Learn more and apply here.

Most Recent Deadline for Full Applications: June 26, 2023. The Infrastructure Investment and Jobs Act, commonly referred to as the Bipartisan Infrastructure Law (BIL), authorizes DOE to invest $1 billion in energy improvements in rural or remote areas. DOE’s Energy Improvements in Rural or Remote Areas (ERA) Program will provide financial investment, technical assistance, and other resources to advance clean energy demonstrations and energy solutions that are replicable and scalable. ERA aims to fund clean energy projects with three specific goals:

1. Deliver measurable benefits to energy customers in rural or remote areas by funding replicable energy projects that lower energy costs, improve energy access and resilience, and/or reduce environmental harm;

2. Demonstrate new rural or remote energy system models using climate-resilient technologies, business structures that promote economic resilience, new financing mechanisms, and/or new community engagement best practices; and

3. Build clean energy knowledge, capacity, and self-reliance in rural America.

To address this reality that one size does not fit all, OCED has organized this $300 million Funding Opportunity Announcement (FOA) into nine geographic regions, each with its own set of broad energy challenges that provide applicants the opportunity to propose creative solutions at a variety of sizes and scales to address those challenges.
