This request for proposals (RFP) is intended to increase the capacity of Oregon Local Public Health Authorities (LPHAs) and tribal public health authorities, particularly those that have identified domestic wells and water security as local priorities through county hazard assessments*. The Oregon Health Authority's (OHA) Domestic Well Safety Program (DWSP) intends to provide grants to support outreach efforts identified by LPHAs in their proposals to this RFP. In working with LPHAs, the DWSP will help plan and deliver outreach and interventions to communities of concern, as identified by LPHAs.

Deadline Passed 10/07/2019. Deadline Unknown for 2020. The Ag of the Middle Accelerator is a two-year business development program providing formal instruction from experts in accounting and finance, taxation, credit, and sales and marketing for farmers, ranchers, and fishermen.

Deadline varies based on individual grants. Section 106 of the Clean Water Act (CWA) authorizes EPA to provide financial assistance to states and eligible interstate agencies to establish and administer programs for the prevention, reduction, and elimination of water pollution. In 1987, Congress amended section 518(e) of the CWA to include provisions that allow EPA to treat an Indian tribe in a manner similar to a state (i.e., treatment in a manner similar to a state, or TAS) for the purpose of providing Section 106 funding.

The U.S. Environmental Protection Agency (EPA) is soliciting applications from eligible applicants as described in Section III.A to provide training and technical assistance for small public water systems to help such systems achieve and maintain compliance with the Safe Drinking Water Act (SDWA), and to provide training and technical assistance for small publicly owned wastewater systems, communities served by onsite/decentralized wastewater systems, and private well owners to improve water quality under the Clean Water Act (CWA). Training and technical assistance activities provided to these systems, communities and private well owners should be made available nationally in rural and urban communities and to personnel of tribally- owned and operated systems.

This notice announces the availability of funds and solicits proposals from eligible entities, including nonprofit organizations, to deliver Environmental Workforce Development and Job Training programs that recruit, train, and place local, unemployed and under-employed residents with the skills needed to secure full-time employment in the environmental field. Please note that eligible entities who received an EWDJT grant in Fiscal Year 2017 (FY17) are not eligible to apply for funding in FY18. While Environmental Workforce Development and Job Training Grants require training in brownfield assessment and/or cleanup, these grants also require that Hazardous Waste Operations and Emergency Response (HAZWOPER) training be provided to all individuals being trained. EPA encourages applicants to develop their curricula based on local labor market assessments and employers’ hiring needs, while also delivering comprehensive training that results in graduates securing multiple certifications.

Deadline Passed 08/01/2019. Deadline Unknown for 2020. This notice announces the availability of funds and solicits applications from federally-recognized tribes or intertribal consortia for the development and implementation of hazardous waste programs and for building capacity to address hazardous waste management in Indian country.  In accordance with the EPA Indian Policy of 1984, EPA recognizes tribal governments as the primary parties for managing programs for reservations.

To maximize the benefits to tribes from the limited funding to support the Hazardous Waste Management Grant Program for Tribes, EPA has reassessed the criteria used to evaluate Applications submitted for funding through this grant program beginning in FY 2015.  The goal of this effort is to provide technical assistance to a greater number of tribes for activities that involve hazardous waste management on tribal lands.

The new Environmental Justice Thriving Communities Grantmaking (EJ TCGM) Program is a competition to select multiple Grantmakers around the nation to reduce barriers to the federal grants application process communities face and increase the efficiency of the awards process for environmental justice grants. Grantmakers will design competitive application and submission processes, award environmental justice subgrants, implement a tracking and reporting system, provide resources and support to communities, all in collaboration with EPA’s Office of Environmental Justice and External Civil Rights. 2017 deadline: June 15, 2017. Unknown for 2018. This notice announces the availability of funds and solicits proposals from eligible entities that will provide training, peer-to-peer technical assistance and travel scholarships to federally-recognized tribes in support of waste management capacity building on tribal lands. The recipient will conduct three training courses that will assist tribes in the development and implementation of sustainable waste management programs. The training will focus on implementing an Integrated Waste Management Plan (IWMP) through waste diversion programs such as recycling, composting, et al. The training courses should include tribal speakers that have developed and implemented successful waste diversion programs. In addition, the recipient will offer travel scholarships to support the trainings as well as provide travel scholarships to financially assist tribes that voluntarily participate in the EPA’s National Tribal Waste Management Peer Matching Program.

This RFA seeks to understand the health effects from climate change mediated by indoor environments. A specific interest is the evaluation of adaptation guidelines, such as energy-saving building modifications, from a health perspective. Additional optional goals are 1) the understanding of behavioral adaptations, e. g. time spent outdoors, or use of natural ventilation and 2) extension of building ventilation models to newer energy-efficient buildings and evaluation of existing models against independent data sets.

The purpose of the Pollution Prevention Grant: Environmental Justice Through Safer and more Sustainable Products is to provide pollution prevention (P2) technical assistance to businesses (e.g., information, training, expert advice) in order to improve human health and the environment in disadvantaged communities by increasing the supply, demand and use of safer and more sustainable products, such as those that are certified by EPA’s Safer Choice program, or those that conform to EPA’s Recommendations for Specifications, Standards and Ecolabels for Federal Purchasing (Recommendations).

Deadline passed as of August 11, 2016. Deadline for 2017 unknown. EPA's Office of Water supports the National Tribal Water Council (NTWC), composed of tribal governmental representatives, to increase communications, promote sharing of technical information and best management practices for Indian country, raise awareness of tribes on priority water issues, and facilitate tribal input on actions to protect water quality and provide safe drinking water in tribal communities. EPA supports the efforts of the National Tribal Water Council through a multi-year cooperative agreement to a recipient who manages and supports the operations of the Council, and assists in developing and completing products in coordination with the NTWC. Eligible recipients interested in managing the NTWC under this cooperative agreement may apply by submitting applications to EPA for this competitive process.

The U.S. Environmental Protection Agency, Region 10 (EPA), is issuing a Request for Applications (RFA) from eligible entities to improve water quality in the Middle and Upper Columbia River Basin, through specific actions to reduce toxics, increase monitoring, and/or increase public education and outreach. The Columbia River Basin Restoration Program (CRBRP) will assist tribal, state and local governments; nongovernmental entities, and others as they implement the Columbia River Basin Toxics Reduction Action Plan and the Lower Columbia River Estuary Plan - Comprehensive Conservation and Management Plan and conduct activities to support EPA national goals for the Columbia River Basin.

Under the Environmental Education Grants Program, EPA seeks grant applications from eligible applicants to support environmental education projects that promote environmental awareness and stewardship and help provide people with the skills to take responsible actions to protect the environment. This grant program provides financial support for projects that design, demonstrate, and/or disseminate environmental education practices, methods, or techniques. The total estimated funding for this competitive opportunity in U.S. EPA Region 10 is up to $300,000. The Region expects to award three or four grants for no less than $50,000, and no more than $100,000 each. Region 10 covers the states of Alaska (AK), Idaho (ID), Oregon (OR), and Washington (WA).
