Applications accepted year round. This program assists low-income communities with initial planning and development of applications for USDA Rural Development Water and Waste Disposal direct loan/grant and loan guarantee programs. The area must also have a median household income below the poverty line or less than 80 percent of the statewide non-metropolitan median household income

Applications are currently being accepted. The USDA Rural Development High Energy Costs Grant assists energy providers and other eligible entities in lowering energy costs for families and individuals in areas with extremely high per-household energy costs (275 percent of the national average or higher.) The funds may be used to finance the acquisition, construction or improvement of facilities serving eligible communities. NOTE: Program details may change over time. Past Deadline: May 16, 2019. Beginning farmer education for adult and young audiences in the United States can generally be traced back to the advent of the 1862 and 1890 Morrill Land-Grant Acts. But, for the first time, the Food, Conservation, and Energy Act of 2008 (Pub .L. No. 110-234, Section 7410) appropriated $75 million for FY 2009 to FY 2012 to develop and offer education, training, outreach and mentoring programs to enhance the sustainability of the next generation of farmers. The Agriculture Act of 2014 provided an additional $20 million per year for 2014 through 2018. The reasons for the renewed interest in beginning farmer and rancher programs are as follows: the rising average age of U.S. farmers; the 8% projected decrease in the number of farmers and ranchers between 2008 and 2018; and the growing recognition that new programs are needed to address the needs of the next generation of beginning farmers and ranchers. The Agriculture Improvement Act of 2018 (aka the 2018 Farm Bill) reauthorized the Beginning Farmer and Rancher Development Program and provides mandatory funds for which supports education, mentoring, and technical assistance initiatives for beginning farmers and ranchers.

Deadline passed. Most recent deadline: April 19, 2022. The USDA has opened up grant applications to the RISE program, which seeks to increase equity in rural America by offering grants of up to $2 million to consortiums of local governments, investors, industry, institutions of higher education, and other public and private entities that create projects in distressed communities. Communities that have traditionally had high concentrations of employment in fossil fueled energy production and are transitioning away from this are encouraged to apply. Learn more and apply here.

Applications accepted year round. This program provides 1 percent low-interest loans to local intermediaries that re-lend to businesses to improve economic conditions and create jobs in rural communities.

Deadline Passed as of 3/16/2018. Deadline Unknown for 2019. EQIP provides financial and technical assistance to agricultural producers in order to address natural resource concerns and deliver environmental benefits such as improved water and air quality, conserved ground and surface water, reduced soil erosion and sedimentation or improved or created wildlife habitat. Eligible program participants receive financial and technical assistance to implement conservation practices, or activities like conservation planning, that address natural resource concerns on their land. Payments are made to participants after conservation practices and activities identified in an EQIP plan of operations are implemented. Contracts can last up to ten years in duration.

Deadline Passed 07/20/2018. Deadline Unknown for 2019. This program helps qualified non-profits and Tribes create a revolving loan fund (RLF) to extend access to clean, reliable water to households in eligible rural areas.

Deadline Passed as of 11/30/2017. Deadline for 2018 unknown. Through EQIP, NRCS provides technical and financial assistance to eligible individuals and entities to plan and install conservation practices that benefit soil, water, air, plants, and animals. EQIP addresses national resource concerns including improvement of water quality, water conservation , reducing greenhouse gasses, improving wildlife habitat, controlling invasive plant species, and on-farm energy conservation and efficiency.

Grant status unknown for FY 2016. The U.S. Forest Service requests applications for forest restoration projects on Federal, Tribal, State, County, Land Grant, or Municipal forest lands in New Mexico that are designed through a collaborative process that includes affected communities and other stakeholders. Individuals, businesses, groups and other organizations are encouraged to collaborate on the design, implementation, and monitoring of projects that value local and traditional knowledge, promote healthy and productive forests and watersheds, and build ownership and civic pride.

Rolling Deadline. This program bolsters the availability of private credit by guaranteeing loans for rural businesses.

Deadline unknown for 2017. 2016 deadline passed on June 30, 2016. To advance projects which support long-term community and economic growth strategies that reflect both multi-jurisdictional stakeholder collaboration and capitalize upon the unique strengths of the rural area. Through this provision, USDA Rural Development is empowered to work further with rural communities to align resources with long-range and multi-jurisdictional challenges and needs by leveraging federal, state, local, or private funding. Applicants to any of several existing Rural Development programs whose projects support the implementation of multi-jurisdictional strategic economic and community development plans may apply for priority consideration through SECD. Consideration will be based on: (1) How well the project supports a multijurisdictional plan and (2) How well the plan addresses collaboration, regionalism, and investments from other federal and philanthropic agencies. Interested participants are encouraged to have their plans reviewed by their State's staff early in the process for feedback and possible modification prior to submitting with the formal application.

Deadline Passed 12/31/2018. Deadline Unknown for 2019. Funds may be used to: Evaluate current landfill conditions to determine threats to water resources in rural areas; provide technical assistance and/or training to enhance operator skills in the maintenance and operation of active landfills in rural areas; provide technical assistance and/or training to help associations reduce the solid waste stream; and provide technical assistance and/or training for operators of landfills in rural areas which are closed or will be closed in the near future with the development/implementation of closure plans, future land use plans, safety and maintenance planning, and closure scheduling within permit requirements. 

Deadline passed. Most recent deadline: June 10, 2022. Partnerships for Climate-Smart Commodities pilot projects must focus on the on-farm, on-ranch or forest production of climate-smart commodities and associated reductions of greenhouse gas emissions and/or carbon sequestration. Proposals from $250,000 to $4,999,999 are in the second funding pool and are limited to particularly innovative pilot projects. These projects should place an emphasis on: enrollment of small and/or underserved producers; and/or monitoring, reporting and verification activities developed at minority-serving institutions. Applications are accepted year round. Provides guaranteed loan financing and grant funding to agricultural producers and rural small businesses for renewable energy systems or to make energy efficiency improvements. Businesses must be in an area other than a city or town with a population of greater than 50,000 inhabitants and the urbanized area of that city or town. Check eligible business addresses. Agricultural producers may be in rural or non-rural areas.

Funds may be used for renewable energy systems, such as:

• Biomass (for example: biodiesel and ethanol, anaerobic digesters, and solid fuels)
• Geothermal for electric generation or direct use
• Hydropower below 30 megawatts
• Hydrogen
• Small and large wind generation
• Small and large solar generation
• Ocean (tidal, current, thermal) generation
