Applications accepted year-round. To advance projects which support long-term community and economic growth strategies that reflect both multi-jurisdictional stakeholder collaboration and capitalize upon the unique strengths of the rural area. Through this provision, USDA Rural Development is empowered to work further with rural communities to align resources with long-range and multi-jurisdictional challenges and needs by leveraging federal, state, local, or private funding. Applicants to any of several existing Rural Development programs whose projects support the implementation of multi-jurisdictional strategic economic and community development plans may apply for priority consideration through SECD. Consideration will be based on: (1) How well the project supports a multijurisdictional plan and (2) How well the plan addresses collaboration, regionalism, and investments from other federal and philanthropic agencies. Interested participants are encouraged to have their plans reviewed by their State's staff early in the process for feedback and possible modification prior to submitting with the formal application.

The Scholarship Fund provides financial assistance through scholarships to American Indian and Alaska Native students wishing to pursue post-secondary and graduate education and training. Funded in part by the Land Buy-Back Program for Tribal Nations (Buy-Back Program), the scholarship program is overseen by the Cobell Board of Trustees and administered by Indigenous Education, Inc., a non-profit corporation expressly created to administer the Scholarship Fund. Thus far, approximately $2.2 million has been awarded in graduate and undergraduate scholarships to highly qualified American Indian students.

Most recent deadline: 12/17/2020. Call for Statements of Interest for Tribal Climate Adaptation Research Projects Federal Fiscal Year 2021. Deadline for Statements of Interest – December 17, 2020. The Northwest and Southwest Climate Adaptation Science Centers (NW CASC, SW CASC) invite statements of interest for tribal climate adaption research projects to be initiated in Federal Fiscal Year (FY) 2021. The NW CASC is seeking statements of interest for tribal climate adaptation research projects that focus on the following priorities, as identified and described in the NW CASC Science Agenda for 2018-2023: 1) management of aquatic resources, 2) management of at-risk species and habitats, 3) management of invasive species and diseases, 4) management of forest ecosystems, and 5) human dimensions of climate adaptation. Statements of interest that describe leveraging of existing projects will also be considered. The SW CASC is requesting statements of interest that specifically draw upon the application of traditional methods of ecosystem restoration and natural resource management, with special emphasis on fire in the context of climate change and adaptation. These projects can be used as seed funding in preparation for subsequent calls for proposals or focus on developing a process for implementing traditional practices and/or building bridges between western (conventional) and indigenous practices. Statements of interest that describe leveraging of existing efforts will also be considered.

Full Proposal Deadline (by invite only): June 28, 2023. The National Fish and Wildlife Foundation (NFWF), in partnership with the National Oceanic and Atmospheric Administration (NOAA), the U.S. Department of Defense, Occidental, Shell and TransRe, and with additional support this year from the Bezos Earth Fund, is now soliciting Pre-Proposals for the 2022 National Coastal Resilience Fund. The Request for Proposals is available here. NFWF will award up to $140 million in grants to create and restore natural systems in order to increase protection for communities from coastal hazards, such as storms, sea- and lake-level changes, inundation, and coastal erosion, while improving habitats for fish and wildlife species. NFWF prioritizes projects that are community led or incorporate direct community engagement and benefit underserved communities facing disproportionate harm from climate impacts. Pre-proposals must have be submitted through NFWF’s Easygrants system by Thursday, April 12, 2023. The Russell Family Foundation aims to protect and restore Puget Sound by supporting an environmental education program. They support organizations that provide opportunities for outdoor environmental education experiences throughout Puget Sound. These organizations deliver outdoor experiential learning to students in 5th through 12th grade who live in urbanized areas.

Most Recent Deadline: 9/15/2021. Grant inquiries are accepted twice a year on March 15th and September 15th and full proposals invited for final submission by May 1st and November 1st, the next deadline for the Spring Docket is September 15, 2019. See website for more details. Note that individual grants offered by the foundation may have differing deadlines. The mission of the Bullitt Foundation is to protect the natural environment through promotion of responsible human activities and sustainable development in the Pacific Northeast. The foundations program areas include Ecosystem Services; Energy, Industry, and Technology; Urban Ecology; and Leadership and Civic Engagement. Grant applicants must submit a letter of inquiry online. If accepted, the applicant will be invited to submit a full proposal for evaluation. Please note that letters of inquiry are due 9/15/2019, with full applications being due 11/1/201.

Deadline is ongoing. The Environmental Quality Incentives Program (EQIP) is a voluntary program that provides financial and technical assistance to agricultural producers to address natural resource concerns and deliver environmental benefits such as improved water and air quality, conserved ground and surface water, increased soil health and reduced soil erosion and sedimentation, improved or created wildlife habitat, and mitigation against drought and increasing weather volatility. EQIP may also help producers meet Federal, State, Tribal, and local environmental regulations.

Deadline: 2/5/2021. EPA provides Indian Environmental General Assistance Program (GAP) financial and technical assistance to tribal governments and intertribal consortia to assist tribes in planning, developing, and establishing the capacity to implement federal environmental programs administered by the EPA and to assist in implementation of tribal solid and hazardous waste programs in accordance with applicable provisions of law, including the Solid Waste Disposal Act (commonly known as the Resource Conservation and Recovery Act, or RCRA. EPA administers this program in accordance with the statute, applicable federal regulations, including 40 CFR part 35, subpart B, and national guidance, including the Indian Environmental General Assistance Program Guidance on the Award and Management of General Assistance Agreements for Tribes and Intertribal Consortia (2013; hereafter GAP Guidance).

Deadline Passed 08/15/2019. Deadline Unknown for 2020. The Indigenous Biocultural Exchange Fund (IBEX) offers opportunities to attend a global biocultural event/exchange or a meeting of international significance which impacts the applicants' home territory or region. This fund supports indigenous peoples and local communities to have a voice in the policies and forums that concern biocultural diversity at a global level.

Deadline for 2017 unknown.The VAPG program helps agricultural producers enter into value-added activities related to the processing and/or marketing of bio-based, value-added products. Generating new products, creating and expanding marketing opportunities, and increasing producer income are the goals of this program. You may receive priority if you are a beginning farmer or rancher, a socially-disadvantaged farmer or rancher, a small or medium-sized farm or ranch structured as a family farm, a farmer or rancher cooperative, or are proposing a mid-tier value chain. Grants are awarded through a national competition. Each fiscal year, applications are requested through a notice published in the Federal Register and through an announcement posted on Grants.gov.

The National Endowment for the Humanities (NEH) Division of Preservation and Access is accepting applications for the Cultural and Community Resilience program. This program supports community-based efforts to mitigate climate change and COVID-19 pandemic impacts, safeguard cultural resources, and foster cultural resilience through identifying, documenting, and/or collecting cultural heritage and community experience. The program prioritizes projects from disadvantaged communities in the United States or its jurisdictions, and NEH encourages applications that employ inclusive methodologies. Deadline passed. Most recent deadline: March 18, 2022. The NASA Earth Science Division is soliciting proposals to advance progress on equity and environmental justice domestically through the application of Earth science, geospatial, and socioeconomic information. ROSES-2021 Amendment 52 releases a new opportunity in ROSES: A.49 Earth Science Applications: Equity and Environmental Justice (EEJ). With this program element, NASA is especially interested in proposals from or partnered with non-federal domestic organizations, community-based non-profit institutions, Tribal governments, local governments, and academic institutions active in addressing EEJ issues that would benefit from the insights offered by NASA Earth science information. This solicitation includes three elements: 1) Landscape analyses, 2) Community-based feasibility projects, and 3) Data integration projects that combine Earth science information and socioeconomic datasets. Two pre-proposal teleconferences are planned, the first to be held on January 7, 2022, and second on February 17, 2022, on a no-advance-reservation, first-to-dial-in basis. Deadline passed as of March 3, 2023. EPA Region 9 anticipates awarding approximately 30 grants to federally-recognized tribes within the Region 9 geographic area for funding tribal air pollution control programs, air quality education and assessment projects, and the development of tribal air program capacity.
