Funding

Deadline varies based on individual grants. Section 106 of the Clean Water Act (CWA) authorizes EPA to provide financial assistance to states and eligible interstate agencies to establish and administer programs for the prevention, reduction, and elimination of water pollution. In 1987, Congress amended section 518(e) of the CWA to include provisions that allow EPA to treat an Indian tribe in a manner similar to a state (i.e., treatment in a manner similar to a state, or TAS) for the purpose of providing Section 106 funding.

Deadline: 2/5/2021. EPA provides Indian Environmental General Assistance Program (GAP) financial and technical assistance to tribal governments and intertribal consortia to assist tribes in planning, developing, and establishing the capacity to implement federal environmental programs administered by the EPA and to assist in implementation of tribal solid and hazardous waste programs in accordance with applicable provisions of law, including the Solid Waste Disposal Act (commonly known as the Resource Conservation and Recovery Act, or RCRA. EPA administers this program in accordance with the statute, applicable federal regulations, including 40 CFR part 35, subpart B, and national guidance, including the Indian Environmental General Assistance Program Guidance on the Award and Management of General Assistance Agreements for Tribes and Intertribal Consortia (2013; hereafter GAP Guidance).

Previous Deadline: 06/01/2020. The purpose of the Children’s Healthy Learning Environments Grant Initiative is to provide capacity building to address children’s environmental health in school and childcare settings. The Children’s Healthy Learning Environments Grant Initiative provides funding directly to organizations to support school- and/or childcare center-based capacity building projects that help school communities understand and address local environmental and public health issues that affect children. Capacity building projects are projects that improve the organization’s long-term effectiveness and sustainability through management practices, implementation, and dedication to achieving results towards children’s environmental health. The physical environments in which children develop play a critical role in their health, development, and safety. Children, from the fetal stage through adolescence, are in a dynamic state of growth as their nervous, respiratory, reproductive and immune systems develop and mature. Because of these developing systems, children are more vulnerable to permanent and irreversible damage from environmental hazards than adults. Distinct environments like childcare and school-based settings have unique characteristics related not only to the degree and route of exposure but also to the timing of exposures. Reducing exposures to unhealthy school and childcare settings through the adoption of healthy indoor environment best practices can lead to improving children’s health, attendance, concentration, and performance.

Submissions accepted on a rolling basis. The Clean Water Indian Set-Aside Grant Program (CWISA) provides funding to Indian tribes and Alaska Native Villages for wastewater infrastructure. The CWISA program is administered in cooperation with the Indian Health Service (IHS). The CWISA program provides funding for wastewater infrastructure to American Indian Tribes and Alaska Native Villages. Funds may be used for planning, design, and construction of wastewater collection and treatment systems. The CWISA program is administered by the Environmental Protection Agency (EPA) in cooperation with the Indian Health Service (IHS) Sanitation Facilities Construction program. To be considered for CWISA program funding, tribes must identify their wastewater needs to the IHS Sanitation Deficiency System. EPA uses the IHS Sanitation Deficiency System priority lists to identify and select projects for CWISA program funding.

Deadline passed as of November 6, 2016. Deadline for 2017 unknown. Healthy Places for Healthy People will provide selected communities with expert planning assistance that centers around a two-day community workshop. A team of experts will help community members develop an implementable action plan that will focus on health as an economic driver and catalyst for downtown and neighborhood revitalization.

Deadline passed as of March 3, 2023. EPA Region 9 anticipates awarding approximately 30 grants to federally-recognized tribes within the Region 9 geographic area for funding tribal air pollution control programs, air quality education and assessment projects, and the development of tribal air program capacity.

Deadline passed as of November 6, 2016. Deadline for 2017 unknown. Through Cool & Connected, a team of experts will help community members develop strategies and an action plan for using broadband service to promote smart, sustainable community development. Broadband access can provide new opportunities for people and businesses. A growing number of communities have combined broadband service with other local assets such as cultural and recreational amenities to attract and retain investment and people, including young people. This can help diversify local economies. Such efforts typically require planning among community leaders, businesses, and internet service providers. The Cool & Connected program will provide assistance to this end, helping communities take advantage of broadband service to create walkable, connected, economically successful main streets and small-town neighborhoods.

Deadline: April 10, 2023. The Environmental Justice Collaborative Problem-Solving (CPS) Cooperative Agreement Program provides financial assistance to eligible organizations working on or planning to work on projects to address local environmental and/or public health issues in their communities, using EPA's "Environmental Justice Collaborative Problem-Solving Model." The CPS Program assists recipients in building collaborative partnerships to help them understand and address environmental and public health concerns in their communities. Applications submitted in response to this funding opportunity must address one of the following five broad categories:  

• community-led air and other pollution monitoring, prevention, and remediation, and investments in low- and zero-emission and resilient technologies and related infrastructure and workforce development that help reduce greenhouse gas emissions and other air pollutants; 
• mitigating climate and health risks from urban heat islands, extreme heat, wood heater emissions, and wildfire events; 
• climate resiliency and adaptation;  
• reducing indoor toxics and indoor air pollution; or  
• facilitating engagement of marginalized communities in Local, State and Federal public processes, such as advisory groups, workshops, and rulemakings 

Deadline Passed 12/03/2019. Deadline Unknown for 2020. The Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended by the Brownfields Utilization, Investment, and Local Development (BUILD) Act (P.L. 115-141), requires the U.S. Environmental Protection Agency (EPA) to publish guidance for grants to assess and clean up brownfield sites. EPA’s Brownfields Program provides funds to empower states, communities, tribes, and nonprofit organizations to prevent, inventory, assess, clean up, and reuse brownfield sites. This guidance provides information on applying for Assessment Grants.

The U.S. Environmental Protection Agency (EPA), as part of its Science to Achieve Results (STAR) program, is seeking applications proposing research on science for sustainable and healthy tribes. This solicitation is focused on research to develop sustainable solutions to environmental problems that affect tribes. The objectives of the awards to be made under this solicitation are to improve understanding of: 1) the health impacts of climate change on tribal populations; and 2) the health impacts of indoor air pollution exposures that derive from or are directly affecting traditional tribal life-ways and cultural practices. In both cases, projects should focus on impacts to vulnerable sub-populations of the Tribal communities. Proposals should also consider sustainable, culturally appropriate and acceptable pollution prevention, and adaptation/mitigation strategies.

Deadline Passed 04/08/2019. Deadline Unknown for 2020. The EPA Exchange Network Grant Program is soliciting project proposals that use the Environmental Information Exchange Network (EN) to:

• Facilitate sharing of environmental data, especially through shared and reusable services.
• Streamline data collection and exchanges to improve its timeliness for decision making.
• Increase the quality and access to environmental data through discovery, publishing, outbound, and analytical services so it is more useful to environmental managers.
• Develop foundational EN shared services to reduce burden and avoid costs for co-regulators and the regulated community.
• Expand and improve participation in the EN by strengthening the requisite information management and technology capabilities for interested parties to fully participate in the EN

Deadline Unknown. Closed. The U.S. Environmental Protection Agency (EPA), as part of its Science to Achieve Results (STAR) program, is seeking applications for Air, Climate and Energy (ACE) Centers. EPA is interested in supporting research on the development of sound science to systematically inform policy makers at the state and local levels regarding the development of innovative approaches to enable effective implementation of air pollution control strategies to achieve the greatest public health benefits by reducing exposure to harmful air pollution

EPA’s Office of Transportation and Air Quality is soliciting proposals nationwide for Tribal projects that achieve significant reductions in diesel emissions in terms of tons of pollution produced by diesel engines and diesel emissions exposure, particularly from fleets operating in areas designated by the Administrator as poor air quality areas.

Applications Due: April 4, 2023. SWIFR Grants for Tribes and Intertribal Consortia will provide funds for tribes and intertribal consortia to develop or update plans focused on encouraging environmentally sound post-consumer materials management; establish, increase, or expand materials management infrastructure, utilize funds for equipment and construction related costs as part of their implementation plans, and identify, establish, or improve end-markets for the use of recycled materials.  Materials and waste streams within scope of this funding opportunity include: municipal solid waste, including plastics, organics, paper, metal, glass, etc. and construction and demolition debris. In addition, materials and waste streams considered include the management pathways of source reduction, reuse, sending materials to material recovery facilities, composting, industrial uses (e.g., rendering, anaerobic digestion), and feeding animals.
