The Funders’ Network for Smart Growth and Livable Communities (TFN) announces round 3 of the Local Sustainability Matching Fund. The Matching Fund is intended both to support significant urban sustainability projects and to build bridges between public sector sustainability leaders and local foundations. The Fund will provide matching investments from national foundations on a competitive basis to build partnerships between sustainability directors and local place-based foundations to advance discrete sustainability initiatives that demonstrate broad-based community support and engagement.

Deadline Unknown for 2021. The Washington Department of Ecology will open a grant opportunity to install or upgrade existing publicly available direct current fast chargers (DCFC) along high-traffic transportation corridors. Preliminary information on eligibility and minimum criteria is available to provide applicants sufficient time to prepare this funding opportunity. Additional detail, including scoring criteria and process, will be available in the grant guidelines when the funding opportunity opens on December 3, 2019.

The Coastal Wetlands Planning, Protection, and Restoration Act (Section 305, Title III, Public Law 101‐646, 16 U.S.C. 3954) established the National Coastal Wetlands Conservation Grant Program (NCWCGP) to acquire, restore, and enhance wetlands in coastal States through competitive matching grants to State agencies. The primary goal of the NCWCGP is the long‐term conservation of coastal wetland ecosystems. In FY 2013, the NCWCGP will fund 24 to 26 individual projects encompassing 4,690 to 5,500 acres of coastal habitat.

EDA (Economic Development Administration) solicits applications from applicants in rural and urban areas to provide investments that support construction, non-construction, technical assistance, and revolving loan fund projects under EDA's Public Works and Economic Adjustment Assistance programs. EDA's investment priorities are: Collaborative Regional Innovation, Public/Private Partnerships, National Strategic Priorities, Global Competitiveness, Environmentally-Sustainable Development, and Economically Distressed and Underserved Communities. Past deadline: May 15, 2019. The notice requests proposals for special projects and programs associated with NOAA's strategic plan and mission goals. There are four mission goals described in the Broad Agency Announcement including Climate Adaptation and Mitigation, Weather-Ready Nations, Healthy Oceans, and Resilient Coastal Communities and Economies. This broad agency announcement is a mechanism to encourage research, education and outreach, innovative projects, or sponsorships that are not addressed through NOAA competitive discretionary programs. It is not a mechanism for awarding congressionally directed funds.

Past deadline: May 15, 2019. The principal objective of the NMFS Community-based Restoration Program Coastal and Marine Habitat Restoration solicitation is to support habitat restoration projects that use an ecosystem-based approach to foster species recovery and increase populations under NOAA’s jurisdiction. Successful proposals will: 1) identify a habitat-based issue/concern limiting the recovery or sustainability of one or more species targeted by the proposed restoration action; 2) describe in detail the actions and on-the-ground habitat restoration project(s) to be undertaken to resolve the issue/concern and; 3) describe the project(s)’ expected outcomes and measurable impact on the project’s target species and their ecosystem. Proposals may include: restoration feasibility and/or design; implementation; or a combination.

The NOAA Marine Debris Program, authorized in the Marine Debris Act, codified at 33 U.S.C. 1951-1958, supports the development and implementation of locally-driven, marine debris prevention, assessment, and removal projects that benefit coastal habitat, waterways, and NOAA trust resources. Projects awarded through this grant competition will create long-term, quantifiable ecological habitat improvements for NOAA trust resources through on-the-ground marine debris removal activities, with priority for those targeting derelict fishing gear and other medium- and large-scale debris. Projects should also foster awareness of the effects of marine debris to further the conservation of living marine resource habitats, and contribute to the understanding of marine debris composition, distribution and impacts. Successful proposals through this solicitation will be funded through cooperative agreements. Funding of up to $2,000,000 is expected to be available for Marine Debris Removal grants in Fiscal Year 2019. Typical awards will range from $50,000 to $150,000. Funding for this grant competition comes through the NOAA Marine Debris Program as appropriations to the Office of Response and Restoration, National Ocean Service.

Most recent deadline: 10/18/2021.This competition will focus on research to improve our understanding, early warning, and management of drought risk in terrestrial and aquatic ecosystems to inform more deliberate and expanded decision-making that supports sustainable, healthy, and resilient ecosystems.

About the NIDIS Coping with Drought Competition. Since 2007, the National Integrated Drought Information System (NIDIS) has funded more than 60 innovative drought research projects through the Coping with Drought research competition. Research through the Coping with Drought competition assesses impacts of drought on agriculture, ecosystems, and water resources and develops decision support tools for regional, state, and local use. This research contributes to the understanding of how communities become aware of drought threats and how they can improve preparation and planning. The projects incorporate consultation with stakeholders, and focus on information that is most useful for decision-making to reduce vulnerability; models and tools that bring this information to decision makers; and strategies for improving NIDIS’ engagement with communities in preparedness.

The NOAA Office of Education has issued a competitive funding opportunity for projects that develop the collective environmental literacy necessary for communities to take actions that build resilience to extreme weather and climate change in ways that contribute to community health, social cohesion, and socio-economic equity. This funding opportunity is soliciting two types of projects through separate competitive priorities. Priority 1 awards are intended to fund new projects located in Central and Eastern Regions of the United States. These regions include the following states: Colorado, Connecticut, Delaware, District of Columbia, Illinois, Indiana, Iowa, Kansas, Kentucky, Maine, Maryland, Massachusetts, Michigan, Minnesota, Missouri, Nebraska, New Hampshire, New Jersey, New York, North Carolina, North Dakota, Ohio, Pennsylvania, Rhode Island, South Carolina, South Dakota, Vermont, Virginia, West Virginia, Wisconsin, and Wyoming. The entirety of a project must only serve audiences located in one or more of the listed states. Note: The previous funding opportunity for this program covered the other states and territories of the United States. Priority 2 awards will support the evolution of projects funded under the 2015-2018 funding opportunities from this program (NOAA-SEC-OED-2015-2004408, NOAA-SEC-OED-2016-2004737, and NOAA-SEC-OED-2018-2005455). Please note that NOAA does not anticipate issuing a solicitation for applications next year. Rather, applications to this funding opportunity may be funded with fiscal year 2022 and 2023 funds. Deadlines: For Priority 1, the deadline for pre-applications (required) is 11:59 pm EDT on November 1, 2021. Only those institutions that receive authorization from NOAA are eligible to submit a full application, which will be due 11:59 pm EDT on March 17, 2022. The Federal Transit Administration (FTA) announces the availability of approximately $1.22 billion in competitive grants under the Low or No Emission Grant Program (Low-No Program) for the purchase or lease of zero-emission and low-emission transit buses, including acquisition, construction, and leasing of required supporting facilities. Deadline passed as of September 11, 2017. Deadline for 2018 unknown. The purpose of the fiscal year (FY) 2017 WIC Special Project Grants is to help WIC State Agencies develop, implement, and evaluate new or innovative methods of service to meet the changing needs of WIC participants, with special attention to the improved delivery of program services and demonstrate national or regional significance.

Deadline Passes December 15, 2017. Deadline for 2018 unknown. This notice announces the availability of funds and solicits proposals from eligible entities, including nonprofit organizations, to deliver Environmental Workforce Development and Job Training programs that recruit, train, and place local, unemployed and under-employed residents with the skills needed to secure full-time employment in the environmental field. Please note that eligible entities who received an EWDJT grant in Fiscal Year 2017 (FY17) are not eligible to apply for funding in FY18. While Environmental Workforce Development and Job Training Grants require training in brownfield assessment and/or cleanup, these grants also require that Hazardous Waste Operations and Emergency Response (HAZWOPER) training be provided to all individuals being trained. EPA encourages applicants to develop their curricula based on local labor market assessments and employers’ hiring needs, while also delivering comprehensive training that results in graduates securing multiple certifications.

Deadline Passed 02/05/2019. Deadline Unknown for 2020. The NOAA Coral Reef Conservation Grant Program (CRCP), 16 USC §§ 6401-6409, provides matching grants of financial assistance through the Domestic Coral Reef Conservation Grant program to institutions of higher education, non-profit organizations, for-profit organizations, and local (as defined at 2 CFR § 200.64, which includes counties, municipalities, and cities) and Indian tribal government agencies. These awards are intended to support coral reef conservation projects in shallow water coral reef ecosystems, including reefs at mesophotic depths, in American Samoa, the Commonwealth of the Northern Mariana Islands, Florida, Guam, Hawaii, Puerto Rico, the U.S. Virgin Islands, and coral-dominated banks in the U.S. portions of the Gulf of Mexico. Projects may be proposed in the Northwestern Hawaiian Islands and the U.S. Pacific Remote Island Areas, but these locations are not considered geographic priorities under this announcement. Proposals submitted to this competition must address at least one of the following five categories: 1) Improve Fisheries Sustainability; 2) Reduce Land-Based Sources of Pollution; 3) Increasing Resilience to Climate Change; 4) Restore Viable Coral Populations; and 5) Local and Emerging Management Issues.
