Strengthening the Public’s and/or K-12 Students’ Environmental Literacy for Community Resilience to Extreme Weather Events and Environmental Changes

The goal of this Federal Funding Opportunity (FFO) is to strengthen the public’s and/or K-12 students environmental literacy to enable informed decision-making necessary for community resilience to extreme weather events and environmental changes. Many U.S. communities face significant environmental changes, natural disasters, or economic disruptions (U.S Department of Commerce FY2014-FY2018 Strategic Plan). Projected future environmental changes include increased global temperatures, more frequent heat waves, rising sea levels, increased frequency of extreme precipitation events, acidification of the ocean, modifications of growing seasons, changes in storm frequency and intensity, alterations in species ranges and migration patterns, earlier snowmelt, increased drought, and altered river flow volumes (NOAA’s Next Generation Strategic Plan, 2010; The Third National Climate Assessment, 2014). Communities must increase their resilience now and build a long-term foundation for resilience in the future. Projects should build the environmental literacy necessary for community resilience by focusing on geographic awareness and an understanding of Earth systems and the threats and vulnerabilities that are associated with a community’s location.

2018 Outdoor Recreation Legacy Partnership Program (ORLP) The National Park Service

Environmental Literacy Grants: Supporting the education of K-12 students and the public for community resilience NOAA Office of Education

The goal of this Federal Funding Opportunity (FFO) is to support the education of K-12 students and the public so they are knowledgeable of the ways in which their community can become more resilient to extreme weather events and/or other environmental hazards, and become involved in achieving that resilience. Many U.S. communities are increasingly contending with issues related to preventing, withstanding, and recovering from disruptions caused by extreme weather and other environmental hazards (U.S. Department of Commerce FY2014-FY2018 Strategic Plan). These extreme weather and climate events put stress on infrastructure, ecological systems, and the humans that live in the impacted places. U.S. communities can become more resilient to such events by exploring the hazards they face, assessing their specific vulnerabilities and risks, considering options, prioritizing and planning, and finally taking action (U.S. Climate Resilience Toolkit). This process is typically performed by scientists and municipal planners, but in order for resilience to occur, other members of a community must have some understanding of the hazards they face and how to mitigate them, both at the individual and the community level. Education projects focused on resilience enable and empower community members, including children and youth, to protect themselves and their communities from these hazards. Projects should build the environmental literacy necessary for communities to become more resilient to extreme weather and other environmental hazards they face. In order for communities to become more resilient, their members must have the ability to reason about the ways that human and natural systems function and interact; to understand the scientific process and uncertainty; to reason about the ways that people and places are connected to each other across time and space; and to weigh the potential impacts of their decisions systematically. Projects should leverage and incorporate relevant state and local hazard mitigation and/or adaptation plans and collaborate with institutions that are involved in efforts to develop or implement those plans. Projects may focus on a single type of environmental hazard or a range of hazards that may impact a community or communities. Projects will be based on the established scientific evidence about current and future natural hazards and stresses facing communities and should consider relevant socio-economic and ecological factors in the targeted geographic area(s). Projects should engage participants in active learning activities. In addition, projects must utilize NOAA’s scientific data, data access tools, data visualizations, and/or other physical and intellectual assets available on these topics. In order to facilitate the use of NOAA’s assets, projects are strongly encouraged to partner with relevant NOAA entities (offices, programs, etc.) and/or NOAA employees and affiliates.

USFS Hazardous Fuels Wood to Energy Grant Program FS, DOA

The U.S Forest Service Wood Education and Resource Center (WERC) requests proposals for wood energy projects that require engineering services necessary for final design and cost analysis. The Hazardous Fuels Wood to Energy (W2E) Grant Program will fund projects for which some or all of the woody biomass is generated from National Forest Service System lands as a result of hazardous fuel treatments, forest restoration activities, insect and disease mitigation, catastrophic weather events, or thinning overstocked stands. Projects that use woody biomass from multiple land ownerships (State, Tribal, or private lands) and multiple sources (wood products facilities, urban wood waste, etc.) will be considered as long as some of the woody biomass is generated from National Forest System lands. Projects that do not anticipate using any wood from National Forest System lands will not be eligible. The woody biomass must be used in commercially proven wood energy systems to produce thermal, electrical, liquid, or gaseous energy. Examples of projects might include, but are not limited to, engineering design of a woody biomass boiler that generates steam at a sawmill, hospital, or school; a nonpressurized hot water system; a biomass power generation facility; or geographic or sector-based clusters of wood energy systems. The lack of a professional engineering design often limits the ability of an applicant to secure Federal, State, or private funding. This program is intended for applicants seeking financial assistance to complete the necessary engineering design work, including permitting or other preconstruction analyses, required to secure public or private funding for construction of wood energy projects.

FWS National Coastal Wetlands Conservation Grant Program FY 2015

The Coastal Wetlands Planning, Protection, and Restoration Act (Section 305, Title III, Public Law 101‐646, 16 U.S.C. 3954) established the National Coastal Wetlands Conservation Grant Program (NCWCGP) to acquire, restore, and enhance wetlands in coastal States through competitive matching grants to State agencies. The primary goal of the NCWCGP is the long‐term conservation of coastal wetland ecosystems. Fox River Natural Resource Damage Assessment Fish and Wildlife Service

The Trustees allocate funding, provided by settlement dollars from responsible parties, to restoration projects that fulfill the natural resource objectives of the 2003 Joint Restoration Plan and Environmental Assessment for The Lower Fox River and Green Bay Area and the 2016 Restoration Plan Update under the authority of the Comprehensive Environmental Response, Compensation and Liability Act. The Healthy Communities Grant Program is EPA New England’s main competitive grant program to work directly with communities to reduce environmental risks, protect and improve human health and improve the quality of life.
