The Tribal Climate Change Funding Guide is intended to provide up-to-date information on grants, programs and plans that may assist tribes in addressing climate change through a broad range of sectors. We will update this guide regularly, so please check back often. Community Self Determination Grant NDN Collective

Community Self-Determination Grants are intended to support community-based and community- driven sustainable solutions in all three of NDN Collective’s core strategies to Defend, Develop and Decolonize. The mission of the Bullitt Foundation is to protect the natural environment through promotion of responsible human activities and sustainable development in the Pacific Northeast. The foundations program areas include Ecosystem Services; Energy, Industry, and Technology; Urban Ecology; and Leadership and Civic Engagement. Commercial Building Technology Demonstrations DOE

Grant Status Unknown. Advanced building technologies and systems can contribute to the cost-effective delivery of new buildings and retrofits that significantly lower building energy consumption. DOE seeks to fund demonstration and deployment activities for technologies that are ready for market adoption but that may be underutilized due to market barriers including perception of risk, gaps in information and data on performance as well as cost. These technologies will offer a high degree of differentiation between current industry solutions, be widely replicable across the building size, sector and application and provide significant energy savings potential (as determined by market opportunity, site savings, and total potential savings at 100% penetration). Funding through this opportunity will enhance and accelerate the deployment and adoption of a broad range of competitively-solicited high impact energy saving technologies as well as new technology integratio n approaches. The technical and/or non-technical products of this funding should be deployed for scale up as a part of the award agreement and will enable investment-level decision-making by building owners, investors and operators in order to produce energy savings.

National Training, Education, Extension, Outreach, and Technical Assistance Competitive Grant Program: Regional Center Grants to Enhance Food Safety USDA, National Institute of Food and Agriculture

Unknown if grant is being awarded during FY 2016. The United States Food and Drug Administration (FDA) and the United States Department of Agriculture (USDA), National Institute of Food and Agriculture (NIFA) have joined in a collaborative partnership to administer and manage the National Training, Education, Extension, Outreach, and Technical Assistance Competitive Grants Program: Regional Center Grants to Enhance Food Safety. This program is designed to develop and implement a comprehensive food safety training, education and technical assistance program for those affected by the Food Safety Modernization Act (FSMA). The intention of this program is to begin building an infrastructure that will support a national food safety training, education, extension, outreach, and technical assistance system and provide significant opportunities for funding through subcontracts and for partnerships with eligible stakeholder groups, including community-based and non-governmental organizations.

Native American Affairs: Technical Assistance to Tribes for Fiscal Year 2018 Department of the Interior, Bureau of Reclamation

Deadline for 2018 Unknown. The Bureau of Reclamation (Reclamation), through the Native American Affairs Technical Assistance to Tribes Program (Technical Assistance Program [TAP]), provides technical assistance to Indian tribes and tribal organizations. The TAP is intended to establish cooperative working relationships, through partnerships with Indian tribes and tribal organizations, to ensure that tribes have the opportunity to participate fully in the Reclamation Program as they develop, manage, and protect their water and related resources. Reclamation’s Native American and International Affairs Office, Washington, D.C., plans to make fiscal year (FY) 2018 funds available for the TAP through Reclamation’s five Regional Offices. The objective of this Funding Opportunity Announcement (FOA) is to invite federally recognized Indian tribes and tribal organizations to submit proposals for financial assistance, in the form of grants and cooperative agreements, for TAP projects and activities that develop, manage, and protect tribal water and related resources.

Green and Resilient Retrofit Program US Department of Housing and Urban Development 3/31/2024

Rolling Deadline through March 2024. Part of the Inflation Reduction Act, the Green and Resilient Retrofit Program provides funding for direct loans and grants to fund projects that improve energy or water efficiency, enhance indoor air quality or sustainability, implement the use of zero-emission electricity generation, low-emission building materials or processes, energy storage, or building electrification strategies, or address climate resilience, of eligible HUD-assisted multifamily properties. Eligible owners primarily include owners receiving HUD rental assistance under Multifamily Section 8 project-based rental assistance, Section 202 Supportive Housing for Low-Income Elderly, and Section 811 Supportive Housing for Low-Income Persons with Disabilities. There are three different paths/cohorts depending on the propertie stages of development.

Funders' Network Local Sustainability Matching Fund NGO

The Funders’ Network for Smart Growth and Livable Communities (TFN) announces round 3 of the Local Sustainability Matching Fund. The Matching Fund is intended both to support significant urban sustainability projects and to build bridges between public sector sustainability leaders and local foundations. The Fund will provide matching investments from national foundations on a competitive basis to build partnerships between sustainability directors and local place-based foundations to advance discrete sustainability initiatives that demonstrate broad-based community support and engagement.

Disaster Assistance for State Units on Aging (SUAs) and Tribal Organizations in Major Disasters HHS

Deadline Passed 09/09/2019. Deadline Unknown for 2020. Grants awarded under this announcement are to provide disaster reimbursement and assistance funds to those State Units on Aging (SUAs), and federally recognized Tribal Organizations who are currently receiving a grant under Title VI of the Older Americans Act (OAA), as amended. These funds only become available when the President of the United States declares a Major Disaster and may only be used in those areas designated in the Major Disaster Declaration issued by the President of the United States under the Robert T. Stafford Relief and Emergency Assistance Act. Eligible SUAs and Title VI Tribal grantees should discuss all disaster applications with ACL Regional staff before submitting a formal application. The amount of funds requested should be discussed with Regional staff before the application is completed. Providing a draft of the narrative justification for the application to the Regional Office will help expedite the processing of an award. SUAs, and federally recognized Tribal Organizations currently receiving a grant under Title VI of the OAA must submit proposals electronically via http://www.grants.gov. At http//www.grants.gov, you will be able to download a copy of the application packet, complete it off-line, and then upload and submit the application via the Grants.gov website. FY 2022 Tribal Homeland Security Grant Program Department of Homeland Security, FEMA

Applications Due: June 13, 2022. The Federal Emergency Management Agency’s (FEMA), Grant Programs Directorate (GPD) invites representatives of federally recognized tribes to participate in upcoming technical assistance webinars regarding the Fiscal Year (FY) 2022 Tribal Homeland Security Grant Program (THSGP) and other preparedness grant programs that support tribal nations. The FY 2022 THSGP provides $15 million to directly eligible tribes to enhance the ability of tribal nations to prevent, protect against, respond to, and recover from potential terrorist attacks and other hazards. Community Wildfire Defense Grant USDA Forest Service

Deadline passed. Most recent deadline: October 7, 2022. This grant aims to assist at-risk communities and tribes in preparing against and reducing the risks due to wildfire by restoring and maintaining landscapes, creating fire adapted communities, and improving wildfire response. Up to $250K is available for qualifying community wildfire protection plan development or updates. Up to $10M is available for qualifying community wildfire protection plan implementation. FY 2012 Disaster Relief Opportunity DOC

The Economic Development Administration intends to award investments in regions experiencing severe economic distress as a result of natural disasters, which are often exacerbated by climate change. The program supports development and implementation of regionally based, long-term economic development strategies in response to Federally Declared disasters. This opportunity stems from a $200 million investment to support communities that received a major disaster designation in Fiscal year 2011 (between October 1, 2010 and September 30, 2011). Applicants must demonstrate a clear nexus between the proposed project work and disaster recovery/resilience efforts.

National Disaster Resilience Competition HUD

The National Disaster Resilience Competition makes $1 billion available to communities that have been struck by natural disasters in recent years. The competition promotes risk assessment and planning and will fund the implementation of innovative resilience projects to better prepare communities for future storms and other extreme events. Funding for the competition is from the Community Development Block Grant disaster recovery (CDBG-DR) appropriation provided by the Disaster Relief Appropriations Act, 2013 (PL 113-2). Drinking Water Infrastructure Grants -Tribal Set-Aside Program Environmental Protection Agency

The 1996 amendments to the Safe Drinking Water Act (SWDA), established the Drinking Water State Revolving Fund (DWSRF). The DWSRF makes funds available to drinking water systems to finance infrastructure improvements.

The SDWA also authorized EPA to set-aside up to 1.5% of the DWSRF for grants to improve the infrastructure of drinking water systems that serve tribes (SDWA §1452i). Starting in 2010, Congress increased the tribal set aside funds to 2%.

Request for Proposals: Innovative Approaches to Ecological Drought Northwest Climate Science Center

Through this solicitation, the NW CSC is seeking innovative projects to help us assess which ecosystem components and ecological processes are most vulnerable to pronounced water deficiencies and to test or demonstrate new methods or technologies intended to lessen or adapt to the ecological impacts of drought. Study areas should be located in the region serviced by the NW CSC (Idaho, Oregon, Washington, and western Montana). Water Resources Drought Response Grants (Washington) Department of Ecology, State of Washington

Deadline Passed 10/02/2019. Deadline Unknown for 2020. Washington Governor Jay Inslee expanded the state’s drought emergency, which now includes 27 watersheds — nearly half the state. On June 4, the Washington State Department of Ecology began accepting applications for grants to help those experiencing hardships related to the drought emergency.Here's the latest as of June 19: Looking at the 7-day average, more than half of the rivers in the state are showing streamflows in the bottom 10 percent of flows measured for this time of year. Daytime temperatures in the Yakima River are reaching 80 degrees F., which becomes a thermal block for fish movement.

FY 2022 Coping With Drought: Ecological Drought National Integrated Drought Information System, Climate Program Office

Most recent deadline: 10/18/2021.This competition will focus on research to improve our understanding, early warning, and management of drought risk in terrestrial and aquatic ecosystems to inform more deliberate and expanded decision-making that supports sustainable, healthy, and resilient ecosystems.About the NIDIS Coping with Drought Competition. Since 2007, the National Integrated Drought Information System (NIDIS) has funded more than 60 innovative drought research projects through the Coping with Drought research competition. Research through the Coping with Drought competition assesses impacts of drought on agriculture, ecosystems, and water resources and develops decision support tools for regional, state, and local use. This research contributes to the understanding of how communities become aware of drought threats and how they can improve preparation and planning. The projects incorporate consultation with stakeholders, and focus on information that is most useful for decision-making to reduce vulnerability; models and tools that bring this information to decision makers; and strategies for improving NIDIS’ engagement with communities in preparedness.

Emergency Drought Response Actions Bureau of Reclamation

Completed proposals are due September 24th, 2021. Bureau of Reclamation - Emergency Drought Response Actions. Deadline to Apply: September 24, 2021. Bureau of Reclamation has an $8 million funding opportunity for Emergency Drought Response Actions. All actions need to be temporary activities that minimize losses and damages resulting from drought conditions. We anticipate announcing project selections in late October 2021. Please send the following information about applying for this funding to any interested parties. Projects that fall under this opportunity include but are not limited to water hauling, temporary pumps and pipes, water purchases, temporary water contracts (2-year limitation), and/or use of Reclamation Facilities for Storage and Conveyance. Reclamation is responsible for completing the work or contracting the work. Projects can improve health and safety of people or benefit fish and wildlife. There is no cost share or nexus to Reclamation required. If you are in the Columbia-Pacific Northwest Region, we have a process to be considered for this funding.
