The Tribal Climate Change Funding Guide is intended to provide up-to-date information on grants, programs and plans that may assist tribes in addressing climate change through a broad range of sectors. We will update this guide regularly, so please check back often. Tribal nations and their citizens have endured tremendous loss of life, livelihood, and property. However, the federal government has restricted the avenues for tribal nations to access disaster relief funds. Even when tribal nations access disaster relief funds often they are not flexible enough to meet all of the tribal nation’s needs on the ground. The NCAI Disaster Relief Microgrants are shaped to flexibly cover the needs of tribal nations and/or tribal citizens (who live near their nations) that have been impacted by recent natural disasters such as, tornadoes, wildfires, hurricanes, earthquakes, severe storms, severe winds, blizzards, etc.

Oregon Domestic Well Safety Program (DWSP) DWSP, Oregon Local Public Health Authorities

Deadline passed as of December 12, 2016. Deadline for 2017 unknown. This request for proposals (RFP) is intended to increase the capacity of Oregon Local Public Health Authorities (LPHAs) and tribal public health authorities, particularly those that have identified domestic wells and water security as local priorities through county hazard assessments*. The Oregon Health Authority's (OHA) Domestic Well Safety Program (DWSP) intends to provide grants to support outreach efforts identified by LPHAs in their proposals to this RFP. In working with LPHAs, the DWSP will help plan and deliver outreach and interventions to communities of concern, as identified by LPHAs.

Beginning Farmer and Rancher Development Program USDA

Past Deadline: May 16, 2019. Beginning farmer education for adult and young audiences in the United States can generally be traced back to the advent of the 1862 and 1890 Morrill Land-Grant Acts. But, for the first time, the Food, Conservation, and Energy Act of 2008 (Pub .L. No. 110-234, Section 7410) appropriated $75 million for FY 2009 to FY 2012 to develop and offer education, training, outreach and mentoring programs to enhance the sustainability of the next generation of farmers. The Agriculture Act of 2014 provided an additional $20 million per year for 2014 through 2018. The reasons for the renewed interest in beginning farmer and rancher programs are as follows: the rising average age of U.S. farmers; the 8% projected decrease in the number of farmers and ranchers between 2008 and 2018; and the growing recognition that new programs are needed to address the needs of the next generation of beginning farmers and ranchers. The Agriculture Improvement Act of 2018 (aka the 2018 Farm Bill) reauthorized the Beginning Farmer and Rancher Development Program and provides mandatory funds for which supports education, mentoring, and technical assistance initiatives for beginning farmers and ranchers.

Western Alaska Landscape Conservation Cooperative Coastal Systems FY17 DOI

Our mission is to promote coordination, dissemination and development of applied science to inform landscape level conservation, including terrestrial-marine linkages in the face of a changing climate and related stressors. Congress provides seed funding for our LCC through the U.S. Fish and Wildlife Service. The Service administers these funds through financial assistance on a competitive basis for projects, studies, and events that advance the scientific and public community's understanding of large-scale changes in landscape characteristics and the impacts of these changes on important species.

Columbia River Basin Restoration Funding Assistance Program - Middle and Upper Columbia EPA

Deadline Passed 12/20/2019. Deadline Unknown for 2020. The U.S. Environmental Protection Agency, Region 10 (EPA), is issuing a Request for Applications (RFA) from eligible entities to improve water quality in the Middle and Upper Columbia River Basin, through specific actions to reduce toxics, increase monitoring, and/or increase public education and outreach. Tribal Colleges Extension Program USDA

The TCEP is intended to be a component of the applicant 1994 institution's land-grant roadmap or strategic planning process. Pollution Prevention Information Network Grant Program (PPIN) EPA

Agriculture and Food Research Initiative - Childhood Obesity Prevention Challenge Area USDA, NIFA

Native Youth and Culture Fund First Nations Development Institute

Deadline Passed as of 3/08/2018. Deadline for 2019 Unknown. We are pleased to announce this 2018 Request for Proposals (RFP) for projects that focus on youth and incorporate culture and tradition to address social issues such as drug and alcohol abuse, teen pregnancy, mental health or other social issues. Specifically, we are seeking projects that focus on one or more of these four priority areas: Preserving, strengthening or renewing cultural and/or spiritual practices, beliefs and values. Engaging both youth and elders in activities that demonstrate methods for documenting traditional knowledge, practices and/or beliefs, where culturally appropriate. Increasing youth leadership and their capacity to lead through integrated educational or mentoring programs. Increasing access to and sharing of cultural customs and beliefs through the use of appropriate technologies (traditional and/or modern), as a means of reviving or preserving tribal language, arts, history or other culturally relevant topics.

NCAI Business Stabilization Grant

Deadline passed. Application window will be open until funds are exhausted. With generous support from Google.org, NCAI is issuing business stabilization grants in the amount of $5,000 each to a total of 28 selected Native-owned small businesses that have been severely impacted by the curtailing of commercial activity caused by the COVID-19 pandemic. Awarded applicants can use the funds to address their most urgent needs to stabilize and strengthen their businesses, such as (but not limited to): making monthly payments on small business loans that have lapsed due to declining business revenues; keeping employees employed; paying their vendors; and/or purchasing equipment/software to transition or grow their businesses online. Keepers of the Earth Fund Cultural Survival

Last deadline: 10/27/2017. Cultural Survival is pleased to announce the Keepers of the Earth Fund (KOEF) call for Applications. The KOEF is a small grants fund that supports Indigenous values-based community development. Applications will be viewed with an eye toward innovation, Indigenous values woven into the design of the project, and projects addressing real-time development needs. The connection between Indigenous values and the proposed project should be clearly articulated. The primary purpose of the Keepers of the Earth Fund is to empower grassroots Indigenous communities in establishing their rights and retaining their traditional values. We seek to fund projects that work in collaboration with others for the larger community as opposed to working alone. We encourage partnerships and networking, capacity building for results, and strategic approaches to Indigenous development.

Climate Ready Workforce for Coastal and Great Lakes States, Tribes, and Territories Initiative NOAA Climate Program Office, Sea Grant

Sea Grant and the NOAA Climate Program Office, with support from the NOAA Office for Coastal Management, seek to establish programs aimed at placing people across the country into good jobs that advance climate resilience and assisting employers in developing a 21st century workforce that is climate literate, informed by climate resilience, and skilled at addressing consequent challenges. NOAA will assist communities in coastal and Great Lakes states and territories so they may form partnerships that train workers and place them into jobs that enhance climate resilience. NOAA envisions making between 10-20 awards under this competition, at amounts ranging from $500,000-$10 million each. NOAA expects projects to range in duration from 24 months to 48 months, beginning no earlier than August 1, 2024. Resources from NOAA’s Climate Program Office, Office for Coastal Management, and National Sea Grant Office and its partners will be available to provide technical assistance to applicants and recipients to support these innovative efforts.

EPA Indoor Air and Climate Change Funding Opportunity EPA

This RFA seeks to understand the health effects from climate change mediated by indoor environments. A specific interest is the evaluation of adaptation guidelines, such as energy-saving building modifications, from a health perspective. Minority Serving Institutions Partnership Program Department of Energy

Deadline Passed 02/15/2019. Deadline Unknown for 2020. The Minority Serving Institutions Partnership Program (MSIPP) within the Department of Energy’s (DOE), National Nuclear Security Administration (NNSA) Office of Science, Academic Alliances and Partnerships subprogram funds academic programs to develop NNSA’s next-generation technical workforce. Healthy Homes Production Grant Program for Tribal Housing Department of Housing and Urban Development

Deadline Passed 08/09/2019. Deadline Unknown for 2020. The purpose of the HHP program is to assist American Indian and Alaska Native tribal governments identify and remediate housing related health and safety hazards. This program will assist American Indian and Alaska Native tribal governments to develop comprehensive programs to identify and remediate housing issues that contribute to health and safety issues in urban, tribal communities. The Healthy Homes Production (HHP) Program is part of HUD’s overall Healthy Homes Initiative launched in 1999. The program takes a comprehensive approach to addressing multiple childhood diseases and injuries in the home by focusing on housing-related hazards in a coordinated fashion, rather than addressing a single hazard at a time. The program builds upon HUD’s experience with Lead Hazard Control programs to expand the Department’s efforts to address a variety of high-priority environmental health and safety hazards.

Inflation Reduction Act: NOAA Climate Resilience Regional Challenge NOAA

Most Recent Deadline: February 13, 2024. The NOAA Climate Resilience Regional Challenge (Challenge) will support collaborative approaches to achieving resilience in coastal regions with an emphasis on risk reduction, regional collaboration, equity, and building enduring capacity. The Challenge is a $575 million competition with a Letter of Intent phase and two exclusive funding tracks designed to meet the needs of coastal communities wherever they are in the resilience and adaptation process. Regional Collaborative Building and Strategy Development (Track One) supports building capacity for, development of, and collaboration on transformational resilience and adaptation strategies for coastal communities. Successful applicants will receive $500,000 to $2,000,000 to support regional scale coordination, engagement, planning, advancement of equitable outcomes, and capacity building for resilience and adaptation. Total funding for all Track One awards may be up to $25 million. Implementation of Resilience and Adaptation Actions (Track Two) supports implementation of transformational resilience and adaptation strategies and associated actions for coastal communities anchored in previous planning efforts. Applicants must propose a suite of complementary adaptation actions that together build the resilience of multiple communities within a coastal region, including those that have been marginalized, underserved, or underrepresented. Applicants can apply for not less than $15,000,000 and not more than $75,000,000, with most awards being between $25,000,000 and $50,000,000. Total funding available for all Track Two awards is up to $550,000,000.

Charging and Fueling Infrastructure Discretionary Grant Program Department of Transportation, Federal Highway Administration

The Charging and Fueling Infrastructure Discretionary Grant Program (CFI Program) is a new competitive grant program created by President Biden's Bipartisan Infrastructure Law to strategically deploy publicly accessible electric vehicle charging and alternative fueling infrastructure in the places people live and work – urban and rural areas alike – in addition to along designated Alternative Fuel Corridors (AFCs). CFI Program investments will make modern and sustainable infrastructure accessible to all drivers of electric, hydrogen, propane, and natural gas vehicles. This program provides two funding categories of grants: (1) Community Charging and Fueling Grants (Community Program); and (2) Alternative Fuel Corridor Grants (Corridor Program). The Bipartisan Infrastructure Law provides $2.5 billion over five years for this program. This NOFO offers up to $700 million from Fiscal Years 2022 and 2023 to strategically deploy electric vehicle (EV) charging infrastructure and other alternative fueling infrastructure projects in urban and rural communities in publicly accessible locations, including downtown areas and local neighborhoods, particularly in underserved and disadvantaged communities.
