The Tribal Climate Change Funding Guide is intended to provide up-to-date information on grants, programs and plans that may assist tribes in addressing climate change through a broad range of sectors. We will update this guide regularly, so please check back often. Assistance to High Energy Cost Communities Department of Agriculture, Utilities Program

Deadline Passes December 11, 2017. Deadline for 2018 unknown. The Rural Utilities Service (RUS), an agency of the United States Department of Agriculture (USDA), announces the availability of up to $10 million in competitive grants to assist communities with extremely high energy costs. The grant funds may be used to acquire, construct, or improve energy generation, transmission, or distribution facilities serving communities where the average annual residential expenditure for home energy exceeds 275% of the national average. Eligible projects also include on-grid and off-grid renewable energy projects and the implementation of energy efficiency and energy conservation projects for eligible communities. Projects cannot be for the primary benefit of a single household or business. Grant funds may not be used for the preparation of the grant application, payment of utility bills, fuel purchases, routine maintenance or other routine operating costs, or for the purchase of any equipment, structures, or real estate not directly associated with the provision of community energy services. Climate and Societal Interactions Department of Commerce, NOAA

Climate Program Office (CPO), Earth System Science and Modeling Research for Coastal Inundation Department of Commerce, NOAA

Water Resources Drought Response Grants (Washington) Department of Ecology, State of Washington

Deadline Passed 10/02/2019. Deadline Unknown for 2020. Washington Governor Jay Inslee expanded the state’s drought emergency, which now includes 27 watersheds — nearly half the state. On June 4, the Washington State Department of Ecology began accepting applications for grants to help those experiencing hardships related to the drought emergency.Here's the latest as of June 19: Looking at the 7-day average, more than half of the rivers in the state are showing streamflows in the bottom 10 percent of flows measured for this time of year. Daytime temperatures in the Yakima River are reaching 80 degrees F., which becomes a thermal block for fish movement.

Minority Serving Institutions Partnership Program Department of Energy

Building America Industry Partnerships and Research Priorities for High Performance Housing Innovation - 2018 Department of Energy, Golden Field Office

Innovations in Nutrition Programs and Services Department of Health and Human Services

Tribal Public Health Capacity Building and Quality Improvement Umbrella Cooperative Agreement Department of Health and Human Services, CDC

FY 2022 Tribal Homeland Security Grant Program Department of Homeland Security, FEMA

Applications Due: June 13, 2022. The Federal Emergency Management Agency’s (FEMA), Grant Programs Directorate (GPD) invites representatives of federally recognized tribes to participate in upcoming technical assistance webinars regarding the Fiscal Year (FY) 2022 Tribal Homeland Security Grant Program (THSGP) and other preparedness grant programs that support tribal nations. The FY 2022 THSGP provides $15 million to directly eligible tribes to enhance the ability of tribal nations to prevent, protect against, respond to, and recover from potential terrorist attacks and other hazards. Healthy Homes Production Grant Program for Tribal Housing Department of Housing and Urban Development

Deadline Passed 08/09/2019. Deadline Unknown for 2020. The purpose of the HHP program is to assist American Indian and Alaska Native tribal governments identify and remediate housing related health and safety hazards. This program will assist American Indian and Alaska Native tribal governments to develop comprehensive programs to identify and remediate housing issues that contribute to health and safety issues in urban, tribal communities. The Healthy Homes Production (HHP) Program is part of HUD’s overall Healthy Homes Initiative launched in 1999. The program takes a comprehensive approach to addressing multiple childhood diseases and injuries in the home by focusing on housing-related hazards in a coordinated fashion, rather than addressing a single hazard at a time. The program builds upon HUD’s experience with Lead Hazard Control programs to expand the Department’s efforts to address a variety of high-priority environmental health and safety hazards.

Native American Affairs: Technical Assistance to Tribes for Fiscal Year 2018 Department of the Interior, Bureau of Reclamation

Notice of Funding Opportunity (NOFO): Solicitation of Project Proposals for the Low or No Emission Program (Low-No) Program. The Federal Transit Administration (FTA) announces the availability of $85 million of Fiscal Year 2019 funds for the purchase or lease of low or no emission vehicles as well as related equipment or facilities. The Federal Transit Administration (FTA) announces the opportunity to apply for $8.9 million in competitive grants for the Fiscal Year (FY) 2023 Public Transportation on Indian Reservations (Tribal Transit) Program. As required by Federal public transportation law, funds will be awarded competitively for any purpose eligible under FTA’s Formula Grants for Rural Areas Program, including planning, capital, and operating assistance for tribal public transit services in rural areas.  FTA may award additional funding that is made available to the program prior to the announcement of project selections. Applicants must provide transit service in a rural area with a population of less than 50,000.  A service area can include some portions of urban areas, as long as rural areas are also served.

This is a national solicitation for project proposals and includes the selection criteria and program eligibility information for Fiscal Year 2018 projects. The primary purpose of these competitively selected grants is to support planning, capital, and, in limited circumstances, operating assistance for tribal public transit services. Funds distributed to Indian tribes under the TTP should not replace or reduce funds that Indian tribes receive from states through FTA’s Section 5311 program.

The Charging and Fueling Infrastructure Discretionary Grant Program (CFI Program) is a new competitive grant program created by President Biden's Bipartisan Infrastructure Law to strategically deploy publicly accessible electric vehicle charging and alternative fueling infrastructure in the places people live and work – urban and rural areas alike – in addition to along designated Alternative Fuel Corridors (AFCs). CFI Program investments will make modern and sustainable infrastructure accessible to all drivers of electric, hydrogen, propane, and natural gas vehicles. This program provides two funding categories of grants: (1) Community Charging and Fueling Grants (Community Program); and (2) Alternative Fuel Corridor Grants (Corridor Program). The Bipartisan Infrastructure Law provides $2.5 billion over five years for this program. This NOFO offers up to $700 million from Fiscal Years 2022 and 2023 to strategically deploy electric vehicle (EV) charging infrastructure and other alternative fueling infrastructure projects in urban and rural communities in publicly accessible locations, including downtown areas and local neighborhoods, particularly in underserved and disadvantaged communities.
