The Tribal Climate Change Funding Guide is intended to provide up-to-date information on grants, programs and plans that may assist tribes in addressing climate change through a broad range of sectors. We will update this guide regularly, so please check back often. For purposes of this competition and the evaluation of applications, “underserved communities” refers to populations sharing a particular characteristic, as well as geographic communities, that have been systematically denied a full opportunity to participate in aspects of economic, social, and civic life, including people of color, low income, rural, tribal, indigenous, and other populations that may be disproportionately impacted by environmental harms and risks. TRIBAL WASTE MANAGEMENT CAPACITY BUILDING TRAINING GRANT EPA

2017 deadline: June 15, 2017. Unknown for 2018. This notice announces the availability of funds and solicits proposals from eligible entities that will provide training, peer-to-peer technical assistance and travel scholarships to federally-recognized tribes in support of waste management capacity building on tribal lands. The recipient will conduct three training courses that will assist tribes in the development and implementation of sustainable waste management programs. The training will focus on implementing an Integrated Waste Management Plan (IWMP) through waste diversion programs such as recycling, composting, et al. The training courses should include tribal speakers that have developed and implemented successful waste diversion programs. In addition, the recipient will offer travel scholarships to support the trainings as well as provide travel scholarships to financially assist tribes that voluntarily participate in the EPA’s National Tribal Waste Management Peer Matching Program.

Tribal Clean Air Act EPA

Deadline passed as of March 3, 2023. EPA Region 9 anticipates awarding approximately 30 grants to federally-recognized tribes within the Region 9 geographic area for funding tribal air pollution control programs, air quality education and assessment projects, and the development of tribal air program capacity.

EPA Healthy Communities Grant Program--Northeast EPA

The Healthy Communities Grant Program is EPA New England’s main competitive grant program to work directly with communities to reduce environmental risks, protect and improve human health and improve the quality of life. The Healthy Communities Grant Program will achieve this through identifying and funding projects that: 1) Target resources to benefit communities at risk [areas at risk from climate change impacts, areas impacted by stormwater run-off, environmental justice areas of potential concern, urban areas and sensitive populations (e.g. children, elderly, tribes, and others at increased risk)]; 2) Assess, understand, and reduce environmental and human health risks; 3) Increase collaboration through community-based projects; 4) Build institutional and community capacity to understand and solve environmental and human health problems; 5) Advance emergency preparedness and resilience; 6) Achieve measurable environmental and human health benefits. In order to qualify as eligible projects under the Healthy Communities Grant Program, proposted projects must take place within New England states and must meet several criteria including: (1) Be located in and/or directly benefit one or more of the Target Investment Areas; and (2) Identify how the proposed project will achieve measurable environmental and/or public health results in one or more of the Target Program Areas

Nonpoint Source Management Grants Under Clean Water Act Section 319 EPA

Tribes are eligible to receive Clean Water Act Section 319 grant funding to implement EPA-approved NPS programs. As required under the Clean Water Act, tribes must be approved for treatment in a similar manner as a state (TAS) and have an EPA-approved NPS assessment report and NPS management program to receive §319 funds. Each year, a §319-eligible tribe may apply for a base §319 grant that support their NPS management program, and they are eligible to compete nationally for additional §319 funds (competitive §319 grants) to implement on-the-ground projects to restore and protect their waters.

Tribal Solid Waste Management Assistance Project EPA

The Tribal Solid Waste Interagency Workgroup was created to coordinate federal assistance to tribes to help them comply with the municipal solid waste landfill regulations. Successful proposals should characterize/assess open dumps, develop integrated waste management (IWM) plans, develop and implement alternative solid waste management activities/facilities; or develop and implement cleanup, closure, and post-closure programs for open dumps in Indian Country. Each proposal must address only one of the four proposal categories described above.

EPA Pollution Prevention Grant Program EPA

Pollution Prevention (P2) Grants provide technical assistance to businesses in order to help them develop and adopt source reduction practices (also known as “pollution prevention” or “P2”). P2 means reducing or eliminating pollutants from entering any waste stream or otherwise released into the environment prior to recycling, treatment, or disposal. In keeping with the Pollution Prevention Act of 1990, EPA is encouraging P2 because implementing these approaches can result in reductions in toxic pollutants, the use of water, energy and other raw materials, while also lowering business costs. P2 grants are awarded to States, colleges and universities (recognized as instrumentalities of the state), and federally-recognized tribes and intertribal consortia.

Solid Waste Infrastructure for Recycling (SWIFR) Grants for Tribes and Intertribal Consortia EPA

Deadline passed. Latest deadline: April 4, 2023. SWIFR Grants for Tribes and Intertribal Consortia will provide funds for tribes and intertribal consortia to develop or update plans focused on encouraging environmentally sound post-consumer materials management; establish, increase, or expand materials management infrastructure, utilize funds for equipment and construction related costs as part of their implementation plans, and identify, establish, or improve end-markets for the use of recycled materials.  Materials and waste streams within scope of this funding opportunity include: municipal solid waste, including plastics, organics, paper, metal, glass, etc. and construction and demolition debris. In addition, materials and waste streams considered include the management pathways of source reduction, reuse, sending materials to material recovery facilities, composting, industrial uses (e.g., rendering, anaerobic digestion), and feeding animals. Clean Diesel Tribal Grants EPA

Deadline Passed 04/03/2019. Deadline Unknown for 2020. EPA’s Office of Transportation and Air Quality is soliciting applications nationwide for Tribal projects that achieve significant reductions in diesel emissions and diesel emissions exposure, particularly from fleets located in areas designated as having poor air quality. Urban Waters Small Grants EPA

EPA’s Urban Waters Program helps local residents and their organizations, particularly those in underserved communities, restore their urban waters in ways that also benefit community and economic revitalization. One of the ways the Urban Waters Program is accomplishing this mission is through the Urban Waters Small Grants Program. EPA 2022 Tribal EJ Small Grants Opportunity EPA

Deadline passed. Most recent deadline: May 19, 2022. EPA has announced the availability of up to $1.6 million in American Rescue Plan (ARP) funding to support Tribal government efforts to establish or modify programs on environmental justice, water and air quality issues. Congress made up to $1.6 million in ARP funding available to Tribes, recognizing the importance of supporting Tribal public engagement programs and related priorities that have been impacted by the COVID-19 pandemic. Systems-Based Research for Evaluating Ecological Impacts of Manufactured Chemicals EPA

The U.S. Environmental Protection Agency (EPA), as part of its Science to Achieve Results (STAR), and Chemical Safety for Sustainability (CSS) research programs is funding grants with the goal of applying systems-based approaches for identifying, addressing, and reducing uncertainties from limited exposure data and stressor-response relationships.EPA is seeking applications focusing on integrated, transdisciplinary research that would advance scientific understanding of potential for impacts to ecosystem wellbeing associated with the use of manufactured chemicals.Specifically, the RFA solicits proposals for systems-based research to develop and apply innovative metrics and modeling approaches to improve evaluation of ecological resilience and impact analyses, and to support environmental sustainability. Successful proposals will translate emerging and advanced methods, data, and computational tools to address complexity of these systems and distill drivers of adverse outcomes to ecological organisms and populations.

Solar for All EPA

Most Recent Deadline: September 26, 2023. President Biden’s Inflation Reduction Act authorized the U.S. Environmental Protection Agency (EPA) to implement the Greenhouse Gas Reduction Fund (GGRF), a historic $27 billion investment to combat the climate crisis by mobilizing financing and private capital for greenhouse gas- and air pollution-reducing projects in communities across the country. As part of this program, EPA is launching a $7 billion Solar for All competition — designed to spur the deployment of residential distributed solar energy to lower energy bills for millions of Americans and catalyze transformation in markets serving low-income and disadvantaged communities. Solar for All will tackle the financial and non-financial barriers that limit the ability of low-income and disadvantaged communities across the country to benefit from the rapid growth in distributed solar capacity, thus advancing the Biden-Harris Administration’s climate and environmental justice goals. This Notice of Funding Opportunity (NOFO) is for the $7 billion Solar for All competition. This competition will award up to 60 grants to states, territories, Tribal governments, municipalities, and eligible nonprofit recipients to expand the number of low-income and disadvantaged communities primed for distributed solar investment—enabling millions of low-income households to access affordable, resilient, and clean solar energy. Grantees will use funds to expand existing low-income solar programs or design and deploy new Solar for All programs nationwide. EPA will not fund individual projects under this competition. EPA’s $7 billion Solar for All competition will help deliver on the climate and environmental justice goals of the United States. To achieve these goals, Solar for All grantees will provide subsidies and other financial assistance to residential rooftop and residential-serving community solar projects in and benefiting low-income and disadvantaged communities in addition to project-deployment technical assistance such as workforce development, community outreach, and other project-deployment support (e.g., interconnection technical assistance, siting and permitting support) to help overcome barriers to solar deployment.

Cool & Connected EPA

Through Cool & Connected, a team of experts will help community members develop strategies and an action plan for using broadband service to promote smart, sustainable community development. Broadband access can provide new opportunities for people and businesses. A growing number of communities have combined broadband service with other local assets such as cultural and recreational amenities to attract and retain investment and people, including young people. This can help diversify local economies. Such efforts typically require planning among community leaders, businesses, and internet service providers. The Cool & Connected program will provide assistance to this end, helping communities take advantage of broadband service to create walkable, connected, economically successful main streets and small-town neighborhoods.

Clean Water Indian Set-Aside Program Environmental Protection Agency, Indian Health Service (IHS) 12/31/2024

Submissions accepted on a rolling basis. The Clean Water Indian Set-Aside Grant Program (CWISA) provides funding to Indian tribes and Alaska Native Villages for wastewater infrastructure. The CWISA program is administered in cooperation with the Indian Health Service (IHS). The CWISA program provides funding for wastewater infrastructure to American Indian Tribes and Alaska Native Villages. Funds may be used for planning, design, and construction of wastewater collection and treatment systems. The CWISA program is administered by the Environmental Protection Agency (EPA) in cooperation with the Indian Health Service (IHS) Sanitation Facilities Construction program. To be considered for CWISA program funding, tribes must identify their wastewater needs to the IHS Sanitation Deficiency System. EPA uses the IHS Sanitation Deficiency System priority lists to identify and select projects for CWISA program funding.

FY18 Environmental Workforce Development and Job Training (EWJDT) Grants Environmental Protection Agency (EPA)

Deadline Passes December 15, 2017. Deadline for 2018 unknown. This notice announces the availability of funds and solicits proposals from eligible entities, including nonprofit organizations, to deliver Environmental Workforce Development and Job Training programs that recruit, train, and place local, unemployed and under-employed residents with the skills needed to secure full-time employment in the environmental field. Please note that eligible entities who received an EWDJT grant in Fiscal Year 2017 (FY17) are not eligible to apply for funding in FY18. While Environmental Workforce Development and Job Training Grants require training in brownfield assessment and/or cleanup, these grants also require that Hazardous Waste Operations and Emergency Response (HAZWOPER) training be provided to all individuals being trained. EPA encourages applicants to develop their curricula based on local labor market assessments and employers’ hiring needs, while also delivering comprehensive training that results in graduates securing multiple certifications.

Drinking Water Infrastructure Grants -Tribal Set-Aside Program Environmental Protection Agency

The 1996 amendments to the Safe Drinking Water Act (SWDA), established the Drinking Water State Revolving Fund (DWSRF). The DWSRF makes funds available to drinking water systems to finance infrastructure improvements.

The SDWA also authorized EPA to set-aside up to 1.5% of the DWSRF for grants to improve the infrastructure of drinking water systems that serve tribes (SDWA §1452i). Starting in 2010, Congress increased the tribal set aside funds to 2%.

Community Change Equitable Resilience Technical Assistance Environmental Protection Agency 11/21/2024

This technical assistance program is in conjunction with the EPA Community Change grants. To apply, visit: https://survey123.arcgis.com/share/09501b3dad374a81a5ee857fc31648ce. The Community Change Grant Equitable Resilience technical assistance will provide free design and project development assistance, community engagement, and partnership development workshops that support climate resilience and environmental justice activities in disaster-prone areas. This program will help eligible entities develop applications for to be submitted for grants under the Office of Environmental Justice and External Civil Rights (OEJECR) Community Change Grant Notice of Funding Opportunity (NOFO), which is expected to be issued in the fall of 2023. Community Change Grants will invest approximately $2 billion dollars in Inflation Reduction Act funds for environmental and climate justice activities to benefit disadvantaged communities through projects that reduce pollution, increase community climate resilience, and build community capacity to respond to environmental and climate justice challenges. Eligible projects for this technical assistance must be located in a disaster-prone area and benefit a disadvantaged community.
