The Tribal Climate Change Funding Guide is intended to provide up-to-date information on grants, programs and plans that may assist tribes in addressing climate change through a broad range of sectors. Rolling Deadline. Alaska Conservation Foundation’s Indigenous Fund (previously called the Travel Fund) supports conservation organizations on the ground addressing critical conservation issues. The Grid Innovation Program provides $5 billion for FY 22-26 to support projects that use innovative approaches to transmission, storage, and distribution infrastructure to enhance grid resilience and reliability. Projects selected under this program will include interregional transmission projects, investments that accelerate interconnection of clean energy generation, and utilization of distribution grid assets to provide backup power and reduce transmission requirements. Through these programs, the foundation offers grants for high-quality, original STEM (science, technology, engineering, and math) research that benefits the scientific community, as well as increases the public understanding of relevant and complex scientific issues. A grant applicant must first submit a letter of inquiry that outlines the idea of the grant, since the foundation does not accept unsolicited grant proposals. Deadline is Ongoing. The 1994 Land-Grants use Equity to support faculty who develop classes and degree programs that teach science and math to Native Americans. The programs focus on agriculture, natural resources and human sciences. The faculty strive to graduate students who can achieve their life goals. Since many 1994 Land-Grants are two-year schools, some students aspire to advanced degrees. Other students seek training to begin a vocational career in agriculture. Still other students want to earn certifications just to improve their daily lives. Faculty have used Equity funding to help build laboratories, conduct remedial courses, create new degree programs in forestry and provide students stipends so they can complete their education. The goal is to graduate empowered students who can embrace their future with new skills and knowledge. |

Program to increase the energy efficiency of dwellings owned or occupied by low-income persons, reduce their total residential expenditures, and improve their health and safety. The priority population for the Weatherization Assistance Program is people who are particularly vulnerable, such as the elderly, persons with disabilities, families with children, high residential energy users, and households with high energy burden. |

Deadline is Ongoing. The Tribal College Extension grant program allows the 1994 Land-Grants to create extension offices for their reservation communities. Each extension office works with reservation communities to build programs that target local needs. The result is a diversified and targeted outreach. Reservation youth participate in fun activities in a safe environment. Farmers and ranchers gain science-based insights to improve their productivity. Financial literacy training enhances rural reservation economies. The 1994 Land-Grants also provide culture-centered family activities to restore Native languages, traditions and agriculture. Within this grant program are two types of funds: Capacity grants and Special Emphasis. Capacity grants fund an entire Extension office which can have many mission areas and clients. Special Emphasis are targeted, short-term pilot projects that allow Extension educators to explore new ways to better serve their community. |

Phase II Deadline for General Competition: April 1, 2024. Deadline for Tribes and Territories Only Competition: May 1, 2024. EPA has announced two competitions for CPRG implementation grants – a general competition for applications from states, municipalities, tribes, tribal consortia, and territories, and a competition only for tribes, tribal consortia, and territories. These competitions are open to entities that received planning grants to develop Priority Climate Action Plans (PCAPs) under phase 1 of the CPRG program, as well as entities that did not directly receive a planning grant that are applying for funds to implement measures included in an applicable PCAP. Eligible applicants may only apply for funding to implement measures contained in an applicable PCAP. For the general competition, EPA anticipates awarding individual grants between $2 million and $500 million, with funding tiers allowing comparably sized projects to compete against one another. For the competition for tribes and territories, EPA anticipates awarding individual grants ranging between $1 million to $25 million. |

The U.S. Forest Service is providing leadership and funding on behalf of a USDA multiagency Wood to Energy Initiative by offering this Request for Proposals to support collaborative statewide wood energy teams that advance the installation of commercially viable wood energy systems in the public and private sectors that use woody biomass generated from National Forest System lands and other land ownerships. Public-private statewide teams are invited to seek funding to support the development of geographic and/or sector-based clusters of wood energy projects. The Economic Development Administration intends to award investments in regions experiencing severe economic distress as a result of natural disasters, which are often exacerbated by climate change. The program supports development and implementation of regionally based, long-term economic development strategies in response to Federally Declared disasters. This opportunity stems from a $200 million investment to support communities that received a major disaster designation in Fiscal year 2011 (between October 1, 2010 and September 30, 2011). Funds may be used for planning, design, and construction of wastewater collection and treatment systems. The CWISA program is administered by the Environmental Protection Agency (EPA) in cooperation with the Indian Health Service (IHS) Sanitation Facilities Construction program. To be considered for CWISA program funding, tribes must identify their wastewater needs to the IHS Sanitation Deficiency System. The Flood Mitigation Assistance Program is a competitive grant program that provides funding to states, local communities, federally recognized tribes and territories. Funds can be used for projects that reduce or eliminate the risk of repetitive flood damage to buildings insured by the National Flood Insurance Program. FEMA chooses recipients based on the applicant’s ranking of the project and the eligibility and cost-effectiveness of the project. FEMA requires state, local, tribal and territorial governments to develop and adopt hazard mitigation plans as a condition for receiving certain types of non-emergency disaster assistance, including funding for hazard mitigation assistance projects. The National Disaster Resilience Competition makes $1 billion available to communities that have been struck by natural disasters in recent years. The competition promotes risk assessment and planning and will fund the implementation of innovative resilience projects to better prepare communities for future storms and other extreme events.
