The Tribal Climate Change Funding Guide is intended to provide up-to-date information on grants, programs and plans that may assist tribes in addressing climate change through a broad range of sectors. We will update this guide regularly, so please check back often. If you have questions or updates for this guide, email: kathy@uoregon.edu. Please note that for entries that are accepting applications continuously, the grant deadline column will list "12/31/2024" as the grant deadline. This ensures that those grants will appear immediately after those grants with a set deadline.

Deadline passed as of June 30, 2017. Deadline for 2018 unknown, TEK is an interdisciplinary and collaborative field that gleans ecological information from traditionally associated tribes. BLM OR/WA Rogue Native Plant Partnership BLM

Deadline passed as of July 3, 2017. Deadline for 2018 unknown. The National Seed Strategy for Rehabilitation and Restoration (2015-2020) identifies a need to be better prepared to respond appropriately to large-scale disturbances and other stressors that threaten important plant communities and the ecosystem services they provide on Federal, state, local, and private land. The stressors include the spread of invasive plant species, altered wildlife regimes, habitat modification, land overuse, and climate change. The key component to achieving this vision is improving the availability of appropriate native seed, seedlings, and container stock. These materials are currently difficult to acquire in sufficient quantities across the Rogue Basin, often resulting in the use of non-native plants, cultivars, or native plant materials that are not adapted to local site conditions, thus limiting restoration success. The proposed project would fund a partnership of regional land management agencies, nongovernmental organizations, tribes, seed growers, nurseries, and restoration practitioners who would work together to implement the National Seed Strategy, thereby improving restoration outcomes across the Rogue Basin.

Federally Recognized Tribes Extension Program (FRTEP) USDA

Collaborative Forest Landscape Restoration Program Overview US Forest Service

Congress established the Collaborative Forest Landscape Restoration Program (CFLRP) with Title IV of the Omnibus Public Land Management Act of 2009 (PDF, 40 KB) and reauthorized it in the Agriculture Improvement Act of 2018 Section 8629 (the Farm Bill). The purpose of the Collaborative Forest Landscape Restoration Program is to encourage the collaborative, science-based ecosystem restoration of priority forest landscapes and:encourage ecological, economic, and social sustainability;leverage local resources with national and private resources;facilitate the reduction of wildfire management costs, including through re-establishing natural fire regimes and reducing the risk of uncharacteristic wildfire;demonstrate the degree to which various ecological restoration techniques achieve ecological and watershed health objectives; and,encourage utilization of forest restoration by-products to offset treatment costs, to benefit local rural economies, to and improve forest health.

Disaster Assistance for State Units on Aging (SUAs) and Tribal Organizations in Major Disasters HHS

Deadline Passed 09/09/2019. Deadline Unknown for 2020. Grants awarded under this announcement are to provide disaster reimbursement and assistance funds to those State Units on Aging (SUAs), and federally recognized Tribal Organizations who are currently receiving a grant under Title VI of the Older Americans Act (OAA), as amended. These funds only become available when the President of the United States declares a Major Disaster and may only be used in those areas designated in the Major Disaster Declaration issued by the President of the United States under the Robert T. Stafford Relief and Emergency Assistance Act. Eligible SUAs and Title VI Tribal grantees should discuss all disaster applications with ACL Regional staff before submitting a formal application. The amount of funds requested should be discussed with Regional staff before the application is completed. Providing a draft of the narrative justification for the application to the Regional Office will help expedite the processing of an award. SUAs, and federally recognized Tribal Organizations currently receiving a grant under Title VI of the OAA must submit proposals electronically via http://www.grants.gov. At http//www.grants.gov, you will be able to download a copy of the application packet, complete it off-line, and then upload and submit the application via the Grants.gov website. Climate Ready Tribes (CRT) Initiative Mini-Award for Climate and Health Communication National Indian Health Board

Deadline Passed 11/28/2018. Deadline Unknown for 2019. The CRT Initiative Mini-Award for Climate and Health Communication offers a small amount of funding to conduct low-cost, local work, such as creating brochures/posters, writing newsletters, exhibiting at a health fair, conducting internal training for staff, or hosting a meeting with community partners or community members to discuss climate change and health in some capacity. This opportunity may be a better fit for Tribes who are interested in smaller projects, or do not have staff/time to conduct larger and more complex projects right now.

Rural Housing Preservation Grants The Rural Housing Service (RHS)

The Rural Housing Service (RHS) announces that it is soliciting applications under its Housing Preservation Grant (HPG) program. The HPG program is a grant program which provides qualified public agencies, private nonprofit organizations, which may include but not be limited to Faith-Based and Community Organizations, and other eligible entities grant funds to assist very low- and low-income homeowners in repairing and rehabilitating their homes in rural areas. In addition, the HPG program assists rental property owners and cooperative housing complexes in repairing and rehabilitating their units if they agree to make such units available to low- and very low-income persons.

Wildfire Risk Reduction Program for Rural Communities New Mexico Counties

Deadline for 2018 past. Deadline for 2019 unknown. The 2018-2019 Wildfire Risk Reduction Grant Program grant cycle will give priority to applicants who request funding for outreach and education projects (i.e. Fire Adaptive Communities, Firewise, Ready, Set, Go) that encourage reducing wildfire risk on private lands and can show a direct benefit to BLM lands. The program is also encouraging CWPP updates for plans that are more than five years old. Requirements for CWPP updates are included with the program information. A limited number of hazardous fuel reduction projects will be considered and should focus on treatments to private lands with a direct benefit to BLM lands.

Environmental Justice Collaborative Problem-Solving Cooperative Agreement Program EPA

Urban Waters Small Grants EPA

FY20 Guidelines for Brownfield Assessment Grants EPA

Deadline Unknown for 2020. The Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended by the Brownfields Utilization, Investment, and Local Development (BUILD) Act (P.L. 115-141), requires the U.S. Environmental Protection Agency (EPA) to publish guidance for grants to assess and clean up brownfield sites. EPA’s Brownfields Program provides funds to empower states, communities, tribes, and nonprofit organizations to prevent, inventory, assess, clean up, and reuse brownfield sites. Funding Opportunity for Electric Vehicle Charging Infrastructure State of Washington, Department of Ecology

Glen Canyon Dam Adaptive Management Program DOI, BOR

Deadline Passed as of 2/23/2018. Deadline Unknown for 2019.The Glen Canyon Dam Adaptive Management Program (GCDAMP) was established for the long-term preservation and management of the cultural and natural resources of the Grand Canyon in accordance with the Grand Canyon Protection Act of 1992 (GCPA) and the National Historic Preservation Act of 1966 as amended (NHPA). Reclamation has determined that its operation of Glen Canyon Dam under the 2016 Record of Decision for the Glen Canyon Dam Long-Term Experimental and Management Plan is an undertaking (36 CFR 88.16y) that might result in changes to the character of downstream historic properties. To facilitate compliance, a Programmatic Agreement (PA) was entered into by Reclamation, the Western Region and Rocky Mountain Region of the National Park Service (NPS), the Advisory Council on Historic Preservation, the Arizona State Historic Preservation Officer, the Hopi Tribe, the Hualapai Tribe, the Navajo Nation, the Zuni Pueblo, and the Paiute Consortium. The GCDAMP, GCPA, NHPA, and PA all contain language mandating consultation with concerned Native American Tribes, for the identification, evaluation, and treatment of historic properties of significance to these Native American Tribes. The Kaibab Band of Paiute Indians’ participated in this process to identify, evaluate, monitor, and equally participate in the long-term management of all historic properties, sacred areas, and locations of traditional Paiute cultural use that are within the area affected by the operations of Glen Canyon Dam. The Tribe's participation in the GCDAMP is essential to ensuring that the tribal values are represented at the various program functions and to ensure effective government-to-government consultation on federal undertakings that may affect resources important to the Tribe.
