Federal agencies are required to consult with tribal governments whenever tribal rights and interests may be affected in the implementation of the Northwest Forest Plan (NFP). To evaluate compliance with this requirement, the Regional Interagency Executive Committee (RIEC) and Intergovernmental Advisory Committee (IAC)1 initiated a Pilot Study to gather information on the tribal consultation processes employed by federal agencies. The Intertribal Timber Council (ITC) was provided federal funding to conduct the Pilot Study. The ITC contracted with Pacific Management Associates to complete the project work and prepare the Pilot Study report.
