This report presents findings from interviews with twenty-two tribes in Oregon and Washington within the range of the northern spotted owl, and five case studies that feature both challenges and successes in consultation. The report also highlights the outcomes of consultation regarding access to cultural resources and protection of tribal rights and interests under the Northwest Forest Plan.
