The Tribal Climate Change Guide is part of the Pacific Northwest Tribal Climate Change Project (TCCP). The TCCP is part of the L.I.G.H.T. Foundation (LF), is an independent, Indigenous-led, conservation 501(c)(3) nonprofit established on the Colville Indian Reservation in the traditional territory of the Nespelem Tribe in present-day north central Washington State. The Disaster Mitigation Act (DMA; Public Law 106-390) is the latest federal legislation enacted to encourage and promote proactive, pre-disaster planning as a condition of receiving financial assistance under the Robert T. Stafford Act. The DMA emphasizes planning for disasters before they occur. Under the DMA, a pre-disaster hazard mitigation program and new requirements for the national post-disaster hazard mitigation grant program were established.
