The Tribal Climate Change Guide is part of the Pacific Northwest Tribal Climate Change Project (TCCP). The TCCP is part of the L.I.G.H.T. Foundation (LF), is an independent, Indigenous-led, conservation 501(c)(3) nonprofit established on the Colville Indian Reservation in the traditional territory of the Nespelem Tribe in present-day north central Washington State. Agricultural Conservation Easement Program (ACEP) USDA 12/31/2024

The Agricultural Conservation Easement Program (ACEP) protects the agricultural viability and related conservation values of eligible land by limiting nonagricultural uses which negatively affect agricultural uses and conservation values, protect grazing uses and related conservation values by restoring or conserving eligible grazing land, and protecting and restoring and enhancing wetlands on eligible land. AgrAbility - Assistive Technology Program for Farmers with Disabilities USDA

Last deadline: January 19, 2023. The AgrAbility program increases the likelihood that farmers, ranchers, farm workers and farm family members with disabilities will experience success in agricultural production. Advancing Tribal Nature-Based Solutions Grant First Nations Development Institute

Most Recent Deadline: May 22, 2024. Tribes and Native communities are on the front lines of climate change, experiencing extreme weather, rising sea levels, extended drought, warming temperatures, and melting permafrost. The IPCC’s Fifth Assessment Report demonstrates that climate change affects Indigenous peoples more severely and earlier than other populations. Many tribes and Native communities are located in remote and coastal locations, which increases their vulnerabilities to flooding and wildfire. Furthermore, subsistence and cultural practices rely on healthy ecosystems that are stewarded by Native peoples. To support climate action that addresses adaptation and disaster preparation First Nations established the second project under its newly created Climate Initiative, Advancing Tribal Nature-Based Solutions. This project is designed to provide tribes and Native nonprofits with resources to support climate action that addresses adaptation and disaster preparation (e.g., wildfires, flooding, drought) through the application of nature-based solutions based on Native knowledge. 2025 Tribal Transportation Program Safety Fund Department of Transportation 1/15/2025

Eligible projects described in section 148(a)(4) are strategies, activities, and projects on a public road that are consistent with a transportation safety plan and that (i) correct or improve a hazardous road location or feature, or (ii) address a highway safety problem. TTPSF emphasizes the development of strategic transportation safety plans using a data-driven process as a means for Tribes to identify transportation safety needs and determine how those needs will be addressed in Tribal communities. FHWA has identified four eligibility categories: transportation safety plans; data assessment, improvement, and analysis activities; systemic roadway departure countermeasures; and infrastructure improvements and other eligible activities as listed in 23 U.S.C. § 148(a)(4).

2025 Tribal Low-Income Energy Efficiency Grant Program Bonneville Power Administration 12/15/2024

Bonneville Power Administration’s (BPA) 2025 Tribal Low-Income Energy Efficiency Grant Program. Letters of Intent due: December 15, 2024.  The BPA Tribal Low-Income Energy Efficiency Grant Application is posted online and we are currently accepting applications and letters of intent sent to EETribalGrants@bpa.gov. Guidance on how to draft applications and deadlines for submission are outlined in section “Part IV – Applications and Submission Information”. These are non-competitive grants for energy efficiency upgrades on existing residential housing served by a BPA customer utility. Grant budgets and performance periods can vary depending on the needs of the tribe and can be used for a variety of program options. Budgets can range from $5,000 to $100,000 depending on the tribe’s need and available budget, but there is no minimum grant amount.  Priority applications are due by close of business on December 1 or submit a letter of intent by December 15. Applicants are encouraged to submit requests for funding by January 1 to ensure that funding will still be available, but more will be awarded as budget is available. 2024 Bureau of Indian Affairs (BIA) Tribal Climate Resilience 2024 Annual Awards Program - Request For Proposals Bureau of Indian Affairs (BIA)

Most recent deadline: October 18, 2024. The Secretary of the Department of the Interior (Secretary), through the Bureau of Indian Affairs (BIA) Office of Trust Services, Branch of Tribal Climate Resilience (TCR) solicits funding proposals from Federally recognized Tribes and authorized Tribal organizations (including Tribal consortia) to support Tribal climate resilience. This program will provide $120 million in funding in FY24 to support Tribal climate resiliency. Since 2020, TCR has funded 568 Tribal projects totaling $194.3M – peaking in FY23 at $120.8M (150 awards). FY24 marks the final year of increased available funding made possible through the Bipartisan Infrastructure Law and Inflation Reduction Act. Funds will be awarded on a competitive basis. Evaluations of project proposals will be based on the ranking criteria specified below. The funding will support Tribes and authorized Tribal organizations as they prepare for and address climate change impacts on Tribal Treaty and Trust resources, economies, regenerative agriculture and food sovereignty, conservation practices, infrastructure, and human health and safety. Funding will be prioritized for projects that address imminent climate-related threats to human health and safety (including relocation, managed retreat, and protect-in-place efforts) and Tribal capacity to address such threats. Funds may also support projects addressing (but not limited to) environmental justice and equity, sustainability, sovereignty (e.g., energy, food), infrastructure, vulnerable economies, natural and cultural resources, agriculture, conservation, habitat restoration or improvements. 2023 Nationally Significant Federal Lands and Tribal Projects Program

Deadline Passed. Most Recent Deadline: November 6, 2023. The Fixing America’s Surface Transportation (FAST) Act established the NSFLTP Program to provide Federal financial assistance to projects of national significance for construction, reconstruction, or rehabilitation of transportation facilities within, adjacent to, or providing access to Federal or Tribal lands. The Infrastructure Investment and Jobs Act (Pub. L. 117-58, November 15, 2021, “Bipartisan Infrastructure Law,” or “BIL”) modified the program in several ways, including providing $55 million per year from the Highway Trust Fund, as well as authorizing up to an additional $300 million per year from the General Fund, for each of FYs 2022 through 2026. The BIL also reduced minimum project sizes from $25 million to $12.5 million, directed 50 percent of the funds towards Tribal transportation facilities, increased the Federal share of projects on Tribal transportation facilities to 100 percent and required funding of at least one eligible project submitted by the National Park Service for a unit of the National Park System with 3,000,000 annual visitors or more.

2023 Flood Mitigation Assistance Swift Funding Opportunity Federal Emergency Management Agency 1/15/2025

Deadline for Applications, January 15, 2025. The Flood Mitigation Assistance Swift Current (Swift Current) effort provides funding to mitigate buildings insured through the National Flood Insurance Program (NFIP) after a major disaster declaration following a flood-related disaster event to reduce risk against future flood damage. Structures that are considered substantially flood-damaged during and after a flood event are eligible for Swift Current. 2023 Air Quality Collaborative Projects ANTHC

University of Arizona Haury Tribal Resilience Initiative Recruitment Grants. University of Arizona

Deadline passed. Deadline for 2022 unknown. The Agnese Nelms Haury Program in Environment and Social Justice in 2020 announced its new Tribal Resilience Initiative (TRI). Special consideration will be given to applications to support hiring of scholars (1) whose work addresses the severe water access challenges that face Native American and Indigenous communities, especially those facing Native American communities within Arizona; and (2) to scholars who have significant expertise or experience that relates to tribal customs and governance, and to traditional knowledge, and ways of approaching resilience challenges of Native American and Indigenous communities that respect both. The Haury Program will award up to ten one-time grants in Spring of 2021 to support the recruitment of scholars whose teaching, scholarship, or outreach centers on matters relevant to Native American and Indigenous resilience. Qualifying charitable or educational organizations can apply for grants from the Employees Community Fund (ECF) of The Boeing Company, which has been empowering employees to pool their tax-deductible donations for greater impact for more than 60 years. Rural Economic Development Loan & Grant Program USDA 12/31/2024

Rolling Deadline. The Rural Economic Development Loan and Grant program provides funding for rural projects through local utility organizations. USDA provides zero-interest loans to local utilities which they, in turn, pass through to local businesses (ultimate recipients) for projects that will create and retain employment in rural areas. The ultimate recipients repay the lending utility directly. The utility is responsible for repayment to USDA.

States and Indian Tribes may further allocate funds to “eligible entities”, as defined by Section 40101(d). These grants offer a unique opportunity to advance the capabilities of States and Indian Tribes, and their communities, to address not only current, but future resilience needs.

The National Marine Fisheries Service (NOAA/NMFS) is soliciting competitive applications for the 2018 Pacific Islands Region Marine Education and Training (MET) Mini-Grant Program. Projects are being solicited to improve communication, education, and training on marine resource issues throughout the region and increase scientific education for marine-related professions among coastal community residents, including indigenous Pacific islanders, Native Hawaiians and other underrepresented groups in the region.
