This FY23 NOFO is being executed through CPO’s Earth System Science and Modeling (ESSM) Division, and two of its programs: the Climate Variability and Predictability (CVP) Program and the Modeling, Analysis, Predictions and Projections (MAPP) Program. Through this announcement, CPO is seeking applications for one individual competition in FY23. The competition solicits projects “to improve the understanding and modeling of coupled— ocean, climate, land, hydrologic, hydrodynamic, wave—drivers/contributions to mean and extreme total water levels”, focused on key processes that are most important to the seasonal to annual time scale. Outcomes from these projects will be used for guidance informing the development of future versions of coastal inundation observations and prediction/projection systems on a national level.

Making progress in addressing climate-related societal challenges, and realizing benefits for NOAA’s public and private partners, requires that these mission-focused capabilities be integrated across CPO to align research, applications, transitions, and operations, and to meet the information needs for a resilient society. Key components of this effort are annual Notice of Funding Opportunities, competitive grants programs and other types of support that advance and extend NOAA’s foundational capabilities and applications research. Proficiency in these core areas ensures that CPO’s infrastructure is always in place to meet the intelligence and resilience challenges of our changing climate.

Deadline Unknown for 2019. The CRT Initiative Mini-Award for Climate and Health Communication offers a small amount of funding to conduct low-cost, local work, such as creating brochures/posters, writing newsletters, exhibiting at a health fair, conducting internal training for staff, or hosting a meeting with community partners or community members to discuss climate change and health in some capacity. This opportunity may be a better fit for Tribes who are interested in smaller projects, or do not have staff/time to conduct larger and more complex projects right now.

Deadline passed. Most recent deadline: November 30, 2023. Full Proposals due: February 13, 2024. Sea Grant and the NOAA Climate Program Office, with support from the NOAA Office for Coastal Management, seek to establish programs aimed at placing people across the country into good jobs that advance climate resilience and assisting employers in developing a 21st century workforce that is climate literate, informed by climate resilience, and skilled at addressing consequent challenges. NOAA will assist communities in coastal and Great Lakes states and territories so they may form partnerships that train workers and place them into jobs that enhance climate resilience. NOAA envisions making between 10-20 awards under this competition, at amounts ranging from $500,000-$10 million each. NOAA expects projects to range in duration from 24 months to 48 months, beginning no earlier than August 1, 2024. Resources from NOAA’s Climate Program Office, Office for Coastal Management, and National Sea Grant Office and its partners will be available to provide technical assistance to applicants and recipients to support these innovative efforts.

The National Endowment for the Humanities (NEH) Office of Challenge Programs is accepting applications for the Climate Smart Humanities Organizations program. This program supports comprehensive assessment and strategic planning efforts by humanities organizations to mitigate physical and operational environmental impacts and adapt to a changing climate. Projects will result in climate action and adaptation planning documents or similar detailed assessments including prioritized, measurable actions and their expected outcomes. Proposals must address how strategic planning for climate change will increase the organization’s resilience and support its work in the humanities over the long term. Projects are financed through a combination of federal matching funds and gifts raised from third-party non-federal sources.

Most Recent Deadline: 9/30/2021. Alaskan Brewing Co. has committed 1% of all proceeds from Alaskan Icy Bay IPA to support the cleanup of waterways and coastlines in an initiative call the Coastal CODE (Clean Oceans Depend on Everyone). The Coastal CODE provides grants to organizations and activities that promote the health of the Ocean and the waterways that lead to it, the Coastal CODE Fund grants money to projects that promote: beach, lake or waterway cleanup activities or water habitat restoration. Please note that this grant is on a rolling deadline.

Most Recent Deadline: December 19, 2023. $45 million in funding is available for projects that will advance the coastal habitat restoration and climate resilience priorities of tribes and underserved communities under the Bipartisan Infrastructure Law and Inflation Reduction Act. Through this funding, NOAA will help support community-driven habitat restoration and build the capacity of tribes and underserved communities to more fully participate in restoration activities. Of the $45 million in funding available, $20 million is specifically available to U.S. federally recognized tribes, Alaska Native Corporations, and organizations that represent tribes through formal legal agreements, through direct awards or subawards: A direct award is an award where the tribe is the applicant, receives an award from NOAA, and administers the award. A subaward to a tribe is an award where a non-tribal applicant receives a direct award from NOAA, but provides a specific amount of funding to a tribe to carry out a portion of the award. The remaining $25 million will be available to all eligible applicants, to support opportunities for tribes and underserved communities to meaningfully engage in coastal habitat restoration activities.

The U.S. Fish and Wildlife Service (Service) Coastal Program is a voluntary, community-based program that provides technical and financial assistance through cooperative agreements to coastal communities, conservation partners, and landowners to restore and protect fish and wildlife habitat on public and private lands. The Coastal Program staff coordinates with partners, stakeholders and other Service programs to identify geographic focus areas and develop habitat conservation goals and priorities within these focus areas. Geographic focus areas are where the Coastal Program directs resources to conserve habitat for Federal trust species. Projects are developed in collaboration with partners, and with substantial involvement from Service field staff. Coastal Program projects must support the missions of the U.S. Department of the Interior (DOI), U.S. Fish and Wildlife Service (Service), and the Coastal Program, and be based on biological principles and the best available science. The Coastal Program takes an adaptive approach to designing and implementing coastal habitat protection and restoration strategies that anticipate and ameriorate the impacts of climate change and other environmental stressors. Coastal Program habitat improvement projects strive to increase coastal resiliency by improving the ability of coastal ecosystems to adapt to environmental changes and supporting natural and nature-based infrastructure projects to protect and enhance coastal habitats.

Most recent deadline: June 15, 2022. Sea Grant and the U.S. Coastal Research Program (USCRP) announced a new funding opportunity for collaborative projects to integrate research, its application, and community engagement in thematic areas of long-term coastal evolution, extreme storms, and human and ecosystem health. Proposals should address the needs or gaps that have been identified by or are evident from USCRP-funded projects, to move research project findings toward application through service delivery and decision support for coastal community decision-makers, planners, and other coastal stakeholders. It is anticipated that approximately $4,000,000 will be available to fund 10-20 projects at up to $150,000 over two years (Tier 1) or up to $500,000 over four years (Tier 2). Grant Status Unknown. The purpose of this notice is to solicit grant proposals from eligible organizations to implement activities that enhance resilience of coastal communities to natural hazard and climate risks through a regional or national network. Proposals must leverage, enhance, or create a system in which one or more coastal hazard issues can be addressed through partnerships to improve coordination and collaboration throughout the region. Partnerships must include multiple institutions, disciplines, and sectors at the local, state, and federal level. Proposals submitted in response to this announcement should provide beneficial public outcomes for coastal communities to address existing and potential future climate and hazard risks to coastal infrastructure, local economies, vulnerable populations, and the natural environment.

The Scholarship Fund provides financial assistance through scholarships to American Indian and Alaska Native students wishing to pursue post-secondary and graduate education and training. Funded in part by the Land Buy-Back Program for Tribal Nations (Buy-Back Program), the scholarship program is overseen by the Cobell Board of Trustees and administered by Indigenous Education, Inc., a non-profit corporation expressly created to administer the Scholarship Fund. Thus far, approximately $2.2 million has been awarded in graduate and undergraduate scholarships to highly qualified American Indian students.

Congress established the Collaborative Forest Landscape Restoration Program (CFLRP) with Title IV of the Omnibus Public Land Management Act of 2009 (PDF, 40 KB) and reauthorized it in the Agriculture Improvement Act of 2018 Section 8629 (the Farm Bill). The purpose of the Collaborative Forest Landscape Restoration Program is to encourage the collaborative, science-based ecosystem restoration of priority forest landscapes and:encourage ecological, economic, and social sustainability;leverage local resources with national and private resources;facilitate the reduction of wildfire management costs, including through re-establishing natural fire regimes and reducing the risk of uncharacteristic wildfire;demonstrate the degree to which various ecological restoration techniques achieve ecological and watershed health objectives; and,encourage utilization of forest restoration by-products to offset treatment costs, to benefit local rural economies, to and improve forest health.

The purpose of CIG is to stimulate the development and adoption of innovative conservation approaches and technologies, while leveraging the Federal investment in environmental enhancement and protection in conjunction with agricultural production. CIG projects are expected to lead to the transfer of conservation technologies, management systems, and innovative approaches (such as market-based systems) into NRCS technical manuals and guides or to the private sector. CIG is used to apply or demonstrate previously proven technology in order to increase adoption with an emphasis on opportunities to scale proven, emerging conservation strategies. CIG promotes sharing of skills, knowledge, technologies, and facilities among communities, governments, and other institutions to ensure that scientific and technological developments are accessible to a wider range of users. CIG funds projects targeting innovative on-the-ground conservation, including pilot projects and field demonstrations.

Grant Status Unknown. Advanced building technologies and systems can contribute to the cost-effective delivery of new buildings and retrofits that significantly lower building energy consumption. DOE seeks to fund demonstration and deployment activities for technologies that are ready for market adoption but that may be underutilized due to market barriers including perception of risk, gaps in information and data on performance as well as cost. These technologies will offer a high degree of differentiation between current industry solutions, be widely replicable across the building size, sector and application and provide significant energy savings potential (as determined by market opportunity, site savings, and total potential savings at 100% penetration). Funding through this opportunity will enhance and accelerate the deployment and adoption of a broad range of competitively-solicited high impact energy saving technologies as well as new technology integratio n approaches. The technical and/or non-technical products of this funding should be deployed for scale up as a part of the award agreement and will enable investment-level decision-making by building owners, investors and operators in order to produce energy savings.

The U.S. Department of Energy (DOE) launched an opportunity announcement for the Local Energy Action Program (Communities LEAP) - an initiative designed to help environmental justice communities and communities with historical ties to fossil fuel industries take direct control of their clean energy future. The Communities LEAP pilot program provides supportive services valued at up to $16 million to help communities develop locally-driven energy plans to more effectively leverage public and private sector resources to reduce local air pollution, increase energy resilience, lower utility costs and energy burdens, and create good-paying jobs. This opportunity is specifically open to low-income, energy-burdened communities (including Tribes) that are also experiencing either direct environmental justice impacts, or direct economic impacts from a shift away from historical reliance on fossil fuels. Tribes must register in order to apply for this opportunity.

This grant opportunity is a part of VertueLab’s Frontline Impact Program, which seeks to improve access to climate solutions for frontline communities and ensure that these communities experience the long-term economic benefits of climate-related business ownership. Funding for CCLS is currently provided by the US Forest Service Pacific Northwest Region and Alaska Region, and coordinated with multiple additional regional leadership partners. As a whole, CCLS seeks to help community-based and collaborative organizations remove barriers to watershed and/or landscape scale restoration projects, and help facilitate job creation and retention and business development in their region. Each regional program offered has specific, unique desired outcomes. All applications must include a letter of support from the Forest Supervisor of each National Forest or Grassland unit included in a proposal.
