Climate Programs

A wealth of publications, webinars, outreach materials, success stories, and other resources associated with the Collaborative Forest Landscape Restoration Program have been published in recent years. In addition to resources specific to the CFLRP, the Forest Service has also identified resources that may be of interest to the broader community of collaborative restoration practitioners. These resources have been compiled so that the stories, successes, and lessons learned regarding large-scale collaborative forest restoration can be shared.

The Columbia River Inter-Tribal Fish Commission and its member tribes are aggressively addressing climate change and its effects on tribal fisheries and water resources, as well as other natural and cultural resources. There is an important need for the tribes to prepare for, mitigate and adapt natural resource programs and policies to manage the effects of climate change. CRITFC is supporting these efforts through collaboration, coordination and development of science and technology (i.e. conducting technical research on climate change impacts on tribal lands), and development and coordination of tribal mitigation and adaptation strategies and actions in state, federal and other venues.

The Bay Localize Community Resilience Toolkit guides groups in leading workshops to plan for resilience in their communities while decreasing reliance on fossil fuels. It is designed for community groups that would like to get involved in making a difference in their neighborhood, city, or county. The Toolkit offers Bay Area-specific resources and action ideas in six key sectors: food, water, energy, transportation and housing, jobs and economy, and civic services.

The Conservation Reserve Enhancement Program (CREP) is a voluntary land retirement program that helps agricultural producers protect environmentally sensitive land, decrease erosion, restore wildlife habitat, and safeguard ground and surface water.

The Conservation Reserve Program (CRP) is a land conservation program administered by the Farm Service Agency (FSA). In exchange for a yearly rental payment, farmers enrolled in the program agree to remove environmentally sensitive land from agricultural production and plant species that will improve environmental health and quality. Contracts for land enrolled in CRP are 10-15 years in length. The long-term goal of the program is to re-establish valuable land cover to help improve water quality, prevent soil erosion, and reduce loss of wildlife habitat. USDA’s Farm Service Agency (FSA) is holding a continuous signup period for the Conservation Reserve Program (CRP), running from June 4, 2018 to August 17, 2018.

This report, published December 2016, sets out a vision and broad approach for managing impacts to and learning from cultural resources under modern climate change. This connects major directions for action from the NPS Climate Change Response Strategy (2010) and the NPS Director’s Policy Memo Climate Change and Stewardship of Cultural Resources (2014) to create four overarching Goals for cultural resources and climate change.

Welcome to the Current Research Information System (CRIS) web site. The Current Research Information System (CRIS) provides documentation and reporting for ongoing agricultural, food science, human nutrition, and forestry research, education and extension activities for the United States Department of Agriculture; with a focus on the National Institute of Food and Agriculture (NIFA) grant programs. Projects are conducted or sponsored by USDA research agencies, state agricultural experiment stations, land-grant universities, other cooperating state institutions, and participants in NIFA-administered grant programs, including Small Business Innovation Research and Agriculture and Food Research Initiative. The Planning, Accountability, & Reporting Staff office of NIFA is responsible for maintaining CRIS.

As part of the larger DOI Climate Change Adaptation Initiatives (CCAI), Land Conservation Cooperatives (LCCs) will work interactively with their relevant Regional Climate Science Centers and help coordinate land management adaptation efforts in their regions. LCCs are collaborative organizations that seek holistic approaches to climate and conservation issues.

Creating meaningful conservation employment opportunities this project contributes nearly $2,000,000 in funding to support partnerships which create meaningful conservation employment opportunities for young people across the nation. This initiative is led by the NFWF and several secondary supporters. The NFWF has aligned their efforts with the 21st Century Conservation Service Corps (21CSC) to supply jobs in the field of conservation to underserved youth.

The Office of Energy Efficiency and Renewable Energy’s (EERE) Tribal Energy Program provides financial and technical assistance to tribes to evaluate and develop their renewable energy resources and reduce their energy consumption through efficiency and weatherization. The program fosters government-to-government partnerships that empower tribal leaders to make informed decisions about energy choices and bring renewable energy and energy efficiency options to tribal lands.

The Bureau of Reclamation's new Drought Response Program supports a proactive approach to drought. It will provide assistance to water users for drought contingency planning, including consideration of climate change information and to take actions that will build long-term resiliency to drought. Program areas include: Contingency Planning, Resiliency Projects and Emergency Response Actions.

The Eastern Tallgrass Prairie and Big Rivers LCC is dedicated to addressing the conservation challenges of a heavily agricultural landscape that stretches across the nation’s heartland from southwest Ohio westward across to parts of eastern Kansas, Oklahoma and Nebraska and northward into segments of Iowa, South Dakota and Minnesota.

The Earth's temperature is rising as a result of increased atmospheric concentrations of greenhouse gases. Agriculture is a source of methane and nitrous oxide emissions, two prominent greenhouse gases. Changes in agricultural practices can reduce emissions of these gases, and reduce atmospheric concentration of carbon dioxide by sequestering carbon in soil.

Climate change will affect crop and livestock yields worldwide, which will lead to changes in food and fiber consumption, prices of agricultural commodities, and farm incomes.

ERS is uniquely positioned to analyze these changes through its expertise on the economics of:

Land use and management,
Technology adoption, and
Environmental program design.

ERS analyzes the use and efficacy of conservation practices and of Federal programs and policies in combating the harmful effects of agriculture as they relate to: Soil quality, as compromised by wind and water erosion; Water quality, as compromised by chemical/pesticide and nutrient runoff; Air quality, as compromised by soil particulates, farm chemicals, and odor from livestock; Wildlife habitat, as compromised by fragmentation, monoculture (which reduces landscape diversity), and diverting water for irrigation; and Wetlands, as compromised by conversion to cropland

ELAP provides financial assistance to eligible producers of livestock, honeybees and farm-raised fish for losses due to disease, certain adverse weather events or loss conditions, including blizzards and wildfires, as determined by the Secretary. ELAP assistance is provided for losses not covered by other disaster assistance programs authorized by the 2014 Farm Bill and the Bipartisan Budget Act of 2018, such as losses not covered by the Livestock Forage Disaster Program (LFP) and the Livestock Indemnity Program (LIP).

he Emergency Forest Restoration Program (EFRP) helps the owners of non-industrial private forests restore forest health damaged by natural disasters. The EFRP does this by authorizing payments to owners of private forests to restore disaster damaged forests.

The local FSA County Committee implements EFRP for all disasters with the exceptions of drought and insect infestations. In the case of drought or an insect infestation, the national FSA office authorizes EFRP implementation.

EPA's CRWU initiative provides drinking water, wastewater and storm water utilities with practical tools, training and technical assistance needed to increase resilience to extreme weather events. Through a comprehensive planning process, CRWU assists water utilities by promoting a clear understanding of potential long-term adaptation options for decision-making related to water utility infrastructure financing. This site includes resources to plan for extreme weather and tools to assess risks of extreme weather.

Tribes have express authority under the Clean Air Act and the Tribal Authority Rule to manage air quality in Indian country. EPA provides technical assistance and resources to help tribes build their program capacity. It is important to note that air quality monitoring serves a different purpose than an emission inventory. Air quality monitoring samples the air to measure which pollutants are present and in what amounts, but does not tell where the pollutants are coming from. An emission inventory tells a tribe what sources are emitting which pollutants into the air. These documents provide guidance to tribes and EPA Regional Offices on how to develop and implement tribal air monitoring programs on tribal lands.

Using research and case studies from 2013, this report explores and attempt to determine the attribution of extreme climate effects to human influence. This research found that while events such as droughts and storms have been difficult to attribute to human-caused climate change, pattern heat waves can be connected to human-climate-influences.
