FSA's Indian Tribal Land Acquisition Loan Program is a valuable resource to help Tribes become owners of additional property within the reservation to advance and increase current operations, provide financial prospects for Native American Communities, increase agricultural productivity, and save farmland for future generations. Through FSA’s innovative programming, American Indian and Alaska Native tribal governments have the ability to create sustainable and community-driven solutions to rural community challenges. This loan program is financed and serviced by the Farm Service Agency. Funding comes from Congressional appropriations as part of the USDA budget.

The Highly Fractionated Indian Land Loan Program helps Tribes, Tribal entities, and Tribal members alleviate the problems caused by fractionated interests on tribal lands. Through land consolidation, current and new agricultural operations can improve and expand access to USDA programs, increase agricultural productivity, and save Tribal farmland for future generations. This loan program is financed through revolving loan funds from the Agency and serviced through the approved intermediary lender, Native American Community Development Corporation Financial Services, Inc.

The Endowment fund is an interest-bearing account. Congress appropriates funding for this account annually. Each 1994 Land-Grant University receives an annual funding allotment based in part on the previous year's interest earned and the number of American Indian students attending the institution. Recipients can update NIFA about the work that was done with Endowment funding using the pdf form below. They can also use the form SF-425 on this page to report on financial data relating to this funding. The 1994 Land-Grant presidents can use these funds at their discretion. They may restore or upgrade infrastructure, supplement other NIFA grants, or keep the funding indefinitely as a resource to address future or unanticipated needs.

An essential community facility is one that provides an essential service to the local community, is needed for the orderly development of the community, serves a primarily rural area, and does not include private, commercial or business undertakings.

Applications accepted continuously. Provides grants to qualified organizations to help them carry out local self-help housing construction projects. Grant recipients supervise groups of very-low- and low-income individuals and families as they construct their own homes in rural areas. The group members provide most of the construction labor on each other’s homes, with technical assistance from the organization overseeing the project. Applications accepted year round. This program provides competitive financing for affordable multi-family rental housing for low-income, elderly, or disabled individuals and families in eligible rural areas. This program assists qualified applicants that cannot obtain commercial credit on terms that will allow them to charge rents that are affordable to low-income tenants.

This program accepts applications on a continuous basis. The program works with qualified private-sector lenders to provide financing to qualified borrowers to increase the supply of affordable rental housing for low- and moderate-income individuals and families in eligible rural areas and towns. The 2014 Farm Bill authorized the Tree Assistance Program (TAP) to provide financial assistance to eligible orchardists and nursery tree growers to replant or rehabilitate eligible trees, bushes, and vines lost by natural disasters. TAP is administered by the Farm Service Agency (FSA) of the U.S. Department of Agriculture (USDA). To be considered an eligible loss:Eligible trees, bushes, or vines must have suffered more than a 15 percent mortality loss in a stand (adjusted for normal mortality) due to an eligible natural disaster;Mortality loss on a stand of eligible trees, bushes, or vines is based on:Each eligible disaster event, except for losses due to plant disease; andFor plant disease, the time period as determined by the FSA for which the stand is infected.The loss must not have been preventable through reasonable and available measures;The loss must be visible and obvious to the FSA representative; if the loss is no longer visible, FSA may accept other loss evidence and determine whether that other evidence substantiates that an eligible loss due to natural disaster occurred; and FSA may require information from a qualified expert to determine extent of loss in the case of plant disease or insect infestation

Deadline Passed 12/12/2018. Deadline Unknown for 2019. The National Forest Foundation Ski Conservation Fund (SCF) and Forest Stewardship Fund (FSF) provide funding for action-oriented on-the-ground or citizen-based monitoring projects that improve forest health and outdoor experiences on National Forests and Grasslands. Award funds come from guest contributions at ski areas and lodges operating on or adjacent to National Forest System lands, with added National Forest Foundation federal funds for SCF. SCF and FSF support the implementation of on-the-ground conservation and restoration projects that have an immediate, quantifiable impact on the National Forest System. These projects provide a lasting impact to the lands, waters, and wildlife of the National Forest System through the alteration of the physical environment. The current NFF strategic plan focuses on the Program Areas of Outdoor Experiences and Forest Health. The program areas include Outdoor Experiences Program Area, Forest Health Program Area, and Integrated Projects. Organizations may self-select into one of the Program Areas listed above, or choose to submit a proposal that cohesively integrates the two Program Areas. SCF also requires projects to show a strong commitment to civic engagement and community involvement through direct public involvement. In order to be eligible for funding, projects must contain significant, legitimate community involvement or civic engagement in the pre-implementation, implementation, or post-implementation phase.

Deadline past 2018. Deadline unknown for 2019. The Staffing for Adequate Fire and Emergency Response Grants (SAFER) was created to provide funding directly to fire departments and volunteer firefighter interest organizations to help them increase or maintain the number of trained, "front line" firefighters available in their communities. The goal of SAFER is to enhance the local fire departments' abilities to comply with staffing, response and operational standards established by the NFPA (NFPA 1710 and/or NFPA 1720).

The National Forest Foundation Community Capacity and Land Stewardship Program (CCLS) provides funding to increase the capacity of organizations implementing large scale restoration projects that benefit National Forests and Grasslands. As a whole, CCLS seeks to help community-based and collaborative organizations remove barriers to watershed and/or landscape scale restoration projects, and help facilitate job creation and retention and business development in their region. No listed deadline. Significant human health and water quality problems exist in Alaska Native Villages (ANV) and other rural communities in Alaska due to lack of sanitation. To address these issues, Congress in 1996 authorized EPA to create the Alaska Native Villages and Rural Communities Grant Program, which is codified in 33 U.S.C. § 1263a.

The program assists these communities with the construction of new or improved wastewater and drinking water systems. Communities can also use the funding for training and technical assistance in system operations and maintenance.

EPA provides funds to the Alaska Department of Environmental Conservation (DEC) to address the needs of rural and native Alaska communities. The DEC, in turn, administers these funds through its Village Safe Water (VSW) program. The VSW program’s goal is "to improve public health and compliance with environmental laws by upgrading the level of sanitation facilities in rural [Alaskan] communities through financial and technical assistance."

Deadline varies based on individual grants. Section 106 of the Clean Water Act (CWA) authorizes EPA to provide financial assistance to states and eligible interstate agencies to establish and administer programs for the prevention, reduction, and elimination of water pollution. In 1987, Congress amended section 518(e) of the CWA to include provisions that allow EPA to treat an Indian tribe in a manner similar to a state (i.e., treatment in a manner similar to a state, or TAS) for the purpose of providing Section 106 funding.

Submissions accepted on a rolling basis. The Clean Water Indian Set-Aside Grant Program (CWISA) provides funding to Indian tribes and Alaska Native Villages for wastewater infrastructure. The CWISA program is administered in cooperation with the Indian Health Service (IHS). The CWISA program provides funding for wastewater infrastructure to American Indian Tribes and Alaska Native Villages. Funds may be used for planning, design, and construction of wastewater collection and treatment systems. The CWISA program is administered by the Environmental Protection Agency (EPA) in cooperation with the Indian Health Service (IHS) Sanitation Facilities Construction program. To be considered for CWISA program funding, tribes must identify their wastewater needs to the IHS Sanitation Deficiency System. EPA uses the IHS Sanitation Deficiency System priority lists to identify and select projects for CWISA program funding.

The 1996 amendments to the Safe Drinking Water Act (SWDA), established the Drinking Water State Revolving Fund (DWSRF). The DWSRF makes funds available to drinking water systems to finance infrastructure improvements.

The SDWA also authorized EPA to set-aside up to 1.5% of the DWSRF for grants to improve the infrastructure of drinking water systems that serve tribes (SDWA §1452i). Starting in 2010, Congress increased the tribal set aside funds to 2%.

Opportunities include three-year operating grants which engage AmeriCorps members in time-limited-service commitments and one-year planning grants to develop programs that implement evidence-based solutions to community needs.

The NASA Earth Science Division is calling for proposals that will improve or develop decision-making activities to combat the spread of invasive species, advance the use of ecosystem service assessment for decision making, and inform management, protection, and establishment of protected areas. Awards will be made as grants, cooperative agreements, contracts, and inter- or intra-agency transfers, depending on the nature of the work proposed, the proposing organization, and/or program requirements. The cost sharing requirement is waived for tribes and organizations working with tribes. This program requests optional Notices of Intent, which are due via NSPIRES by March 14, 2023. A virtual meeting for potential proposers will occur January 13, 2023, from 11 am -1 pm Pacific. The Resilience Collaborative seeks to fund justice-focused, environmental and climate projects that advance community-centered resilience priorities. The Collaborative is particularly interested in supporting frontline communities and tribes or nonprofits and community organizations that serve frontline communities and tribes. Project topics can include capacity building, developing a community-centered resilience plan, developing Indigenous climate knowledge, and more. Awardees must be based in Washington, Idaho or Oregon. Funding amount (provided by NOAA and University of Washington EarthLab) varies based on level or project ranging from $5,000 up to $50,000 for one year. Projects of varying levels will be funded as follows: Level 1: $5,000 to $10,000; Level 2: $15,000 to $30,000; Level 3: $35,000 to $50,000. Under Section 40101(d) Formula Grant Program of the Bipartisan Infrastructure Law (BIL), the Department of Energy will provide grants to States (including U.S. Territories) and Indian Tribes to improve the resilience of their electric grids. States and Indian Tribes may further allocate funds to “eligible entities”, as defined by Section 40101(d). These grants offer a unique opportunity to advance the capabilities of States and Indian Tribes, and their communities, to address not only current, but future resilience needs.

EPA has announced two competitions for CPRG implementation grants – a general competition for applications from states, municipalities, tribes, tribal consortia, and territories, and a competition only for tribes, tribal consortia, and territories. These competitions are open to entities that received planning grants to develop Priority Climate Action Plans (PCAPs) under phase 1 of the CPRG program, as well as entities that did not directly receive a planning grant that are applying for funds to implement measures included in an applicable PCAP. Eligible applicants may only apply for funding to implement measures contained in an applicable PCAP. For the general competition, EPA anticipates awarding individual grants between $2 million and $500 million, with funding tiers allowing comparably sized projects to compete against one another. For the competition for tribes and territories, EPA anticipates awarding individual grants ranging between $1 million to $25 million.
