The Tribal Climate Change Funding Guide is intended to provide up-to-date information on grants, programs and plans that may assist tribes in addressing climate change through a broad range of sectors. We will update this guide regularly, so please check back often. If you have questions or updates for this guide, email: kathy@uoregon.edu. Please note that for entries that are accepting applications continuously, the grant deadline column will list "12/31/2024" as the grant deadline. This ensures that those grants will appear immediately after those grants with a set deadline.

FEMA Emergency Management Performance Grants (EMPG) Program FEMA

The purpose of FEMA’s Emergency Management Performance Grant (EMPG) program is to make grants to States, to assist State, local, tribal, and territorial governments in preparing for all hazards. The EMPG program supports efforts to build and sustain core capabilities across the nation. Past outcomes have included strengthening governance integration, approved emergency plans, trainings, and whole community approaches to emergency management. FEMA anticipates awarding approximately 58 grants with an available funding amount of $332 million. Periods of performance will last 24 months.

Statewide Wood Energy Teams Grants FS, DOA

The U.S. Forest Service is providing leadership and funding on behalf of a USDA multiagency Wood to Energy Initiative by offering this Request for Proposals to support collaborative statewide wood energy teams that advance the installation of commercially viable wood energy systems in the public and private sectors that use woody biomass generated from National Forest System lands and other land ownerships. Public-private statewide teams are invited to seek funding to support the development of geographic and/or sector-based clusters of wood energy projects. Activities may include, but are not limited to, a) workshops and assistance that provide technical, financial, and environmental information; b) preliminary engineering assessments; and c) community outreach needed to support development of wood energy projects in the public and private sectors. Only proposals for work planned in States that have National Forest System lands will be considered.

TWS Native American Professional Development Partnership with USFS FS, DOA

US Forest Services Research and Development has entered into a partnership with The Wildlife Society (TWS) that includes support for Native American wildlife biology college and graduate students to both attend the national annual conference, and to gain experience working with Forest Service R&D wildlife research biologists or ecologists in a Research Assistant position for a field season. TWS is committed to developing wildlife biology expertise within Native American communities, and helping to prepare the students for successful careers. R&D is committed to partnerships with tribes and tribal colleges. USFS scientists will submit proposals detailing their interest, while Native American students will submit separate applications. Environmental Solutions for Communities Grants Program NGO

RFP closed. Expect Announcement before Winter 2016. Wells Fargo and the National Fish & Wildlife Foundation seek to promote sustainable communities through Environmental Solutions for Communities by supporting highly-visible projects that link economic development and community well-being to the stewardship and health of the environment. Funding priorities include 'greening' traditional infrastructure and public projects such as storm water management and flood control, urban forestry, and education and training of community leaders on sustainable practices.

Alaska Community Foundation: Strengthening Organizations NGO

Grant is on a rolling deadline. Grant awards will support professional staff and board of directors in their efforts to access tools, develop practical skills, and cultivate support systems needed to effectively achieve the organization’s mission in the areas of leadership development, organizational development, program development, collaboration and community engagement, and evaluation of effectiveness. The guidelines state applicants can request up to $10,000, but awards typically range from $4,000 to $6,000. Coastal CODE Grants Alaskan Brewing Co.

Most Recent Deadline: 9/30/2021. Alaskan Brewing Co. has committed 1% of all proceeds from Alaskan Icy Bay IPA to support the cleanup of waterways and coastlines in an initiative call the Coastal CODE (Clean Oceans Depend on Everyone). The Coastal CODE provides grants to organizations and activities that promote the health of the Ocean and the waterways that lead to it, the Coastal CODE Fund grants money to projects that promote: beach, lake or waterway cleanup activities or water habitat restoration. Please note that this grant is on a rolling deadline.

NOAA Coastal and Estuarine Land Conversation Program Grant NOAA

The Coastal and Estuarine Land Conservation Program (CELCP) was authorized for the purpose of protecting important coastal and estuarine areas that have significant conservation, recreation, ecological, historical, or aesthetic values, or that are threatened by conversion from their natural, undeveloped, or recreational state to other uses. This announcement solicits applications for land acquisition projects (fee simple interest or conservation easements) that are expected to be completed within 18 months from the start date of the award. USDA Housing Preservation Grants USDA

Deadline Passed. Latest Deadline: July 11, 2022. The USDA is seeking applications for grants to preserve and repair housing for very-low- and low-income families living in rural areas. The funds are being made available through USDA Rural Development's Housing Preservation Grant program. USDA does not provide funding directly to homeowners under this program.

Voluntary Public Access and Habitat Incentives Program (VPA-HIP) USDA

The Voluntary Public Access and Habitat Incentives Program (VPA-HIP) encourages private landowners to voluntarily make their land available to the public for wildlife-dependent recreation. States and tribes approved for funding of this Farm Service Agency (FSA) program use the funds as incentives to encourage private landowners of farms, ranches, and forests to make that land available to the public for wildlife-dependent recreation. This may include hunting or fishing. The overall goal of VPA-HIP is to enhance wildlife habitat and management and to boost local economies through activities that attract wildlife enthusiasts.

Demonstration Projects to End Child Hunger USDA

The purpose of the demonstration projects is to test innovative strategies to end childhood hunger, including alternative models for service delivery and benefit levels that promote the reduction or elimination of childhood hunger and food insecurity. Projects may include enhanced SNAP benefits for eligible households with children; enhanced benefits or innovative program delivery models in school meals, afterschool snacks programs, and the Child and Adult Care Food Program; and other targeted Federal, State or local assistance, including refundable tax credits, emergency housing, employment and training, or family preservation services, for households with children who are experiencing food insecurity.

Hazard Mitigation Assistance Programs FEMA

Recent Deadline: 1/29/2021. FEMA's hazard mitigation assistance provides funding for eligible mitigation measures that reduce disaster losses. Mitigation planning breaks the cycle of disaster damage, reconstruction and repeated damage. Hazard mitigation includes long-term solutions that reduce the impact of disasters in the future. FEMA Hazard Mitigation Assistance has five grant programs. Hazard Mitigation Grant Program (HMGP). Assists in implementing long-term hazard mitigation planning and projects following a Presidential major disaster declaration.Flood Mitigation Assistance (FMA) Program. Provides funds for planning and projects to reduce or eliminate risk of flood damage to buildings that are insured annually under the National Flood Insurance Program.Pre-Disaster Mitigation (PDM) Program. Weatherization Formula Grants DOE

Program to increase the energy efficiency of dwellings owned or occupied by low-income persons, reduce their total residential expenditures, and improve their health and safety. The priority population for the Weatherization Assistance Program is people who are particularly vulnerable, such as the elderly, persons with disabilities, families with children, high residential energy users, and households with high energy burden.

Drinking Water State Revolving Fund Tribal Set-Aside Program EPA

Native Agriculture and Food Systems Initiative First Nations Development Institute

Deadline passed as of February 17, 2017. Deadline for 2019 unknonwn. Accessing healthy food is a challenge for many Native communities. Without access to healthy foods, a nutritious diet and good health are out of reach. The goal of the NAFSI project is to build local and systemic infrastructure in Native American communities focusing on supporting projects that increase access to fresh, healthy foods and improve the overall health and well-being of Native children and families. This project is also intended to help increase knowledge of and control over where food comes from and help increase knowledge of the linkages between food and Native cultures, and between families’ income and entrepreneurially-related food ventures.

Alaska Environmental Quality Incentives Program USDA

Through EQIP, NRCS provides technical and financial assistance to eligible individuals and entities to plan and install conservation practices that benefit soil, water, air, plants, and animals. EQIP addresses national resource concerns including improvement of water quality, water conservation , reducing greenhouse gasses, improving wildlife habitat, controlling invasive plant species, and on-farm energy conservation and efficiency.

Tribal Equity Grants Program USDA National Institute of Food and Agriculture

Deadline is Ongoing. The 1994 Land-Grants use Equity to support faculty who develop classes and degree programs that teach science and math to Native Americans. The programs focus on agriculture, natural resources and human sciences. The faculty strive to graduate students who can achieve their life goals. Since many 1994 Land-Grants are two-year schools, some students aspire to advanced degrees. Other students seek training to begin a vocational career in agriculture. Still other students want to earn certifications just to improve their daily lives. Faculty have used Equity funding to help build laboratories, conduct remedial courses, create new degree programs in forestry and provide students stipends so they can complete their education. The goal is to graduate empowered students who can embrace their future with new skills and knowledge.

Tribal Extension Grant Program USDA National Institute of Food and Agriculture

Deadline is Ongoing. The Tribal College Extension grant program allows the 1994 Land-Grants to create extension offices for their reservation communities. Each extension office works with reservation communities to build programs that target local needs. The result is a diversified and targeted outreach. Reservation youth participate in fun activities in a safe environment. Farmers and ranchers gain science-based insights to improve their productivity. Financial literacy training enhances rural reservation economies. The 1994 Land-Grants also provide culture-centered family activities to restore Native languages, traditions and agriculture. Within this grant program are two types of funds: Capacity grants and Special Emphasis. Capacity grants fund an entire Extension office which can have many mission areas and clients. Special Emphasis are targeted, short-term pilot projects that allow Extension educators to explore new ways to better serve their community.

Tribal College Endowment Program (Capacity Grant) USDA, NIFA

The Endowment fund is an interest-bearing account. Congress appropriates funding for this account annually. Each 1994 Land-Grant University receives an annual funding allotment based in part on the previous year's interest earned and the number of American Indian students attending the institution. Recipients can update NIFA about the work that was done with Endowment funding using the pdf form below. They can also use the form SF-425 on this page to report on financial data relating to this funding. The 1994 Land-Grant presidents can use these funds at their discretion. Mutual Self-Help Housing Technical Assistance Grants USDA 12/31/2024

Applications accepted continuously. Provides grants to qualified organizations to help them carry out local self-help housing construction projects. Grant recipients supervise groups of very-low- and low-income individuals and families as they construct their own homes in rural areas. The group members provide most of the construction labor on each other’s homes, with technical assistance from the organization overseeing the project. Applications accepted year round. This program provides competitive financing for affordable multi-family rental housing for low-income, elderly, or disabled individuals and families in eligible rural areas.
