The Tribal Climate Change Funding Guide is intended to provide up-to-date information on grants, programs and plans that may assist tribes in addressing climate change through a broad range of sectors. We will update this guide regularly, so please check back often. If you have questions or updates for this guide, email: kathy@uoregon.edu. Please note that for entries that are accepting applications continuously, the grant deadline column will list "12/31/2024" as the grant deadline. This ensures that those grants will appear immediately after those grants with a set deadline.

NSF Division Ocean Science: Physical Oceanography Grant NSF

Deadline Passed 02/15/2019. Deadline Unknown for 2020. NSF’s Division of Ocean Sciences offers a funding opportunity on the subject of Physical Oceanography. In years past, this program has funded several climate change-focused research projects, including climate impacts on proglacial lake outbursts, the role of ice in large lake response to climate change, effects of lunar nodal tide on climate variability, and ocean data assimilation to research climate change.

Alaska State's First Lady Volunteer Awards State-funded

Deadline Passed. Most recent deadline: March 13, 2023. First Lady Rose Dunleavy invites Alaskans to recognize their fellow citizens who have performed extraordinary volunteer service by nominating them for the First Lady’s Volunteer of the Year Awards. The annual awards recognize volunteers who engage in unpaid charitable activities, demonstrate personal commitment to long-term volunteer services, and make a significant impact for Alaskans. An executive committee, comprised of Alaskan community members, will select award recipients to be recognized for their outstanding volunteer contributions.

Healthy Places for Healthy People EPA

Cool & Connected EPA

Deadline passed as of November 6, 2016. Deadline for 2017 unknown. Through Cool & Connected, a team of experts will help community members develop strategies and an action plan for using broadband service to promote smart, sustainable community development. Broadband access can provide new opportunities for people and businesses. A growing number of communities have combined broadband service with other local assets such as cultural and recreational amenities to attract and retain investment and people, including young people. This can help diversify local economies. Such efforts typically require planning among community leaders, businesses, and internet service providers. The Cool & Connected program will provide assistance to this end, helping communities take advantage of broadband service to create walkable, connected, economically successful main streets and small-town neighborhoods.

NSF Science, Engineering and Education for Sustainability Fellowship NSF

This fellowship is no longer offered through the NSF. Through the SEES Fellows Program, NSF seeks to advance science, engineering, and education to inform the societal actions needed for environmental and economic sustainability and human well-being while creating the necessary workforce to address these challenges. The Program's emphasis is to facilitate investigations that cross traditional disciplinary boundaries and address issues of sustainability through a systems approach, building bridges between academic inquiry, economic growth, and societal needs. The Fellow's proposed investigation must be interdisciplinary and allow him/her to obtain research experiences beyond his/her current core disciplinary expertise.

Rural Energy for America Program Energy Audit & Renewable Energy Development Assistance Grants USDA

Rolling deadline. Provides guaranteed loan financing and grant funding to agricultural producers and rural small businesses for renewable energy systems or to make energy efficiency improvements. This program helps increase American energy independence by increasing the private sector supply of renewable energy and decreasing the demand for energy through energy efficiency improvements. Over time, these investments can also help lower the cost of energy for small businesses and agricultural producers.

Environmental Justice Small Grants Program EPA

Deadline extended: 6/1/2021. The EJSG program awards grants that support community-driven projects designed to engage, educate, and empower communities to better understand local environmental and public health issues and develop strategies for addressing those issues, building consensus in the community, and setting community priorities.  The EJSG program will award approximately $2.8 million nationwide for this competitive opportunity. EPA anticipates awarding approximately 56 grants ( about 5 per EPA region) of up to $50,000 each.  These grants are for one-year projects. This opportunity places special emphasis on projects focusing on COVID-19 impacts, as well as climate and disaster resiliency.  Additionally, EPA is emphasizing projects addressing diesel pollution in underserved communities living near ports and railyards as part of EPA’s Ports Initiative.  Finally, to promote equitable accessibility to EPA grant funding and to assist small entities, approximately half of the total available funding under this announcement is intended to be reserved for small non-profit organizations as defined in the announcement.

Diesel Emissions Reduction Act (DERA) Tribal Grant Program DERA, EPA

FY2018 Recovery Implementation Fund Grants FWS

This Recovery Implementation funding opportunity is intended for projects that will contribute to the recovery of FWS-managed endangered and threatened species in the United States, and is limited to projects carrying out actions described in a species approved recovery plan, in the implementation schedule of a species approved recovery plan, actions recommended in a completed 5-year status review of the species or in a spotlight species action plan, or projects documenting species response to climate change. Environmental Justice Governemnt to Government (EJG2G) Program EPA

The Environmental Justice Government-to-Government (EJG2G) program provides funding at the state, local, territorial, and Tribal level to support  government activities that lead to measurable environmental or public health impacts in communities disproportionately burdened by environmental harms. Model EJG2G programs should leverage existing resources to develop processes or tools that integrate environmental justice considerations into governmental decision-making at all levels. National Training, Education, Extension, Outreach, and Technical Assistance Competitive Grant Program: Regional Center Grants to Enhance Food Safety USDA, National Institute of Food and Agriculture

The United States Food and Drug Administration (FDA) and the United States Department of Agriculture (USDA), National Institute of Food and Agriculture (NIFA) have joined in a collaborative partnership to administer and manage the National Training, Education, Extension, Outreach, and Technical Assistance Competitive Grants Program: Regional Center Grants to Enhance Food Safety. This program is designed to develop and implement a comprehensive food safety training, education and technical assistance program for those affected by the Food Safety Modernization Act (FSMA). Solid Waste Infrastructure for Recycling (SWIFR) Grants for Tribes and Intertribal Consortia EPA

Deadline passed. Latest deadline: April 4, 2023. SWIFR Grants for Tribes and Intertribal Consortia will provide funds for tribes and intertribal consortia to develop or update plans focused on encouraging environmentally sound post-consumer materials management; establish, increase, or expand materials management infrastructure, utilize funds for equipment and construction related costs as part of their implementation plans, and identify, establish, or improve end-markets for the use of recycled materials.  Materials and waste streams within scope of this funding opportunity include: municipal solid waste, including plastics, organics, paper, metal, glass, etc. and construction and demolition debris. Tribal Support for Participation in the National Environmental Information Exchange Network EPA

Deadline Passed 02/22/2019. Deadline Unknown for 2020. This notice announces the availability of funds and solicits applications from eligible organizations to provide the outreach and technical assistance necessary to increase tribal participation in the National Environmental Exchange Network (EN), which is an element of E-Enterprise for the Environment (EE). The EN is an Internet-based system used by state, tribal and territorial partners to securely share environmental and health information with one another and EPA. The objective of the cooperative agreement is to strengthen the data and information technology (IT) management skills of tribes so they can fully participate in innovative technology efforts of the EN, and incorporate data schema, software, and services developed by EN partnerships into their environmental management programs.

Tribal Training and Outreach Support for the American Indian Air Quality Training Program EPA, AIAQTP, R&IEL

This notice announces the availability of funds and solicits applications from eligible entities to provide tribal training, technical and outreach support for the American Indian Air Quality Training Program. The American Indian Air Quality Training Program (AIAQTP) provides workshop training, internships and technical support to tribal governments seeking to investigate, develop and establish air quality management programs for lands under their jurisdiction and provides opportunity for American Indian students to pursue environmental careers in the field of air quality management. Community Wood Energy and Wood Innovation Program U.S. Forest Service

Deadline Passed. Most recent deadline: March 23, 2023. The Community Wood Grant Program, launched in 2020, provides funding for grants to install thermally led community wood energy systems or to build innovative wood product manufacturing facilities. The Forest Service expects renewable wood energy systems installed under this program to use the most stringent control technologies. Bridging Knowledge to Action The National Academies of Sciences Engineering Medicine

Mini Grant Application for Partners for Places – Round 2. The Funders Network (TFN) and The Urban Sustainability Directors Network (USDN)

Most Recent Deadline: 7/30/2020. The Funders Network (TFN) and The Urban Sustainability Directors Network (USDN) offer the Partners for Places (P4P) fund to create or improve collaborative partnerships between local government leaders, place-based funders , and frontline community-led group(s). This grant opportunity intends to build these partnerships, so that the these groups can connect and align to produce work that advances an equitable sustainability project. The purpose is to address frontline community priorities and apply a racial equity approach to both collaboration and project planning / implementation. Mini grants strengthen the relationship between the applying partners in order to aid in the joint development of a full P4P application. Mini grant requests can be up to $10,000.
