If you’re a Veteran, and either you or your spouse is Native American, our Native American Direct Loan (NADL) program may help you get a loan to buy, build, or improve a home on federal trust land. You may also get a loan to refinance an existing NADL and reduce your interest rate. Find out if you qualify for an NADL—and how to apply. An NADL offers many benefits, including:

No down payment required in most cases.
No need for private mortgage insurance (PMI), which is commonly charged to conventional loan borrowers.
Limited closing costs (fees you pay for services and other costs related to getting a loan and buying a home).
A low-interest, 30-year fixed mortgage (a fixed mortgage means your interest rate will stay the same over the full life of the loan). The current VA interest rate for NADLs starts at 2.5%. A reusable benefit, which means you can get more than one NADL to buy, build, or improve another residence in the future.

The ability to borrow up to the Fannie Mae/Freddie Mac conforming loan limit on a no-down-payment loan in most areas—and more in some high-cost counties. You can borrow more than this amount if you want to make a down payment.

Deadline Unknown for 2020. The purpose of the Sun Grant Program (SGP) is to enhance national energy security through the development, distribution, and implementation of biobased energy technologies; to promote diversification in, and the environmental sustainability of, agricultural production in the United States through biobased energy and product technologies; to promote economic diversification in rural areas of the United States through biobased energy and product technologies; and to enhance the efficiency of bioenergy and biomass research and development programs through improved coordination and collaboration among the Department of Agriculture; other appropriate Federal agencies (as determined by the Secretary); and Land Grant Institutions.

DOT is making available funding to develop innovative programs and activities in public transportation that address the human resources needs of public transportation operators, as well as build pathways to long-term careers in the public transportation industry. DOT is giving additional consideration to proposals that advance training related to maintenance of alternative energy, energy efficiency, or zero emission vehicles and facilities used in public transportation, as well as submissions that are geographically diverse, target areas with high rates of unemployment, and address current or projected workforce shortages in areas that require technical expertise.

EPA is announcing the availability of approximately $81 million in non-competitive, direct award funding from the Inflation Reduction Act of 2022 (IRA) for eligible state, local, Tribal and territorial air agencies to establish new ambient air monitoring sites, and maintain, operate, or upgrade existing ambient air monitoring networks. These funds provide critical resources to ensure the sustainability of national air quality monitoring networks as a public asset. The networks provide data to inform decision making that protects human health and the environment. Approximately $2 million of funding is also available to support the deployment and operation of air quality sensors in low-income and disadvantaged communities across the United States.

The purpose of the grant is to accelerate and expand the strategic protection of healthy freshwater ecosystems and their watersheds across the country. EPA expects to issue a cooperative agreement to fund a single grantee to manage the Healthy Watersheds Consortium grant program and issue sub-awards on a competitive basis.

Congress established the Collaborative Forest Landscape Restoration Program (CFLRP) with Title IV of the Omnibus Public Land Management Act of 2009 (PDF, 40 KB) and reauthorized it in the Agriculture Improvement Act of 2018 Section 8629 (the Farm Bill). The purpose of the Collaborative Forest Landscape Restoration Program is to encourage the collaborative, science-based ecosystem restoration of priority forest landscapes and:encourage ecological, economic, and social sustainability;leverage local resources with national and private resources;facilitate the reduction of wildfire management costs, including through re-establishing natural fire regimes and reducing the risk of uncharacteristic wildfire;demonstrate the degree to which various ecological restoration techniques achieve ecological and watershed health objectives; and,encourage utilization of forest restoration by-products to offset treatment costs, to benefit local rural economies, to and improve forest health.

Most climate change studies to date have lacked integration between the study of organismal mechanisms involved in the response to changing climates and eco-evolutionary approaches. This solicitation calls for proposals that integrate the study of genomic, physiological, structural, developmental, neural, or behavioral mechanisms of organismal response to climate change (ORCC) with eco-evolutionary approaches to better manage the effects of a rapidly changing climate on earth’s living systems. Specific areas of emphasis include but are not limited to: integrating physiology and genomics into the next generation of species distribution models; mechanistic understanding of plastic responses to climate change; functional genomics of organismal response to climate change; the role biological interactions play in organismal responses to climate change; and improving our ability to predict how organisms will respond to climate change and the consequences these responses will have across biological scales.

Deadline: August 1, 2024.  Microbes and communities of microbes have remarkable genetic, physiological and biochemical diversity, allowing them to flourish in environments all over the planet and in a variety of substrates and hosts. The goal of this solicitation is to support research that addresses one or more of the three themes: 1) define the underlying mechanisms or rules that drive the formation, maintenance or evolution of synthetic microbial communities, 2) use synthetic microbial communities to address fundamental biological questions, including questions in molecular biology, cellular/organismal biology, ecology and evolution and/or 3) build synthetic communities with biotechnology, bioeconomy or environmental engineering applications, including but not limited to the production of novel biorenewable chemicals, biodegradation of recalcitrant or “forever chemicals,” enabling a circular bioeconomy, fostering sustainable agriculture and mitigating the impacts of climate change.

Deadline passed. Most recent deadline: May 31, 2023. The NSF is calling for planning proposals for advancing inclusive wildland fire science via diverse knowledge systems. Proposals that aim to develop a deeper understanding of wildland fire as integrated social-cultural-ecological-technological systems and improve education across multiple levels, in informal settings and/or formal settings spanning pre-college through post-secondary levels, are also encouraged. Budget requests may not exceed $100,000 per year, with a duration of up to two years. Prospective investigators must submit a two-page description of the proposal concept to wildlandfire@nsf.gov.

The Rural Utilities Service (RUS or the Agency), a Rural Development (RD) agency of the United States Department of Agriculture (USDA), announces the acceptance of applications for Broadband Technical Assistance (BTA) for Fiscal Year (FY) 2023. Broadband Technical Assistance provides competitive cooperative agreement funding to eligible entities to receive or deliver broadband technical assistance and training that promotes the expansion of broadband into rural areas. Examples of broadband technical assistance projects may include conducting feasibility studies, completing network designs, and developing broadband financial assistance applications.The Agency encourages applicants to consider projects that will advance the following key priorities:Assisting rural communities recover economically through more and better market opportunities and through improved infrastructure;Ensuring all rural residents have equitable access to RD programs and benefits from RD funded projects; andReducing climate pollution and increasing resilience to the impacts of climate change through economic support to rural communities.In addition, the Agency encourages applicants to work with the Rural Partners Network. The Rural Partners Network is an all-of-government program that demonstrates to rural America that the federal government can work differently to serve their unique needs in a way this is community-centered and locally-driven. RPN is a recognition by the Biden Administration that it is time to do more for rural communities. Applicants to this funding opportunity are encouraged to include RPN Community Networks in their proposals by identifying Community Networks as collaborative partners or recipients of service.

Rolling Deadline. The Rural Economic Development Loan and Grant program provides funding for rural projects through local utility organizations. USDA provides zero-interest loans to local utilities which they, in turn, pass through to local businesses (ultimate recipients) for projects that will create and retain employment in rural areas. The ultimate recipients repay the lending utility directly. The utility is responsible for repayment to USDA.

The USDA Rural Development High Energy Costs Grant assists energy providers and other eligible entities in lowering energy costs for families and individuals in areas with extremely high per-household energy costs (275 percent of the national average or higher.) Recent Deadline: 3/22/2021.  Since 2008, FNS has awarded funding each fiscal year for nutrition education projects through Food Distribution Program Nutrition Education (FDPNE) grants. Indian Tribal Organizations (ITOs) and State agencies (SAs) that have a direct agreement with FNS to administer FDPIR are eligible to apply for funds to conduct projects that provide nutrition information and services to FDPIR participants. The overall goal of the FDPNE grant program is to improve the likelihood that persons eligible for FDPIR will make healthy food choices consistent with the current Dietary Guidelines for Americans and USDA MyPlate Guidance. The project requirements for FDPNE grants are loosely based on the SNAP Education Plan Guidance. FNS selects components of The 2015-2020 Dietary Guidelines for Americans for development of FDPNE program goals. Nutrition education services are a combination of educational strategies and learning experiences, accompanied by supporting policy, systems, and environmental interventions, designed to facilitate the voluntary adoption of food choices and other nutrition-related behaviors conducive to the health and well-being of participants. In the context of this grant program, nutrition education should focus on how USDA Foods in the FDPIR food package may be used to contribute to a healthy diet. The Indian Tribal Organization (ITO) or State Agency (SA) shall work with appropriate organizations and partners such as: extension agents, registered dieticians, diabetes coordinators, and public health nutrition professionals to provide food and nutrition information, recipes, or cooking demonstrations, as appropriate for households who participate or are eligible to participate in the FDPIR program. The ITO or SA shall provide nutrition education and information specific to the foods included in the FDPIR food package to improve the health of FDPIR participating households.

The initiative extends the foundation’s work beyond the school day, to provide children with access to fresh fruit and vegetables afterschool, on the weekends, during summer breaks and in other creative venues. The program provides $25,000 in grants to local community organizations and groups that share the United Fresh Start Foundation’s commitment to increasing kids’ access to fresh produce, helping them develop healthy habits to last a lifetime. Grants will support programs, events and/or activities that increase children’s access to fresh produce.

Deadline passed. Most recent deadline: March 31, 2022. This program provides guaranteed loan financing and grant funding to agricultural producers and rural small businesses for renewable energy systems or to make energy-efficiency improvements. Agricultural producers may also apply for new energy-efficient equipment and new system loans for agricultural production and processing. Increasing energy efficiency and developing more renewable-energy systems is cost effective and reduces the consumption of fuels that generate greenhouse gases, which contribute to climate change. The Agricultural Conservation Easement Program (ACEP) protects the agricultural viability and related conservation values of eligible land by limiting nonagricultural uses which negatively affect agricultural uses and conservation values, protect grazing uses and related conservation values by restoring or conserving eligible grazing land, and protecting and restoring and enhancing wetlands on eligible land. ACEP has two components:Agricultural Land Easements (ALE) help private and tribal landowners, land trusts, and other entities such as state and local governments protect croplands and grasslands on working farms and ranches by limiting non-agricultural uses of the land through conservation easements.Wetland Reserve Easements (WRE) help private and tribal landowners protect, restore and enhance wetlands which have been previously degraded due to agricultural uses.

he Emergency Forest Restoration Program (EFRP) helps the owners of non-industrial private forests restore forest health damaged by natural disasters. The EFRP does this by authorizing payments to owners of private forests to restore disaster damaged forests.

The local FSA County Committee implements EFRP for all disasters with the exceptions of drought and insect infestations. In the case of drought or an insect infestation, the national FSA office authorizes EFRP implementation.

Deadline passed as of December 5, 2016. Deadline for 2017 unknown.Contingent upon available funds the Northwest Climate Hub requests proposals to support our mission to serve farms, forests and rangelands in a changing climate. An estimated amount of $350,000 is available for approximately 5-10 projects. There are additional funds available (at least $50,000) to fund one proposal that is designed to assist the NW Climate Hub in serving Alaska, such as efforts focused on Alaska meeting its food security needs under climate change.

Applications accepted continuously. Meant to fund water and waste disposal systems in rural Alaskan Villages. Funds must be used for development and construction of water and wastewater systems to correct dire health and sanitation conditions in those villages. Many communities in remote rural Alaska, where villages are accessible by plane or boat only, are essentially inaccessible during the long, hard winters. They lag far behind the lower 48 States in having safe and dependable drinking water and suitable waste disposal systems available. Construction costs are extremely high. This is due in part to the severe weather conditions, which makes laying pipe difficult, if not impossible. These conditions also require the use of insulated pipe, or in areas of permafrost, above ground utilidors, often with heat traced insulated pipe. The vast distances from the transportation hub of Anchorage to a village increases costs substantially as the material must be delivered by barge or air.

Deadline for 2017 unknown. The 2501 Program provides funding to eligible organizations for training and technical assistance projects designed to assist socially disadvantaged and veteran farmers and ranchers in owning and operating viable agricultural enterprises. The 2501 Program extends USDA's capacity to work with members of farming and ranching communities by funding projects that enhance the equitable participation of socially disadvantaged and veteran farmers and ranchers in USDA programs. It is OAO's (Office of Advocacy and Outreach) intention to build lasting relationships between USDA, awardee organizations, and socially disadvantaged and veteran farmers and ranchers.

The Indigenous Animals Harvesting and Meat Processing Grant (IAG) Program will provide up to $50 million to improve tribal nations’ food and agricultural supply chain resiliency by developing and expanding value-added infrastructure related to meat from indigenous animals like bison, reindeer or salmon. The program will fund projects that focus on expanding local capacity for the harvesting, processing, manufacturing, storing, transporting, wholesaling or distribution of indigenous meats.

In the Agriculture and Natural Resources Science for Climate Variability and Change Challenge Area RFA, specific program areas are designed to achieve the long-term outcome of reducing the use of energy, nitrogen, reducing GHG emissions from practices, and water in the production of food, feed, fiber, and fuel; reduce GHG emissions from these agroecosystems; and increase carbon sequestration. Project types supported by AFRI within this RFA include multi-function integrated research, education, and/or extension projects and Food and Agricultural Science Enhancement (FASE) Grants.
