The Tribal Climate Change Funding Guide is intended to provide up-to-date information on grants, programs and plans that may assist tribes in addressing climate change through a broad range of sectors. We will update this guide regularly, so please check back often. If you have questions or updates for this guide, email: kathy@uoregon.edu. Please note that for entries that are accepting applications continuously, the grant deadline column will list "12/31/2024" as the grant deadline. This ensures that those grants will appear immediately after those grants with a set deadline.

Farm Business Management and Benchmarking Competitive Grants Program USDA

Bureau of Land Management National Interagency Fire Center (NIFC) Fuels Management and Community Fire Assistance Program DOI, BLM, NIFC

Planning Proposals to Catalyze Innovative and Inclusive Wildland Fire Science through Diverse Collaborations US National Science Foundation (NSF)

Proposals that aim to develop a deeper understanding of wildland fire as integrated social-cultural-ecological-technological systems and improve education across multiple levels, in informal settings and/or formal settings spanning pre-college through post-secondary levels, are also encouraged. Budget requests may not exceed $100,000 per year, with a duration of up to two years. Prospective investigators must submit a two-page description of the proposal concept to wildlandfire@nsf.gov.

The FY 2022 Assistance to Firefighter Grants (AFG) FEMA

Deadline passed. Most recent deadline: February 10, 2023. The purpose of the AFG Program is to enhance the safety of the public and firefighters with respect to fire and fire-related hazards. The program provides direct financial assistance to eligible fire departments, nonaffiliated emergency medical service (EMS) organizations, and State Fire Training Academies (SFTA). The funds provide critically needed resources that equip and train emergency personnel to recognized standards, enhance operational efficiencies, foster interoperability, and support community resilience.Since 2001, AFG has helped firefighters and other first responders obtain critically needed equipment, protective gear, emergency vehicles, training and other resources necessary for protecting the public and emergency personnel from fire and related hazards.In awarding grants, the Administrator of FEMA is required to consider the following:The findings and recommendations of the Technical Evaluation Panel (TEP).The degree to which an award will reduce deaths, injuries, and property damage by reducing the risks associated with fire related and other hazards.The extent of an applicant’s need for an AFG grant and the need to protect the United States as a whole.The number of calls requesting or requiring a firefighting or emergency medical response received by an applicant.

Staffing for Adequate Fire & Emergency Response Grants FEMA

Deadline past 2018. Deadline unknown for 2019. The Staffing for Adequate Fire and Emergency Response Grants (SAFER) was created to provide funding directly to fire departments and volunteer firefighter interest organizations to help them increase or maintain the number of trained, "front line" firefighters available in their communities. The goal of SAFER is to enhance the local fire departments' abilities to comply with staffing, response and operational standards established by the NFPA (NFPA 1710 and/or NFPA 1720).

Bureau of Indian Affairs Fish Hatchery Maintenance Program Bureau of Indian Affairs (BIA)

Most recent deadline: January 13,2023. The Bureau of Indian Affairs has announced plans to provide funding for fish (and/or shellfish) hatchery maintenance initiatives, within the eligible jurisdictions focused on in the program. Federally-recognized Tribes may submit project proposals to the Fish Hatchery Maintenance Program contact at their Bureau of Indian Affairs (BIA) Regional Office. Project proposals are scored according to published ranking criteria, with the highest-scoring projects receiving funding.

Partners for Fisheries Monitoring Program DOI, FWS

Deadline Passed 01/13/2023. Deadline Unknown for 2024. The Department of the Interior, U.S. Fish and Wildlife Service, Office of Subsistence Management (OSM) administers the Partners for Fisheries Monitoring Program (Partners Program). OSM is seeking proposals for the Partners Program that strengthen Alaska Native and rural involvement in Federal subsistence management. The Partners Program is a competitive grant that is directed at providing funding for biologists, social scientists and outreach/educator positions in Alaska Native and rural nonprofit organizations with the intent of increasing the organizations ability to participate in Federal subsistence management. In addition, the program supports a variety of opportunities for local, rural students to connect with subsistence resource monitoring and management through science camps and paid internships. Flood Mitigation Assistance Program FEMA

Deadline passed. Most recent deadline: January 27, 2023. The Flood Mitigation Assistance Program is a competitive grant program that provides funding to states, local communities, federally recognized tribes and territories. Funds can be used for projects that reduce or eliminate the risk of repetitive flood damage to buildings insured by the National Flood Insurance Program. FEMA chooses recipients based on the applicant’s ranking of the project and the eligibility and cost-effectiveness of the project. FEMA requires state, local, tribal and territorial governments to develop and adopt hazard mitigation plans as a condition for receiving certain types of non-emergency disaster assistance, including funding for hazard mitigation assistance projects. 2023 Flood Mitigation Assistance Swift Funding Opportunity Federal Emergency Management Agency 1/15/2025

Deadline for Applications, January 15, 2025. The Flood Mitigation Assistance Swift Current (Swift Current) effort provides funding to mitigate buildings insured through the National Flood Insurance Program (NFIP) after a major disaster declaration following a flood-related disaster event to reduce risk against future flood damage. Structures that are considered substantially flood-damaged during and after a flood event are eligible for Swift Current. Once a disaster declaration is issued, the local community can submit a project for consideration.

Local Food Purchase Assistance Program USDA

Deadline passed. Most recent deadline: April 5, 2022. The Agricultural Marketing Service (AMS) will establish cooperative agreements with state and tribal governments for the purpose of supporting local, regional, and socially disadvantaged farmers/producers through food purchasing under the Build Back Better Initiative. These cooperative agreements will allow for entities to procure local, domestic foods that are unique to their geographic area and meet the needs of the populations. United Fresh Start Foundation Community Grants Program USDA

The initiative extends the foundation’s work beyond the school day, to provide children with access to fresh fruit and vegetables afterschool, on the weekends, during summer breaks and in other creative venues. The program provides $25,000 in grants to local community organizations and groups that share the United Fresh Start Foundation’s commitment to increasing kids’ access to fresh produce, helping them develop healthy habits to last a lifetime. Agriculture and Food Research Initiative - Food Safety Challenge Area USDA, NIFA

Deadline for 2018 unknown.This AFRI Challenge Area promotes and enhances the scientific discipline of food safety, with an overall aim of protecting consumers from microbial and chemical contaminants that may occur during all stages of the food chain, from production to consumption. This requires an understanding of the interdependencies of human, animal, and ecosystem health as it pertains to foodborne pathogens. The long-term outcome for this program is to support the development and deployment of science based knowledge to improve the safety and nutritional quality of food without sacrificing flavor, acceptability, and affordability. In order to achieve this outcome, this program will support multi-function Integrated Research, Education, and/or Extension Projects, and Food and Agricultural Science Enhancement (FASE) Grants that address the Program Area Priority, Effective Mitigation Strategies for Antimicrobial Resistance (see Food Safety RFA for details).

Agriculture and Food Research Initiative - Water for Food Production Systems Challenge Area NIFA

This AFRI Challenge Area focuses on multidisciplinary systems approaches, which integrate new technologies and strategic management that solve water availability and quality challenges in food production systems. The long-term goal of this program is to sustainably increase agricultural productivity and availability of safe and nutritious food while significantly reducing water use and preserving water quality. The projects are expected to transform how abundant, safe, and nutritious food is produced, processed, distributed, and consumed within the limits of available water from traditional and non-traditional sources. Indigenous Animals Harvesting and Meat Processing Grant (IAG) Program USDA

Deadline passed. Most recent deadline: July 19, 2023. The Indigenous Animals Harvesting and Meat Processing Grant (IAG) Program will provide up to $50 million to improve tribal nations’ food and agricultural supply chain resiliency by developing and expanding value-added infrastructure related to meat from indigenous animals like bison, reindeer or salmon. GATHER Food Sovereignty Grant First Nations Development Institute

Most recent deadline: 1/14/2021. With the generous support of the Indigenous Peoples Fund at Tides Foundation, First Nations will establish a Gather Food Sovereignty Grant that will support work contributing to building a national movement that will fulfill a vision of Native communities and food systems that are self-directed, well-resourced and supported by community policies and systems. This opportunity is targeting emerging projects that focus on developing Tribal Food Sovereignty. Food Sovereignty Fund Na’ah Illahee Fund

Innovations at the Nexus of Food, Energy and Water Systems National Science Foundation

Deadline Passsed 09/26/2018. Deadline Unknown for 2019. Humanity is reliant upon the physical resources and natural systems of the Earth for the provision of food, energy, and water (FEW). It is becoming imperative that we determine how society can best integrate across the natural and built environments to provide for a growing demand for food, water and energy while maintaining appropriate ecosystem services. The overarching goal of INFEWS is to catalyze the well-integrated interdisciplinary research efforts to transform scientific understanding of the FEW nexus in order to improve system function and management, address system stress, increase resilience, and ensure sustainability. This interagency cooperation allows the partner agencies - National Science Foundation (NSF) and the United States Department of Agriculture National Institute of Food and Agriculture (USDA/NIFA) - to combine resources to identify and fund the most meritorious and highest-impact projects that support their respective missions.

NIF Food Soveriegnty Grant Opportunity Na'ah Illahee Fund

Na’ah Illahee Fund (NIF) provides resources for Native Communities across the Pacific Northwest who are located in Alaska, Idaho, Montana, Oregon, Washington and British Columbia. As Native people, Na’ah Illahee sees the land as a living entity and tailors all of our community work and grantmaking to support this concept. We work in relationship with Mother Earth to strengthen her living systems in acts of support, reciprocity and respect. NIF places a high value on sharing old teachings of growing and harvesting our own foods and medicines. We encourage sharing of these teachings in new ways. NIF is looking to provide grants to community based food program efforts led by Native people. NIF also encourages the teachings and sustaining of hunting and fishing practices and those being passed on to the younger generations. The COVID-19 pandemic has had a disproportionate impact on Native Communities and has shed light on the structural inequities in access to basic needs such as food. As we move forward from COVID to post-pandemic, we strive to advance a “just recovery” by helping tribal communities, to not only meet the healthy food needs of the people, but to support their right to choose their own foods into the future. NIF seeks to preserve our gather, hunter, grower way of life by funding organizations who help preserve these cultural practices.

Food Insecurity Nutrition Incentive (FINI) Grant Program USDA - FNS (Food and Nutrition Service)

The Food Insecurity Nutrition Incentive (FINI) Grant Program supports projects to increase the purchase of fruits and vegetables among low-income consumers participating in the Supplemental Nutrition Assistance Program (SNAP) by providing incentives at the point of purchase. There are three categories of projects: (1) FINI Pilot Projects (awards not to exceed a total of $100,000 over one year); (2) Multi-year, community-based FINI Projects (awards not to exceed a total of $500,000 over no more than four years); and (3) Multi-year, FINI Large-Scale Projects (awards of $500,000 or more over no more than four years).

Farm to School Grant USDA - FNS (Food and Nutrition Service)

Deadline passed as of December 8, 2016. Deadline for 2017 unknown. The USDA Food and Nutrition Service (FNS) is charged with implementing the Farm to School Program. In this funding cycle, USDA anticipates awarding approximately $6 million in grant funding to support efforts that improve access to local foods in schools. Beyond the $5 million in funding provided in the HHFKA, in fiscal year (FY) 2016 USDA anticipates the availability of an additional $1 million, subject to appropriation, in grant funding to support placement of volunteer service members (e.g. AmeriCorps, VISTA, local service corps programs, etc.) in schools throughout the country to build or maintain school gardens, incorporate nutrition education into the schools’ culture, and support school food service personnel in procuring or promoting local and regional products for the school meal program - See link for more.
