The USDA Rural Business Cooperative-Service Agency is accepting applications for Renewable Energy Systems and Energy Efficiency Improvement Guaranteed Loans to assist agricultural producers and rural small businesses with evaluating energy efficiency and the potential to incorporate renewable energy technologies into their operations.

he Emergency Forest Restoration Program (EFRP) helps the owners of non-industrial private forests restore forest health damaged by natural disasters. The EFRP does this by authorizing payments to owners of private forests to restore disaster damaged forests.

The local FSA County Committee implements EFRP for all disasters with the exceptions of drought and insect infestations. In the case of drought or an insect infestation, the national FSA office authorizes EFRP implementation.

The Rural Utilities Service (RUS or the Agency), a Rural Development (RD) agency of the United States Department of Agriculture (USDA), announces the acceptance of applications for Broadband Technical Assistance (BTA) for Fiscal Year (FY) 2023. Broadband Technical Assistance provides competitive cooperative agreement funding to eligible entities to receive or deliver broadband technical assistance and training that promotes the expansion of broadband into rural areas. Examples of broadband technical assistance projects may include conducting feasibility studies, completing network designs, and developing broadband financial assistance applications.The Agency encourages applicants to consider projects that will advance the following key priorities:Assisting rural communities recover economically through more and better market opportunities and through improved infrastructure;Ensuring all rural residents have equitable access to RD programs and benefits from RD funded projects; andReducing climate pollution and increasing resilience to the impacts of climate change through economic support to rural communities.In addition, the Agency encourages applicants to work with the Rural Partners Network. The Rural Partners Network is an all-of-government program that demonstrates to rural America that the federal government can work differently to serve their unique needs in a way this is community-centered and locally-driven. RPN is a recognition by the Biden Administration that it is time to do more for rural communities. Applicants to this funding opportunity are encouraged to include RPN Community Networks in their proposals by identifying Community Networks as collaborative partners or recipients of service.

Communities are invited to apply for assistance from Local Foods, Local Places, a new program supported by the U.S. Department of Agriculture (USDA), the U.S. Environmental Protection Agency (EPA), the U.S. Department of Transportation (DOT), the Appalachian Regional Commission (ARC), and the Delta Regional Authority (DRA) to help create more livable places by promoting local foods. Deadline passed. Most recent deadline: March 31, 2022. This program provides guaranteed loan financing and grant funding to agricultural producers and rural small businesses for renewable energy systems or to make energy-efficiency improvements. Agricultural producers may also apply for new energy-efficient equipment and new system loans for agricultural production and processing. Increasing energy efficiency and developing more renewable-energy systems is cost effective and reduces the consumption of fuels that generate greenhouse gases, which contribute to climate change. Deadline for 2017 unknown.The VAPG program helps agricultural producers enter into value-added activities related to the processing and/or marketing of bio-based, value-added products. Generating new products, creating and expanding marketing opportunities, and increasing producer income are the goals of this program. You may receive priority if you are a beginning farmer or rancher, a socially-disadvantaged farmer or rancher, a small or medium-sized farm or ranch structured as a family farm, a farmer or rancher cooperative, or are proposing a mid-tier value chain. Grants are awarded through a national competition. Each fiscal year, applications are requested through a notice published in the Federal Register and through an announcement posted on Grants.gov.

The Agency will make grants to public bodies and private nonprofit corporations, (such as States, counties, cities, townships, and incorporated towns and villages, boroughs, authorities, districts, and Indian tribes on Federal and State reservations) to provide associations Technical Assistance and/or training with respect to essential community facilities programs. The Technical Assistance and/or training will assist communities, Indian Tribes, and Nonprofit Corporations to identify and plan for community facility needs that exist in their area. Once those needs have been identified, the Grantee can assist in identifying public and private resources to finance those identified community facility needs.

This extension is eligible for expenses in 2020 and 2021. The purpose of this program is to support research, education/teaching, and extension projects that increase participation by women and underrepresented minorities from rural areas in STEM. NIFA intends this program to address educational needs within broadly defined areas of food, agriculture, natural resources, and human (FANH) sciences. WAMS-funded projects improve the economic health and viability of rural communities by developing research and extension initiatives that focus on new and emerging employment opportunities in STEM occupations.

Deadline Unknown for 2019. The purpose of the Targeted States program is to deliver crop insurance education and information to U.S. agricultural producers in States where there is traditionally, and continues to be a low level of Federal crop insurance participation and availability, and producers are underserved by the Federal crop insurance program. These states, defined as Targeted States for the purposes of this RFA, are Alaska, Connecticut, Delaware, Hawaii, Maine, Maryland, Massachusetts, Nevada, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Utah, Vermont, West Virginia, and Wyoming. Any cooperative agreements that may be funded will not exceed the maximum funding amount established for each of the Targeted States. Recipients must agree to the substantial involvement of RMA in the project.

Deadline: Year round with periodic ranking cycles announced. The Agricultural Conservation Easement Program (ACEP) protects the agricultural viability and related conservation values of eligible land by limiting nonagricultural uses which negatively affect agricultural uses and conservation values, protect grazing uses and related conservation values by restoring or conserving eligible grazing land, and protecting and restoring and enhancing wetlands on eligible land. ACEP has two components:Agricultural Land Easements (ALE) help private and tribal landowners, land trusts, and other entities such as state and local governments protect croplands and grasslands on working farms and ranches by limiting non-agricultural uses of the land through conservation easements.Wetland Reserve Easements (WRE) help private and tribal landowners protect, restore and enhance wetlands which have been previously degraded due to agricultural uses.

The Food Insecurity Nutrition Incentive (FINI) Grant Program supports projects to increase the purchase of fruits and vegetables among low-income consumers participating in the Supplemental Nutrition Assistance Program (SNAP) by providing incentives at the point of purchase. There are three categories of projects: (1) FINI Pilot Projects (awards not to exceed a total of $100,000 over one year); (2) Multi-year, community-based FINI Projects (awards not to exceed a total of $500,000 over no more than four years); and (3) Multi-year, FINI Large-Scale Projects (awards of $500,000 or more over no more than four years).

Deadline passed as of December 8, 2016. Deadline for 2017 unknown. The USDA Food and Nutrition Service (FNS) is charged with implementing the Farm to School Program. In this funding cycle, USDA anticipates awarding approximately $6 million in grant funding to support efforts that improve access to local foods in schools. Beyond the $5 million in funding provided in the HHFKA, in fiscal year (FY) 2016 USDA anticipates the availability of an additional $1 million, subject to appropriation, in grant funding to support placement of volunteer service members (e.g. AmeriCorps, VISTA, local service corps programs, etc.) in schools throughout the country to build or maintain school gardens, incorporate nutrition education into the schools’ culture, and support school food service personnel in procuring or promoting local and regional products for the school meal program - See link for more.

Deadline: February 28, 2025. USDA Forest Service announced the Community Wildfire Defense Grant to assist at-risk local communities and Tribal Nations with planning and mitigating against the risk created by wildfire. There are two primary project types for which the grant provides funding: 1) The development and revising of Community Wildfire Protection Plans (CWPP), and 2) The implementation of projects described in a CWPP that is less than ten years old. Example project activities may include developing CWPPs, planning projects, hazardous fuels reduction and restoration projects, and wildfire prevention, education, and outreach. There is a $250,000 maximum cap for the creation or updating of a CWPP and a $10 million maximum cap for implementing a project described within a CWPP less than 10 years old. Projects must be completed within 5 years. The purpose of the Landscape Scale Restoration competitive grant program is to encourage collaborative, science-based restoration of priority rural forest landscapes. This program supports high impact projects that lead to measurable outcomes on the landscape, leverage public and private resources, and further priorities identified in science-based restoration strategies. This funding opportunity is for Federally recognized Tribes, Alaska Native Corporations/Villages, and Tribal organizations as defined in 25 USC 5304. Deadline is Ongoing. The 1994 Land-Grants use Equity to support faculty who develop classes and degree programs that teach science and math to Native Americans. The programs focus on agriculture, natural resources and human sciences. The faculty strive to graduate students who can achieve their life goals. Since many 1994 Land-Grants are two-year schools, some students aspire to advanced degrees. Other students seek training to begin a vocational career in agriculture. Still other students want to earn certifications just to improve their daily lives. Faculty have used Equity funding to help build laboratories, conduct remedial courses, create new degree programs in forestry and provide students stipends so they can complete their education. The goal is to graduate empowered students who can embrace their future with new skills and knowledge.
