The Tribal Climate Change Funding Guide is intended to provide up-to-date information on grants, programs and plans that may assist tribes in addressing climate change through a broad range of sectors. We will update this guide regularly, so please check back often. Funding available to help Oregon landowners mitigate effects of drought USDA Natural Resources Conservation Service (NRCS)

In Oregon, NRCS will focus the funding on cropland, rangeland and forestry conservation practices. For cropland practices, NRCS will assist producers with planting and managing cover crops and implementing emergency soil erosion measures. These practices will help farmers protect the soil from erosion, promote more organic matter in the soil, and aid in better water infiltration.

Innovations at the Nexus of Food, Energy and Water Systems National Science Foundation

Deadline Passsed 09/26/2018. Deadline Unknown for 2019. Humanity is reliant upon the physical resources and natural systems of the Earth for the provision of food, energy, and water (FEW). It is becoming imperative that we determine how society can best integrate across the natural and built environments to provide for a growing demand for food, water and energy while maintaining appropriate ecosystem services. The overarching goal of INFEWS is to catalyze the well-integrated interdisciplinary research efforts to transform scientific understanding of the FEW nexus in order to improve system function and management, address system stress, increase resilience, and ensure sustainability. This interagency cooperation allows the partner agencies - National Science Foundation (NSF) and the United States Department of Agriculture National Institute of Food and Agriculture (USDA/NIFA) - to combine resources to identify and fund the most meritorious and highest-impact projects that support their respective missions.

Climate Action Fund Grant Rainforest Action Network 12/31/2024

Rolling Deadline. The Climate Action Fund (CAF) was established in 2009 to award small grants to frontline community groups that are fighting to prevent fossil fuels from being extracted and/or the construction of large point sources of greenhouse gas emissions. CAF is a grassroots alternative to carbon offset programs. Instead of purchasing carbon credits, funds will be used to empower frontline communities to keep fossil fuels in the ground where they belong. Grants generally do not exceed $2,500. Cooperative Endangered Species Conservation Fund U.S. Department of the Interior, U.S. Department of Fish and Wildlife

Recognizing that more than half of all species listed as endangered or threatened spend at least part of their life cycle on private land, the U.S. Fish and Wildlife Service began working with private landowners to foster stewardship on private lands. To encourage this cooperation, the service has four grant programs available through the Cooperative Endangered Species Conservation Fund. These programs include Traditional Conservation Grants, Habitat Conservation Planning Assistance Grants, Habitat Conservation Plan Land Acquisition Grants, and Recovery Land Acquisition Grants.

Consumer Recycling Education and Outreach Grant Program EPA

Deadline passed. Most recent deadline: February 15, 2023. The EPA is seeking applications proposing projects that inform the public about new or existing residential or community recycling programs; provide information about the recycled materials that are accepted as part of a residential or community recycling program that provides for the separate collection of residential solid waste from recycled material; and increases collection rates and decreases contamination in residential and community recycling programs. Projects will improve consumer recycling education with the goal of achieving separate collection of recycled material across the nation, maximizing the efficient reuse of materials, and identifying strategies that otherwise result in an increase in volume of recyclable materials. The EPA also recognizes and encourages applications that demonstrate evidence-based messaging and strategies associated with effective communication campaigns designed to increase prevention, reuse, repair, remanufacture, recycling, anaerobic digestion, and composting in communities and/or decrease contamination in the recycling stream. This approach to community-informed messaging goes beyond education only by emphasizing researching the audience, building trust, and reducing audience barriers while emphasizing benefits for desired action.In addition, the EPA is seeking applications for recycling education and outreach projects that address environmental justice concerns and focus predominantly on addressing the disproportionate and adverse human health, environmental, climate-related and other cumulative impacts, as well as the accompanying economic challenges of such impacts, resulting from industrial, governmental, commercial and/or other actions that have affected and/or currently affect people/communities of color, low income, tribal, and indigenous populations, and if applicable, other vulnerable populations, such as the elderly, children, and those with pre-existing medical conditions. Socially-Disadvantaged Groups Grant Department of Agriculture, Business and Cooperative Programs

The Rural Business-Cooperative Service announces the availability of $3,000,000 in competitive grant funds for the FY 2019 Socially-Disadvantaged Groups Grant (SDGG) program. The purpose of this program is to provide technical assistance to Socially-Disadvantaged Groups in rural areas.  Eligible applicants include Cooperatives, Groups of Cooperatives, and Cooperative Development Centers.  This program supports Rural Development’s (RD) mission of improving the quality of life for rural Americans and commitment to directing resources to those who most need them.

FY 2017 and FY 2018 Training and Technical Assistance to Improve Water Quality and Enable Small Public Water Systems to Provide Safe Drinking Water Environmental Protection Agency

The U.S. Environmental Protection Agency (EPA) is soliciting applications from eligible applicants as described in Section III.A to provide training and technical assistance for small public water systems to help such systems achieve and maintain compliance with the Safe Drinking Water Act (SDWA), and to provide training and technical assistance for small publicly owned wastewater systems, communities served by onsite/decentralized wastewater systems, and private well owners to improve water quality under the Clean Water Act (CWA). Training and technical assistance activities provided to these systems, communities and private well owners should be made available nationally in rural and urban communities and to personnel of tribally- owned and operated systems.

Coastal Research Application Funding Opportunity Sea Grant and the U.S. Coastal Research Program (USCRP)

Most recent deadline: June 15, 2022. Sea Grant and the U.S. Coastal Research Program (USCRP) announced a new funding opportunity for collaborative projects to integrate research, its application, and community engagement in thematic areas of long-term coastal evolution, extreme storms, and human and ecosystem health. Proposals should address the needs or gaps that have been identified by or are evident from USCRP-funded projects, to move research project findings toward application through service delivery and decision support for coastal community decision-makers, planners, and other coastal stakeholders. It is anticipated that approximately $4,000,000 will be available to fund 10-20 projects at up to $150,000 over two years (Tier 1) or up to $500,000 over four years (Tier 2). Community Facilities Technical Assistance and Training Grant USDA

The Agency will make grants to public bodies and private nonprofit corporations, (such as States, counties, cities, townships, and incorporated towns and villages, boroughs, authorities, districts, and Indian tribes on Federal and State reservations) to provide associations Technical Assistance and/or training with respect to essential community facilities programs. The Technical Assistance and/or training will assist communities, Indian Tribes, and Nonprofit Corporations to identify and plan for community facility needs that exist in their area. Once those needs have been identified, the Grantee can assist in identifying public and private resources to finance those identified community facility needs.

Tribal Resilience and Ocean and Coastal Management and Planning DOI, BIA

Deadline Unknown for 2019. The Secretary of the Interior (Secretary), through the Office of Trust Services, Tribal Resilience Program (Program) hereby solicits proposals from federally recognized tribes to receive grants that support resilience and ocean and coastal management and planning. This program supports tribes preparing for extreme events and harmful environmental trends that impact tribal treaty and trust resources, economies, infrastructure, and human health and safety. The Program will provide funding for tribal projects that support tribal resilience and ocean and coastal management planning as tribes incorporate science (including Traditional Knowledge) and technical information to prepare for the impacts of extreme events and harmful environmental trends.

2018 Responsive Grants Program Sierra Health Foundation

Historic Preservation Fund Grants-in-Aid to Tribal Historic Preservation Offices Department of the Interior, National Parks Service

The purpose of this program is to provide grants to THPOs for the identification, evaluation, and protection of historic properties by such means as: survey, planning, technical assistance, development, education, expansion of the National Register of Historic Places, and to assist THPOs in carrying out the historic preservation activities that the Tribe agreed to assume from the State Historic Preservation Office, on tribal lands, under their Partnership agreement with the National Park Service. WaterSMART Applied Science Grants for Desert Landscape Conservation Cooperative LCC, BoR, DOI

Deadline passed as of May 16, 2017. Deadline for 2018 unknown. Through this Funding Opportunity Announcement (FOA), Reclamation is providing cost-shared funding on a competitive basis for applied science projects within the Desert LCC in fiscal year (FY) 2014. In general, this FOA provides funding for projects to analyze the impacts of climate change to natural or cultural resources that affect or are affected by water resources, and to develop tools to address those impacts within boundaries of the Desert LCC. More specifically, the funding categories in this FOA are based on two Critical Management Questions (CMQs) developed by the Desert LCC, including: (1) how to incorporate climate change information in the development of environmental flow needs for riparian species and habitat; and, (2) how changing wildfire regimes may impact the sensitive ecosystems within the Desert LCC.

Planning Proposals to Catalyze Innovative and Inclusive Wildland Fire Science through Diverse Collaborations US National Science Foundation (NSF)

Deadline passed. Most recent deadline: May 31, 2023. The NSF is calling for planning proposals for advancing inclusive wildland fire science via diverse knowledge systems. Proposals that aim to develop a deeper understanding of wildland fire as integrated social-cultural-ecological-technological systems and improve education across multiple levels, in informal settings and/or formal settings spanning pre-college through post-secondary levels, are also encouraged. Nonpoint Source Management Grants Under Clean Water Act Section 319 EPA

Tribes are eligible to receive Clean Water Act Section 319 grant funding to implement EPA-approved NPS programs. As required under the Clean Water Act, tribes must be approved for treatment in a similar manner as a state (TAS) and have an EPA-approved NPS assessment report and NPS management program to receive §319 funds. Each year, a §319-eligible tribe may apply for a base §319 grant that support their NPS management program, and they are eligible to compete nationally for additional §319 funds (competitive §319 grants) to implement on-the-ground projects to restore and protect their waters.

Energizing Rural Communities Prize DOE

The $15 million Energizing Rural Communities Prize challenges individuals and organizations to develop partnership plans or innovative financing strategies to help rural or remote communities improve their energy systems and advance clean energy demonstration projects. This prize is part of the $1 billion Energy Improvements in Rural or Remote Areas (ERA) Program, created by the U.S. Department of Energy’s Office of Clean Energy Demonstrations (OCED). The ERA Program supports projects that improve the resilience, reliability, safety, availability, and environmental performance of energy systems in rural or remote areas of the U.S. with populations of no more than 10,000 people.

Agriculture and Food Research Initiative- Sustainable Agricultural Systems USDA, NIFA

Community Wildfire Defense Grant USDA Forest Service

Deadline passed. Most recent deadline: October 7, 2022. This grant aims to assist at-risk communities and tribes in preparing against and reducing the risks due to wildfire by restoring and maintaining landscapes, creating fire adapted communities, and improving wildfire response. Up to $250K is available for qualifying community wildfire protection plan development or updates. Up to $10M is available for qualifying community wildfire protection plan implementation. Mini Grant Application for Partners for Places – Round 2. The Funders Network (TFN) and The Urban Sustainability Directors Network (USDN)

Most Recent Deadline: 7/30/2020. The Funders Network (TFN) and The Urban Sustainability Directors Network (USDN) offer the Partners for Places (P4P) fund to create or improve collaborative partnerships between local government leaders, place-based funders , and frontline community-led group(s). This grant opportunity intends to build these partnerships, so that the these groups can connect and align to produce work that advances an equitable sustainability project. The purpose is to address frontline community priorities and apply a racial equity approach to both collaboration and project planning / implementation. Review the most recent P4P invitation to apply here. Follow-on funding to awarded mini grants is competitive and not guaranteed. Mini grants strengthen the relationship between the applying partners in order to aid in the joint development of a full P4P application. Mini grant requests can be up to $10,000. Bridging Knowledge to Action The National Academies of Sciences Engineering Medicine

Most Recent Deadline: 8/27/2021. The Gulf Research Program (GRP) is seeking proposals from U.S. academic institutions or nonprofit organizations that demonstrate how the use of data can help state/local/tribal governments achieve more equitable outcomes associated with climate hazards or other disasters in order to address the priorities or needs of communities that are disproportionately at risk. Community Wood Energy and Wood Innovation Program U.S. Forest Service

Deadline Passed. Most recent deadline: March 23, 2023. The Community Wood Grant Program, launched in 2020, provides funding for grants to install thermally led community wood energy systems or to build innovative wood product manufacturing facilities. The Forest Service expects renewable wood energy systems installed under this program to use the most stringent control technologies.
