The Tribal Climate Change Funding Guide is intended to provide up-to-date information on grants, programs and plans that may assist tribes in addressing climate change through a broad range of sectors. We will update this guide regularly, so please check back often. FY18 Chesapeake Bay-Watershed Education and Training Program Department of Commerce

Chesapeake B-WET funds locally relevant, authentic experiential learning for K-12 audiences through Meaningful Watershed Educational Experiences (MWEEs) throughout the Chesapeake Bay watershed. MWEEs involve learning both outdoors and in the classroom as students engage in issue definition, outdoor field experiences, synthesis and conclusions, and action projects. The goal is to increase understanding and stewardship of the Chesapeake Bay and its local watersheds, including the rivers, upland streams, and natural habitats found throughout the region. Projects advance the environmental literacy goal of the Chesapeake Bay Watershed Agreement and the NOAA Education Strategic Plan.

FY18 Environmental Workforce Development and Job Training (EWJDT) Grants Environmental Protection Agency (EPA)

This notice announces the availability of funds and solicits proposals from eligible entities, including nonprofit organizations, to deliver Environmental Workforce Development and Job Training programs that recruit, train, and place local, unemployed and under-employed residents with the skills needed to secure full-time employment in the environmental field. Please note that eligible entities who received an EWDJT grant in Fiscal Year 2017 (FY17) are not eligible to apply for funding in FY18. While Environmental Workforce Development and Job Training Grants require training in brownfield assessment and/or cleanup, these grants also require that Hazardous Waste Operations and Emergency Response (HAZWOPER) training be provided to all individuals being trained. EPA encourages applicants to develop their curricula based on local labor market assessments and employers’ hiring needs, while also delivering comprehensive training that results in graduates securing multiple certifications.

FY18 National Climate Change & Wildlife Science Center Program DOI

FY19 Coral Reef Conservation Program, Domestic Coral Reef Conservation Grants NOAA, DOC

Deadline Passed 02/05/2019. Deadline Unknown for 2020. The NOAA Coral Reef Conservation Grant Program (CRCP), 16 USC §§ 6401-6409, provides matching grants of financial assistance through the Domestic Coral Reef Conservation Grant program to institutions of higher education, non-profit organizations, for-profit organizations, and local (as defined at 2 CFR § 200.64, which includes counties, municipalities, and cities) and Indian tribal government agencies. These awards are intended to support coral reef conservation projects in shallow water coral reef ecosystems, including reefs at mesophotic depths, in American Samoa, the Commonwealth of the Northern Mariana Islands, Florida, Guam, Hawaii, Puerto Rico, the U.S. Virgin Islands, and coral-dominated banks in the U.S. portions of the Gulf of Mexico. Projects may be proposed in the Northwestern Hawaiian Islands and the U.S. Pacific Remote Island Areas, but these locations are not considered geographic priorities under this announcement. Deadline Unknown for 2020. The Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended by the Brownfields Utilization, Investment, and Local Development (BUILD) Act (P.L. 115-141), requires the U.S. Environmental Protection Agency (EPA) to publish guidance for grants to assess and clean up brownfield sites. FY2018 Recovery Implementation Fund Grants FWS

This Recovery Implementation funding opportunity is intended for projects that will contribute to the recovery of FWS-managed endangered and threatened species in the United States, and is limited to projects carrying out actions described in a species approved recovery plan, in the implementation schedule of a species approved recovery plan, actions recommended in a completed 5-year status review of the species or in a spotlight species action plan, or projects documenting species response to climate change. FY2019 EDA Disaster Supplemental Economic Development Administration

Applications are accepted on a rolling basis. This investment assistance will help communtiies and regions devise and implement long-term economic recovery strategies through a variety of non-construction and construction projects, as appropriate, to address economic challenges in areas where a Presidential declaration of a major disaster was issued under the Robert T. GATHER Food Sovereignty Grant First Nations Development Institute

Most recent deadline: 1/14/2021. With the generous support of the Indigenous Peoples Fund at Tides Foundation, First Nations will establish a Gather Food Sovereignty Grant that will support work contributing to building a national movement that will fulfill a vision of Native communities and food systems that are self-directed, well-resourced and supported by community policies and systems. Glen Canyon Dam Adaptive Management Program DOI, BOR

Deadline Passed as of 2/23/2018. Deadline Unknown for 2019.The Glen Canyon Dam Adaptive Management Program (GCDAMP) was established for the long-term preservation and management of the cultural and natural resources of the Grand Canyon in accordance with the Grand Canyon Protection Act of 1992 (GCPA) and the National Historic Preservation Act of 1966 as amended (NHPA). Reclamation has determined that its operation of Glen Canyon Dam under the 2016 Record of Decision for the Glen Canyon Dam Long-Term Experimental and Management Plan is an undertaking (36 CFR 88.16y) that might result in changes to the character of downstream historic properties. To facilitate compliance, a Programmatic Agreement (PA) was entered into by Reclamation, the Western Region and Rocky Mountain Region of the National Park Service (NPS), the Advisory Council on Historic Preservation, the Arizona State Historic Preservation Officer, the Hopi Tribe, the Hualapai Tribe, the Navajo Nation, the Zuni Pueblo, and the Paiute Consortium. The GCDAMP, GCPA, NHPA, and PA all contain language mandating consultation with concerned Native American Tribes, for the identification, evaluation, and treatment of historic properties of significance to these Native American Tribes. The Kaibab Band of Paiute Indians’ participated in this process to identify, evaluate, monitor, and equally participate in the long-term management of all historic properties, sacred areas, and locations of traditional Paiute cultural use that are within the area affected by the operations of Glen Canyon Dam. The Tribe's participation in the GCDAMP is essential to ensuring that the tribal values are represented at the various program functions and to ensure effective government-to-government consultation on federal undertakings that may affect resources important to the Tribe. Grants for Rural and Native Alaskan Villages USDA 12/31/2024

Applications accepted continuously. Meant to fund water and waste disposal systems in rural Alaskan Villages. Funds must be used for development and construction of water and wastewater systems to correct dire health and sanitation conditions in those villages. Many communities in remote rural Alaska, where villages are accessible by plane or boat only, are essentially inaccessible during the long, hard winters. They lag far behind the lower 48 States in having safe and dependable drinking water and suitable waste disposal systems available. Construction costs are extremely high. This is due in part to the severe weather conditions, which makes laying pipe difficult, if not impossible. These conditions also require the use of insulated pipe, or in areas of permafrost, above ground utilidors, often with heat traced insulated pipe. The vast distances from the transportation hub of Anchorage to a village increases costs substantially as the material must be delivered by barge or air.

Grassroots Communities Mining Mini-Grant Program Indigenous Environmental Network, Western Mining Action Network

The IEN/WMAN Mining Mini-Grants Program offers financial grant assistance to communities threatened or adversely affected by mining in the U.S. and Canada. We recognize that mining activity often has detrimental impacts to all aspects of community and cultural well-being and IEN/WMAN encourages projects that strive to protect the environment, ecosystems, cultural resources, and community health from mining impacts. Great Basin LCC Project Funding LCC

The Great Basin LCC is excited to announce support for Science and Traditional Ecological Knowledge (TEK) projects for 2014. Great Lakes Restoration Initiative DOI, FWS

Deadline Passed 03/29/2019. Deadline Unknown for 2020. The goal of the Great Lakes Restoration Initiative is to target the most significant environmental problems in the Great Lakes ecosystem by funding and implementing federal projects that address these problems. As part of this initiative, the two bird habitat joint ventures that are in the Great Lakes watershed, the Upper Mississippi / Great Lakes Joint Venture and the Atlantic Coast Joint Venture, will be working with the Wildlife and Sport Fish Restoration programs in the Midwest and Northeast Regions of the U.S. Fish and Wildlife Service to competitively fund state and other partner projects for long-term habitat protection, restoration, or enhancement, for conservation of native Great Lakes fish and wildlife populations, particularly migratory birds. Preference will be given to activities that help meet the habitat goals of the Upper Mississippi / Great Lakes Joint Venture Implementation Plan or the Lower Great Lakes/St. Lawrence Plain (BCR 13) Bird Conservation Region Plan, other relevant bird conservation plans, and State Wildlife Action Plans.

This RFA is the Great Lakes National Program Office’s (GLNPO’s) major competitive grant funding opportunity for FY-23 to help fulfill EPA’s commitment to Environmental Justice (EJ) by establishing Great Lakes Community Environmental Justice Grant Programs to be used for issuing and overseeing subawards for environmental restoration projects in historically underserved Great Lakes communities.
