Most Recent Deadline: 2/26/2021. This notice announces a pilot program to assess whether there is sufficient stakeholder interest in matching funds with Coast Survey to partner on ocean and coastal hydrographic surveys. Proposals will be evaluated and prioritized for funding based on submitted justifications. Coast Survey will select proposals using the review process and criteria evaluation described in section IX of this notice. If there is sufficient interest in the pilot program, Coast Survey plans to increase its allocation for matching funds in future years, as appropriations allow. The goal of this pilot program is to leverage NOAA and partner funds to acquire more coastal and ocean mapping data to a consistent standard for projects during FY2022. If appropriated funds are available, NOAA will match funds contributed by selected entities for hydrographic surveys. Coast Survey will receive the contributions through memoranda of agreement using the authority granted to NOAA under the Coast and Geodetic Survey Act of 1947 to receive and expend funds for collaborative hydrographic surveys (33 U.S.C. 883e).

DOE is accepting applications for the Microgrid 2014 MVP Challenge, a competition to support resiliency and adaptation in communities across the nation. Entries will be judged according to four criteria: resiliency, clean energy system, efficiency, and cost effectiveness.

Deadline Passed 02/15/2019. Deadline Unknown for 2020. The Minority Serving Institutions Partnership Program (MSIPP) within the Department of Energy’s (DOE), National Nuclear Security Administration (NNSA) Office of Science, Academic Alliances and Partnerships subprogram funds academic programs to develop NNSA’s next-generation technical workforce. NNSA funds scientific academic programs to develop the next generation of highly trained technical workers able to support its core mission and to ensure there is a strong community of technical peers, external to the NNSA national laboratories, capable of providing peer review and scientific competition to strengthen the basic fields of research relevant to the NNSA. MSIPP aligns investments in university capacity and workforce development with DOE/NNSA mission areas to develop the needed skills and talent for DOE/NNSA’s enduring technical workforce at the laboratories and production plants, and to enhance research and education at under-represented colleges and universities.

This program accepts applications on a continuous basis. The program works with qualified private-sector lenders to provide financing to qualified borrowers to increase the supply of affordable rental housing for low- and moderate-income individuals and families in eligible rural areas and towns. Construction, improvement and purchase of multi-family rental housing for low to moderate income families and individuals is the primary objective for this program. Funding may also be available for:

• Buying and improving land
• Providing necessary infrastructure

Most recent deadline: 9/9/2022. The U.S. Department of Agriculture (USDA) is announcing the availability of up to $17 million in funds in the National Animal Disease Preparedness and Response Program (NADPRP) to support projects in topic areas including, but not limited to: Develop, enhance, and exercise state and Tribal animal disease outbreak emergency response plans; Support livestock and poultry biosecurity; enhance animal disease traceability for a disease outbreak; Support outreach and education on animal disease prevention, preparedness, and response topics. EPA’s Office of Transportation and Air Quality is soliciting proposals nationwide for Tribal projects that achieve significant reductions in diesel emissions in terms of tons of pollution produced by diesel engines and diesel emissions exposure, particularly from fleets operating in areas designated by the Administrator as poor air quality areas.

Deadline Passed 02/04/2019. Deadline Unknown for 2020. The purpose of this document is to advise the public that NOAA/NOS/National Centers for Coastal Ocean Science (NCCOS)/Competitive Research Program (CRP) is soliciting proposals for the Monitoring and Event Response for Harmful Algal Blooms (MERHAB) and The Ecology and Oceanography of Harmful Algal Blooms (ECOHAB) Research Programs. Funding is contingent upon the availability of Fiscal Year 2019 Federal appropriations. It is anticipated that projects funded under this announcement will have a September 1, 2019 start date.

Deadline Passed 12/03/2018. Deadline Unknown for 2019. The purpose of this document is to advise the public that NOAA is soliciting applications to administer a 5-year, applied research program that supports collaborative research in the National Estuarine Research Reserve System (NERRS). This funding opportunity will provide support for the grantee to develop and administer a comprehensive national program that funds extramural collaborative science projects to address the system-wide research and management needs of the National Estuarine Research Reserve System, while being responsive to local and regional reserve priorities and those of NOAA. 

Deadline: December 31, 2023. The National Fish Passage Program (NFPP) is a voluntary program that provides direct technical and financial assistance to partners. NFPP aims to maintain or increase fish populations in order to improve ecosystem resiliency and to provide quality fishing experiences for the American people. Deadline Passed 09/04/2018. Deadline Unknown for 2019.  The National Land Imaging (NLI) Program of the U.S. Geological Survey (USGS) Land Resources (LR) mission area is soliciting applications from qualified Educational Institutions, State and Local Governments, and Non-profit Organizations (NPOs) to develop a U.S. national consortium to expand the science of remote sensing through education, outreach and research / applications development for environmental monitoring to include the effects of land use and land cover change on water quality, quantity and utility; societal adaptation and phenology; public health-related issues to include identification of potential indicators relating to vector-borne diseases and harmful algal blooms; natural resource management, agricultural applications, disaster risk reduction, and other land surface and surface water monitoring applications.

Unknown if grant is being awarded during FY 2016. The United States Food and Drug Administration (FDA) and the United States Department of Agriculture (USDA), National Institute of Food and Agriculture (NIFA) have joined in a collaborative partnership to administer and manage the National Training, Education, Extension, Outreach, and Technical Assistance Competitive Grants Program: Regional Center Grants to Enhance Food Safety. This program is designed to develop and implement a comprehensive food safety training, education and technical assistance program for those affected by the Food Safety Modernization Act (FSMA). The intention of this program is to begin building an infrastructure that will support a national food safety training, education, extension, outreach, and technical assistance system and provide significant opportunities for funding through subcontracts and for partnerships with eligible stakeholder groups, including community-based and non-governmental organizations.

Deadline passed as of February 17, 2017. Deadline for 2019 unknonwn. Accessing healthy food is a challenge for many Native communities. Without access to healthy foods, a nutritious diet and good health are out of reach. The goal of the NAFSI project is to build local and systemic infrastructure in Native American communities focusing on supporting projects that increase access to fresh, healthy foods and improve the overall health and well-being of Native children and families. This project is also intended to help increase knowledge of and control over where food comes from and help increase knowledge of the linkages between food and Native cultures, and between families’ income and entrepreneurially-related food ventures.

Deadline for 2018 Unknown. The Bureau of Reclamation (Reclamation), through the Native American Affairs Technical Assistance to Tribes Program (Technical Assistance Program [TAP]), provides technical assistance to Indian tribes and tribal organizations. The TAP is intended to establish cooperative working relationships, through partnerships with Indian tribes and tribal organizations, to ensure that tribes have the opportunity to participate fully in the Reclamation Program as they develop, manage, and protect their water and related resources. Reclamation’s Native American and International Affairs Office, Washington, D.C., plans to make fiscal year (FY) 2018 funds available for the TAP through Reclamation’s five Regional Offices. The objective of this Funding Opportunity Announcement (FOA) is to invite federally recognized Indian tribes and tribal organizations to submit proposals for financial assistance, in the form of grants and cooperative agreements, for TAP projects and activities that develop, manage, and protect tribal water and related resources.

Deadline passed. Most recent deadline: 5/25/2021. NAAF’s mission, as a private charitable trust created for educational and charitable purposes, is to support Native American farmers and ranchers and promote their continued engagement in agriculture. NAAF was created after conclusion of the lengthy Keepseagle v. Vilsack litigation and was designed for the purpose of addressing four areas important to the success of Native farmers and ranchers:  business assistance, agricultural education, technical support and advocacy.
