The Tribal Climate Change Funding Guide is intended to provide up-to-date information on grants, programs and plans that may assist tribes in addressing climate change through a broad range of sectors. We will update this guide regularly, so please check back often. If you have questions or updates for this guide, email: kathy@uoregon.edu. Please note that for entries that are accepting applications continuously, the grant deadline column will list "12/31/2024" as the grant deadline. This ensures that those grants will appear immediately after those grants with a set deadline.

Most recent deadline: January 13,2023. The Bureau of Indian Affairs has announced plans to provide funding for fish (and/or shellfish) hatchery maintenance initiatives, within the eligible jurisdictions focused on in the program. Federally-recognized Tribes may submit project proposals to the Fish Hatchery Maintenance Program contact at their Bureau of Indian Affairs (BIA) Regional Office. Project proposals are scored according to published ranking criteria, with the highest-scoring projects receiving funding.

Bureau of Indian Affairs Invasive Species (IS) Program Bureau of Indian Affairs (BIA)

Most recent deadline: January 13, 2023. Successful applications will focus on the management/control of invasive species on tribal trust lands, individual Indian allotment lands, or in areas managed by tribes through treaties or agreements. Instead of focusing on the definition of “Invasive Species,” this program will focus on the damage caused to Tribal Trust Resources and leave it to the discretion of the applicant to describe whether the species is “invasive” or represents an instance in which a native species is behaving as an invasive species due to altered environmental conditions. Bureau of Indian Affairs Tribal Resilience Program Grants DOI, BIA

Deadline Passed 03/02/2020. Deadline Unknown for 2021. The Secretary of the Interior (Secretary), through the Office of Trust Services, Tribal Resilience Program (Program) solicits proposals from federally recognized tribes and tribal organizations as defined at 25 U.S.C. section 5304(l) to receive grants to support tribal resilience and ocean and coastal management and planning. This program supports tribes preparing for extreme events and harmful environmental trends that impact tribal treaty and trust resources, economies, infrastructure, and human health and safety. There are seven total award categories including: Adaptation planning; ocean and coastal management planning; capacity building; relocation, managed retreat, or prtoect-in-place planning. California Resilience Challenge 2020 Grant Program Bay Area Council Foundation

Deadline Passed 02/07/2020. Deadline Unknown for 2021. The California Resilience Challenge is a $2 million statewide competition to support innovative projects that address climate change-related threats and help safeguard the state against wildfire, drought, flood and extreme heat events. Recipients will receive grant awards of up to $200,000 for climate adaptation planning projects. The California Resilience Challenge will provide resources to local communities throughout the state, including cities, counties, California Native American tribes, special districts, and more, that are affected by climate change-related natural disasters.

California’s Fifth Climate Change Assessment Tribal Research Grant Program California Energy Commission

Deadline passed. Most recent deadline: November 17, 2023. The purpose of this solicitation is to provide funding for tribes, tribal organizations, and tribal-serving non-governmental organizations (NGOs) to conduct tribally-led climate change research, assessments, and similar projects deemed a priority by the applying tribe. Senate Bill 170 (Skinner, Chapter 240, Statutes of 2021) appropriated $3.625 million in grant funds for the California Energy Commission (CEC) to administer pursuant to this purpose. The Tribal Research Grant Program will fund tribally led climate change research, assessments, and similar projects deemed a priority by the applying tribe. This includes projects that have an indigenous knowledge focus, a body of observations, oral and written knowledge, and practices that have been historically underfunded in climate initiatives, as well as Western science approaches, and the collaboration of the two knowledge systems. The program will accommodate a diversity of geographies, environments, project types, and climate impacts with tribal governments and tribal communities. The CEC encourages, but does not require, grant recipients to share the results of projects funded under this solicitation with the Fifth California Climate Change Assessment. Recipients shall inform the CEC whether and how project results can be shared with the Fifth California Climate Change Assessment during the agreement development phase.

Charging and Fueling Infrastructure Discretionary Grant Program Department of Transportation, Federal Highway Administration

The Charging and Fueling Infrastructure Discretionary Grant Program (CFI Program) is a new competitive grant program created by President Biden's Bipartisan Infrastructure Law to strategically deploy publicly accessible electric vehicle charging and alternative fueling infrastructure in the places people live and work – urban and rural areas alike – in addition to along designated Alternative Fuel Corridors (AFCs). CFI Program investments will make modern and sustainable infrastructure accessible to all drivers of electric, hydrogen, propane, and natural gas vehicles. This program provides two funding categories of grants: (1) Community Charging and Fueling Grants (Community Program); and (2) Alternative Fuel Corridor Grants (Corridor Program). The Bipartisan Infrastructure Law provides $2.5 billion over five years for this program. This NOFO offers up to $700 million from Fiscal Years 2022 and 2023 to strategically deploy electric vehicle (EV) charging infrastructure and other alternative fueling infrastructure projects in urban and rural communities in publicly accessible locations, including downtown areas and local neighborhoods, particularly in underserved and disadvantaged communities. Clean Air Act Grants under the Inflation Reduction Act EPA

EPA's Office of Air and Radiation is announcing approximately $25,000,000 in Clean Air Act (CAA) grants under section 60105(f) "Funding to Address Air Pollution: Clean Air Act Grants" of the Inflation Reduction Act. These funds will supplement annual funding for air pollution control agencies in support of activities under Clean Air Act Section 103. The funds will support efforts by air pollution control agencies and other organizations to partner with EPA to deliver cleaner air through programs that address air quality, transportation, indoor air, and climate change. Other activities may include planning and preparation for implementing other Inflation Reduction Act provisions. EPA regional offices will contact eligible entities about how to apply via Grants.gov.

Clean Diesel Funding Assistance Program FY 2019 EPA

Deadline Passed March 26, 2019. Deadline Unknown for 2020. EPA’s Office of Transportation and Air Quality is soliciting applications nationwide for projects that achieve significant reductions in diesel emissions, particularly from fleets operating at or servicing goods movement facilities located in areas designated as having poor air quality. Further, priority for funding will be given to projects which result in outcomes that benefit affected communities, those that engage affected communities with respect to the design and performance of the project, and those which can demonstrate the ability to promote and continue efforts to reduce emissions after the project has ended.

Clean School Bus Rebates EPA

Most Recent Deadline January 31, 2024. EPA’s new Clean School Bus Program is providing at least $500 million in funding to replace existing school buses with zero-emission and low-emission models. Beginning September 2023 through January 2024, EPA will be hosting a series of webinars on who is eligible, who is prioritized, and how to apply for the 2023 Clean School Bus Rebates.
