Planning Assistance to States Program U.S. Army Corps of Engineers

Most recent deadline: September 30, 2024. Under the authority provided by Section 22 of the Water Resources Development Act of 1974 (PL 93-251), as amended, the U.S. Army Corps of Engineers can provide states, local governments, other non-Federal entities, and eligible Native American Indian tribes assistance in the preparation of comprehensive plans for the development, utilization, and conservation of water and related land resources. Typical studies are only planning level of detail; they do not include detailed design for project construction. The program can encompass many types of studies dealing with water resources issues. Types of studies conducted in recent years under the program include the following: water supply/demand, water conservation, water quality, environmental/conservation, wetlands evaluation/restoration, dam safety/failure, flood damage reduction, coastal zone protection, and harbor planning.

There are two types of assistance available: (1) development of a Comprehensive Plans for planning for the development, utilization, and conservation of the water resources and (2) Technical Assistance related to the management of state water resources.

WaterSMART Environmental Water Resources Projects 2024 DOI Bureau of Reclamation 3/11/2025

The United States Department of the Interior’s (DOI’s) WaterSMART (Sustain and Manage America’s Resources for Tomorrow) Program provides a framework for Federal leadership and assistance to stretch and secure water supplies for future generations in support of DOI’s priorities. Through WaterSMART, Reclamation leverages Federal and non-Federal funding to work cooperatively with States, Tribes, and local entities as they plan for and implement actions to increase water supply reliability through investments in existing infrastructure and attention to local water conflicts. This request for proposals (RFP) is intended to increase the capacity of Oregon Local Public Health Authorities (LPHAs) and tribal public health authorities, particularly those that have identified domestic wells and water security as local priorities through county hazard assessments*. The Oregon Health Authority's (OHA) Domestic Well Safety Program (DWSP) intends to provide grants to support outreach efforts identified by LPHAs in their proposals to this RFP. Agriculture and Food Research Initiative - Water for Agriculture Challenge Area USDA

Deadline passed as of August 4, 2016. Deadline for 2017 unknown. This AFRI Challenge Area addresses critical water resources issues such as drought, excess soil moisture, flooding, quality and others in an agricultural context. Funding will be used to develop management practices, technologies, and tools for farmers, ranchers, forest owners and managers, public decision makers, public and private managers, and citizens to improve water resource quantity and quality. Water Pollution Control (Section 106) Grants Environmental Protection Agency

Deadline varies based on individual grants. Section 106 of the Clean Water Act (CWA) authorizes EPA to provide financial assistance to states and eligible interstate agencies to establish and administer programs for the prevention, reduction, and elimination of water pollution. In 1987, Congress amended section 518(e) of the CWA to include provisions that allow EPA to treat an Indian tribe in a manner similar to a state (i.e., treatment in a manner similar to a state, or TAS) for the purpose of providing Section 106 funding.

WaterSMART provides support for priorities identified in Presidential Executive Order 14008: Tackling the Climate Crisis at Home and Abroad (E.O. 14008) and aligned with other priorities, such as those identified in Presidential Executive Order 13985: Advancing Racial Equity and Support for Underserved Communities Through the Federal Government (E.O. 13985). The WaterSMART Small-Scale Water Efficiency Projects also support the goals of the Interagency Drought Relief Working Group established in March 2021 and the National Drought Resiliency Partnership. These grants will advance the Biden-Harris Administration’s Justice40 Initiative. Established by E.O. 14008, the Justice40 Initiative has it made it a goal that 40 percent of the overall benefits of certain federal investments flow to disadvantaged communities. Federal agencies are using the Climate and Economic Justice Screening Tool to help identify disadvantaged communities. The objective of this NOFO is to invite States, Indian Tribes, irrigation districts, water districts, and other organizations with water or power delivery authority to leverage their money and resources by cost sharing with Reclamation on small-scale on-the-ground projects that seek to conserve, better manage, or otherwise make more efficient use of water supplies. Proposed projects that are supported by an existing water management and conservation plan, System Optimization Review, or other planning effort led by the applicant are prioritized. This prioritization will help ensure that projects funded under this NOFO are well thought out, have public support, and have been identified as the best way to address water management concerns. Reclamation has simplified the evaluation criteria and streamlined the application process for this category of WaterSMART Grants to ensure that the process works for smaller entities. The CWISA program provides funding for wastewater infrastructure to American Indian Tribes and Alaska Native Villages. Funds may be used for planning, design, and construction of wastewater collection and treatment systems. The CWISA program is administered by the Environmental Protection Agency (EPA) in cooperation with the Indian Health Service (IHS) Sanitation Facilities Construction program. Solid Waste Infrastructure for Recycling (SWIFR) Grants for Tribes and Intertribal Consortia EPA

Tribal Cultural Affairs Program Grant Funding Opportunity for Washington Federally Recognized Tribes.

Most Recent Deadline: February 29, 2024. In 2023, the Washington State Legislature allocated funding to ArtsWA (Washington State Arts Commission) to bolster arts and culture in Washington Tribal Communities. This funding can be utilized for a wide range of artistic and cultural endeavors. For instance, it can be used to enhance cultural teachings within a community, support the artistic practices of community members, procure necessary supplies, promote creative entrepreneurial opportunities for tribal individuals or groups within the creative economy, and support other arts or cultural initiatives suitable for each particular community. Each Tribe has the opportunity to submit one application, which can cover multiple projects if needed. For this cycle, the maximum funding amount per application is $18,000. The application provides space for each Tribe to indicate any additional funding requests. These requests will be evaluated if further funding becomes available or if some Tribes do not apply. Any funding that remains unrequested by the closing date will be reallocated as additional funding to those who have applied, amending their original funding. Comments and questions? Climate Commitment Act Tribal Carbon Offset Assistance Grants State of Washington Department of Ecology

Deadline passed. Most recent deadline: July 18, 2023. This is a competitive grant program for Tribes to design, assess the feasibility of, and implement carbon offset projects within Washington State. These funds are intended to increase the number of offset projects developed on tribal land within the state. Up to $5,000,000 is available for the 2023-2025 biennium. Per the CCA, offsets can make up 8% of compliance obligation through 2026. Of that 3% must be on tribal lands. After that it is reduced to 6% and 2%, respectively, through 2030.

Clean Heavy-Duty Vehicles Grants Environmental Protection Agency

Most Recent Deadline: July 25, 2024. This notice announces the availability of funds and solicits applications from eligible entities to incentivize and accelerate the replacement of existing non-ZE Class 6 and 7 heavy-duty vehicles with ZE vehicles. The EPA anticipates awarding up to $932 million in funds under this Clean Heavy-Duty Vehicles (CHDV) Grants NOFO, subject to the availability of funds, the quantity and quality of applications received, support for communities overburdened by air pollution, applicability of different business models, and other applicable considerations described in this document. This funding to support ZE vehicles will benefit communities across the United States (U.S.), especially communities that are disproportionately burdened by air pollution and marginalized by underinvestment. These replacement vehicles will ensure cleaner air for the communities in which they operate. The reduction in greenhouse gas emissions from these vehicle replacements will also help address the outsized role of the transportation sector in fueling the climate crisis.
