The Tribal Climate Change Funding Guide is intended to provide up-to-date information on grants, programs and plans that may assist tribes in addressing climate change through a broad range of sectors. We will update this guide regularly, so please check back often. This ensures that those grants will appear immediately after those grants with a set deadline.

Grant Status Unknown. The purpose of this notice is to solicit grant proposals from eligible organizations to implement activities that enhance resilience of coastal communities to natural hazard and climate risks through a regional or national network. Coastal Research Application Funding Opportunity Sea Grant and the U.S. Coastal Research Program (USCRP)

Deadline passed. Most recent deadline: June 15, 2022. Sea Grant and the U.S. Coastal Research Program (USCRP) announced a new funding opportunity for collaborative projects to integrate research, its application, and community engagement in thematic areas of long-term coastal evolution, extreme storms, and human and ecosystem health. Proposals should address the needs or gaps that have been identified by or are evident from USCRP-funded projects, to move research project findings toward application through service delivery and decision support for coastal community decision-makers, planners, and other coastal stakeholders. It is anticipated that approximately $4,000,000 will be available to fund 10-20 projects at up to $150,000 over two years (Tier 1) or up to $500,000 over four years (Tier 2). Coastal Program U.S. Fish and Wildlife Service

Most Recent Deadline: September 30, 2023. The U.S. Fish and Wildlife Service (Service) Coastal Program is a voluntary, community-based program that provides technical and financial assistance through cooperative agreements to coastal communities, conservation partners, and landowners to restore and protect fish and wildlife habitat on public and private lands. The Coastal Program staff coordinates with partners, stakeholders and other Service programs to identify geographic focus areas and develop habitat conservation goals and priorities within these focus areas. Geographic focus areas are where the Coastal Program directs resources to conserve habitat for Federal trust species. Projects are developed in collaboration with partners, and with substantial involvement from Service field staff. Coastal Program projects must support the missions of the U.S. Department of the Interior (DOI), U.S. Fish and Wildlife Service (Service), and the Coastal Program, and be based on biological principles and the best available science. The Coastal Program takes an adaptive approach to designing and implementing coastal habitat protection and restoration strategies that anticipate and ameriorate the impacts of climate change and other environmental stressors. Coastal Program habitat improvement projects strive to increase coastal resiliency by improving the ability of coastal ecosystems to adapt to environmental changes and supporting natural and nature-based infrastructure projects to protect and enhance coastal habitats.

Coastal Habitat Restoration and Resilience Grants for Underserved Communities NOAA

The principal objective of this solicitation is to support $10 million of opportunities for underserved communities, tribes, and/or tribal entities to meaningfully engage in coastal habitat restoration activities. Coastal Habitat Restoration and Resilience Grants for Tribes and Underserved Communities

Most Recent Deadline: December 19, 2023. $45 million in funding is available for projects that will advance the coastal habitat restoration and climate resilience priorities of tribes and underserved communities under the Bipartisan Infrastructure Law and Inflation Reduction Act. Through this funding, NOAA will help support community-driven habitat restoration and build the capacity of tribes and underserved communities to more fully participate in restoration activities. Of the $45 million in funding available, $20 million is specifically available to U.S. federally recognized tribes, Alaska Native Corporations, and organizations that represent tribes through formal legal agreements, through direct awards or subawards: A direct award is an award where the tribe is the applicant, receives an award from NOAA, and administers the award. A subaward to a tribe is an award where a non-tribal applicant receives a direct award from NOAA, but provides a specific amount of funding to a tribe to carry out a portion of the award. The remaining $25 million will be available to all eligible applicants, to support opportunities for tribes and underserved communities to meaningfully engage in coastal habitat restoration activities.

Coastal CODE Grants Alaskan Brewing Co.

Most Recent Deadline: 9/30/2021. Alaskan Brewing Co. has committed 1% of all proceeds from Alaskan Icy Bay IPA to support the cleanup of waterways and coastlines in an initiative call the Coastal CODE (Clean Oceans Depend on Everyone). The Coastal CODE provides grants to organizations and activities that promote the health of the Ocean and the waterways that lead to it, the Coastal CODE Fund grants money to projects that promote: beach, lake or waterway cleanup activities or water habitat restoration. Please note that this grant is on a rolling deadline.

Climate Smart Humanities Organizations NEH

The National Endowment for the Humanities (NEH) Office of Challenge Programs is accepting applications for the Climate Smart Humanities Organizations program. This program supports comprehensive assessment and strategic planning efforts by humanities organizations to mitigate physical and operational environmental impacts and adapt to a changing climate. Projects will result in climate action and adaptation planning documents or similar detailed assessments including prioritized, measurable actions and their expected outcomes. Proposals must address how strategic planning for climate change will increase the organization’s resilience and support its work in the humanities over the long term. Projects are financed through a combination of federal matching funds and gifts raised from third-party non-federal sources.

Climate Ready Workforce for Coastal and Great Lakes States, Tribes, and Territories Initiative NOAA Climate Program Office, Sea Grant

Deadline passed. Most recent deadline: November 30, 2023. Full Proposals due: February 13, 2024. Sea Grant and the NOAA Climate Program Office, with support from the NOAA Office for Coastal Management, seek to establish programs aimed at placing people across the country into good jobs that advance climate resilience and assisting employers in developing a 21st century workforce that is climate literate, informed by climate resilience, and skilled at addressing consequent challenges. NOAA will assist communities in coastal and Great Lakes states and territories so they may form partnerships that train workers and place them into jobs that enhance climate resilience. NOAA envisions making between 10-20 awards under this competition, at amounts ranging from $500,000-$10 million each. NOAA expects projects to range in duration from 24 months to 48 months, beginning no earlier than August 1, 2024. Resources from NOAA’s Climate Program Office, Office for Coastal Management, and National Sea Grant Office and its partners will be available to provide technical assistance to applicants and recipients to support these innovative efforts.

Climate Ready Tribes (CRT) Initiative Mini-Award for Climate and Health Communication National Indian Health Board

Deadline Unknown for 2019. The CRT Initiative Mini-Award for Climate and Health Communication offers a small amount of funding to conduct low-cost, local work, such as creating brochures/posters, writing newsletters, exhibiting at a health fair, conducting internal training for staff, or hosting a meeting with community partners or community members to discuss climate change and health in some capacity. This opportunity may be a better fit for Tribes who are interested in smaller projects, or do not have staff/time to conduct larger and more complex projects right now.

This FY23 NOFO is being executed through CPO’s Earth System Science and Modeling (ESSM) Division, and two of its programs: the Climate Variability and Predictability (CVP) Program and the Modeling, Analysis, Predictions and Projections (MAPP) Program. Through this announcement, CPO is seeking applications for one individual competition in FY23. The competition solicits projects “to improve the understanding and modeling of coupled— ocean, climate, land, hydrologic, hydrodynamic, wave—drivers/contributions to mean and extreme total water levels”, focused on key processes that are most important to the seasonal to annual time scale. Outcomes from these projects will be used for guidance informing the development of future versions of coastal inundation observations and prediction/projection systems on a national level.

Climate Pollution Reduction Grants EPA 5/1/2024

Phase II Deadline for General Competition: April 1, 2024. Deadline for Tribes and Territories Only Competition: May 1, 2024. EPA has announced two competitions for CPRG implementation grants – a general competition for applications from states, municipalities, tribes, tribal consortia, and territories, and a competition only for tribes, tribal consortia, and territories. These competitions are open to entities that received planning grants to develop Priority Climate Action Plans (PCAPs) under phase 1 of the CPRG program, as well as entities that did not directly receive a planning grant that are applying for funds to implement measures included in an applicable PCAP. Eligible applicants may only apply for funding to implement measures contained in an applicable PCAP. For the general competition, EPA anticipates awarding individual grants between $2 million and $500 million, with funding tiers allowing comparably sized projects to compete against one another. For the competition for tribes and territories, EPA anticipates awarding individual grants ranging between $1 million to $25 million.

Climate Justice Resilient Fund Arctic Grant Climate Justice Resilient Fund

Deadline Passed 4/13/2018. Deadline Unknown for 2019. The Arctic is warming twice as fast as the rest of the world -- an astounding 5℃ in the past 100 years. Since the 1970s, 14% of Arctic sea ice has been lost, and at current rates, Arctic summer sea ice is likely to have completely disappeared by 2080. This extreme warming pattern has dangerous consequences for the millions of people who live in the Arctic, including risky travel across melting ice and tundra, and severe coastal erosion that is forcing whole communities to relocate. Indigenous populations are especially vulnerable, due to the fact that their culture, identity, language, traditional foods, and ways of life all rely heavily on Arctic land and waters. As warming proceeds, indigenous communities also must contend with growing in-migration and the expansion of the cash economy that comes from increased industrial and commercial activity. CJRF seeks to help indigenous communities in Alaska, Canada, and Greenland strengthen their resilience by building leadership and decision-making capacity; maintaining, updating and augmenting traditional knowledge; and establishing political advocacy processes. Intended outcomes include maintenance of indigenous peoples’ access to and co-management of traditional foods; and effective indigenous engagement in decision-making around relocation and industrialization. Letters of inquiry are due April 13, 2018 in order to be eligible for June consideration.

As a new funder, the CJRF does not yet have an average grant size. The CJRF grantmaking strategic framework prioritizes multi-year grants and grants larger than $100,000. However, we will consider grant requests each on their own merits, and encourage applicants to request funds appropriate to their proposed activities and organizational capacities. This funding supports syntheses, tools, or best management practices to forest and rangeland managers including the National Forest System. Funding will support work fulfilling the needs of forest landowners, forest managers, ranchers, and farmers (agroforestry only) to adapt and/or mitigate for climate change within the United States.

Climate Commitment Act Tribal Consultation Capacity Grant Program State of Washington Department of Ecology

Deadline passed. Most recent deadline: July 18, 2023. This is a non-competitive grant program to support Tribes to engage in the consultation process on spending decisions from accounts created in the Climate Commitment Act (CCA). Funds will be distributed equally among all tribes with accepted applications. The Legislature appropriated $16 million for the 2023-2025 biennium. $4 million will be made available during this application window. The remaining $12 million will be distributed in fall 2023, via a distribution method  being developed by the Governor’s Office of Indian Affairs (GOIA).

Climate Commitment Act Tribal Carbon Offset Assistance Grants State of Washington Department of Ecology

Deadline passed. Most recent deadline: July 18, 2023. This is a competitive grant program for Tribes to design, assess the feasibility of, and implement carbon offset projects within Washington State. These funds are intended to increase the number of offset projects developed on tribal land within the state. Up to $5,000,000 is available for the 2023-2025 biennium. Per the CCA, offsets can make up 8% of compliance obligation through 2026. Of that 3% must be on tribal lands. After that it is reduced to 6% and 2%, respectively, through 2030.

Climate Action Fund Grant Rainforest Action Network 12/31/2024

Rolling Deadline. The Climate Action Fund (CAF) was established in 2009 to award small grants to frontline community groups that are fighting to prevent fossil fuels from being extracted and/or the construction of large point sources of greenhouse gas emissions. CAF is a grassroots alternative to carbon offset programs. Instead of purchasing carbon credits, funds will be used to empower frontline communities to keep fossil fuels in the ground where they belong. Grants generally do not exceed $2,500. Climate Action Champions Competition

FY 2016 funding status unknown. The Obama Administration is committed to taking decisive action to combat climate change. Today, the Administration announced a new Climate Action Champions competition that will identify, showcase, and invest in up to 15 local and tribal governments across the country that demonstrate an ongoing commitment to cutting carbon pollution and preparing for the impacts of a changing climate. The competition will be administered by the U.S. Department of Energy (DOE), and will be implemented in collaboration with a broad range of Federal agencies.The Climate Action Champions’ dual focus on both mitigation of greenhouse gas pollution and building resilience to climate impacts at the local level makes this competition unique.

Clean Water Act Indian Set-Aside Program U.S. Environmental Protection Agency

Clean School Bus Rebates EPA

Most Recent Deadline January 31, 2024. EPA’s new Clean School Bus Program is providing at least $500 million in funding to replace existing school buses with zero-emission and low-emission models. Clean Diesel Funding Assistance Program FY 2019 EPA

Clean Air Act Grants under the Inflation Reduction Act EPA

Deadline passed. Most recent deadline: April 17, 2023. EPA's Office of Air and Radiation is announcing approximately $25,000,000 in Clean Air Act (CAA) grants under section 60105(f) "Funding to Address Air Pollution: Clean Air Act Grants" of the Inflation Reduction Act. These funds will supplement annual funding for air pollution control agencies in support of activities under Clean Air Act Section 103. The funds will support efforts by air pollution control agencies and other organizations to partner with EPA to deliver cleaner air through programs that address air quality, transportation, indoor air, and climate change. Other activities may include planning and preparation for implementing other Inflation Reduction Act provisions. The USDA Forest Service delivers world-class science, technology, and land management to sustain the Nation's forests and grasslands in collaboration with communities and our partners. In 2017, the agency launched the Citizen Science Competitive Funding Program (CitSci Fund) to support innovative projects that address science and resource management information needs while connecting people to the land and one another.
