The California Resilience Challenge is a $2 million statewide competition to support innovative projects that address climate change-related threats and help safeguard the state against wildfire, drought, flood and extreme heat events. Recipients will receive grant awards of up to $200,000 for climate adaptation planning projects. The California Resilience Challenge will provide resources to local communities throughout the state, including cities, counties, California Native American tribes, special districts, and more, that are affected by climate change-related natural disasters.

The purpose of this solicitation is to provide funding for tribes, tribal organizations, and tribal-serving non-governmental organizations (NGOs) to conduct tribally-led climate change research, assessments, and similar projects deemed a priority by the applying tribe. Senate Bill 170 (Skinner, Chapter 240, Statutes of 2021) appropriated $3.625 million in grant funds for the California Energy Commission (CEC) to administer pursuant to this purpose. The Tribal Research Grant Program will fund tribally led climate change research, assessments, and similar projects deemed a priority by the applying tribe. This includes projects that have an indigenous knowledge focus, a body of observations, oral and written knowledge, and practices that have been historically underfunded in climate initiatives, as well as Western science approaches, and the collaboration of the two knowledge systems. The program will accommodate a diversity of geographies, environments, project types, and climate impacts with tribal governments and tribal communities. The CEC encourages, but does not require, grant recipients to share the results of projects funded under this solicitation with the Fifth California Climate Change Assessment. Recipients shall inform the CEC whether and how project results can be shared with the Fifth California Climate Change Assessment during the agreement development phase.

Most Recent Deadline: September 30, 2023. The principle objective of this funding opportunity is to accomplish conservation tasks for high priority candidate species (based on our annual Candidate Species Assessments) or other at-risk species in the United States, such that identified threats to the species may be reduced or eliminated. The Department of Energy’s (DOE) Office of Clean Energy Demonstrations (OCED), in collaboration with the Office of Fossil Energy and Carbon Management (FECM) and National Energy Technology Laboratory (NETL), is issuing this Funding Opportunity Announcement (FOA) for Carbon Capture Large-Scale Pilot Projects. The Charging and Fueling Infrastructure Discretionary Grant Program (CFI Program) is a new competitive grant program created by President Biden's Bipartisan Infrastructure Law to strategically deploy publicly accessible electric vehicle charging and alternative fueling infrastructure in the places people live and work – urban and rural areas alike – in addition to along designated Alternative Fuel Corridors (AFCs). CFI Program investments will make modern and sustainable infrastructure accessible to all drivers of electric, hydrogen, propane, and natural gas vehicles. This program provides two funding categories of grants: (1) Community Charging and Fueling Grants (Community Program); and (2) Alternative Fuel Corridor Grants (Corridor Program). The Bipartisan Infrastructure Law provides $2.5 billion over five years for this program. This NOFO offers up to $700 million from Fiscal Years 2022 and 2023 to strategically deploy electric vehicle (EV) charging infrastructure and other alternative fueling infrastructure projects in urban and rural communities in publicly accessible locations, including downtown areas and local neighborhoods, particularly in underserved and disadvantaged communities. Most Recent Deadline: June 2024. Choice Neighborhoods Planning Grants support the development of comprehensive neighborhood revitalization plans which focus on directing resources to address three core goals: Housing, People and Neighborhood. To achieve these core goals, communities must develop and implement a comprehensive neighborhood revitalization strategy, or Transformation Plan. The Transformation Plan will become the guiding document for the revitalization of the public and/or assisted housing units while simultaneously directing the transformation of the surrounding neighborhood and positive outcomes for families. The Planning Grants NOFO was posted to Grants.gov on April 9, 2024 and announced up to $10 million for Planning Grant awards. The maximum grant award is $500,000. Applications are due June 10, 2024.

EPA's Office of Air and Radiation is announcing approximately $25,000,000 in Clean Air Act (CAA) grants under section 60105(f) "Funding to Address Air Pollution: Clean Air Act Grants" of the Inflation Reduction Act. These funds will supplement annual funding for air pollution control agencies in support of activities under Clean Air Act Section 103. The funds will support efforts by air pollution control agencies and other organizations to partner with EPA to deliver cleaner air through programs that address air quality, transportation, indoor air, and climate change. Other activities may include planning and preparation for implementing other Inflation Reduction Act provisions. Most Recent Deadline: July 25, 2024. This notice announces the availability of funds and solicits applications from eligible entities to incentivize and accelerate the replacement of existing non-ZE Class 6 and 7 heavy-duty vehicles with ZE vehicles. The EPA anticipates awarding up to $932 million in funds under this Clean Heavy-Duty Vehicles (CHDV) Grants NOFO, subject to the availability of funds, the quantity and quality of applications received, support for communities overburdened by air pollution, applicability of different business models, and other applicable considerations described in this document. This funding to support ZE vehicles will benefit communities across the United States (U.S.), especially communities that are disproportionately burdened by air pollution and marginalized by underinvestment. These replacement vehicles will ensure cleaner air for the communities in which they operate. The reduction in greenhouse gas emissions from these vehicle replacements will also help address the outsized role of the transportation sector in fueling the climate crisis.

The purpose of the Clean Water Act Indian Set-Aside (CWISA) Program is to provide funding for wastewater infrastructure to federally recognized tribal governments and Alaska Native Villages. Funds may be used for planning, design and construction
of wastewater collection and treatment systems. The CWISA Program is adminis- tered by the Environmental Protection Agency (EPA) in cooperation with the Indian Health Service (IHS). The program was established by the 1987 Amendments to the Clean Water Act, in Section 518(c).The CWISA program is administered in cooperation with the Indian Health Service (IHS). To be considered for CWISA program funding, tribes must identify their wastewater needs to the IHS Sanitation Deficiency System. EPA uses the IHS Sanitation Deficiency System priority lists to identify and select projects for CWISA program funding.

FY 2016 funding status unknown. The Obama Administration is committed to taking decisive action to combat climate change. Today, the Administration announced a new Climate Action Champions competition that will identify, showcase, and invest in up to 15 local and tribal governments across the country that demonstrate an ongoing commitment to cutting carbon pollution and preparing for the impacts of a changing climate. The competition will be administered by the U.S. Department of Energy (DOE), and will be implemented in collaboration with a broad range of Federal agencies.The Climate Action Champions’ dual focus on both mitigation of greenhouse gas pollution and building resilience to climate impacts at the local level makes this competition unique.

Promotion of the transfer of climate knowledge, tools, products, and services within NOAA, across the federal government, nationally, and internationally.

This is a competitive grant program for Tribes to design, assess the feasibility of, and implement carbon offset projects within Washington State. These funds are intended to increase the number of offset projects developed on tribal land within the state. Up to $5,000,000 is available for the 2023-2025 biennium. Per the CCA, offsets can make up 8% of compliance obligation through 2026. Of that 3% must be on tribal lands. After that it is reduced to 6% and 2%, respectively, through 2030.

This is a non-competitive grant program to support Tribes to engage in the consultation process on spending decisions from accounts created in the Climate Commitment Act (CCA). Funds will be distributed equally among all tribes with accepted applications. The Legislature appropriated $16 million for the 2023-2025 biennium. $4 million will be made available during this application window. The remaining $12 million will be distributed in fall 2023, via a distribution method  being developed by the Governor’s Office of Indian Affairs (GOIA).

Deadline Passed 4/13/2018. Deadline Unknown for 2019. The Arctic is warming twice as fast as the rest of the world -- an astounding 5℃ in the past 100 years. Since the 1970s, 14% of Arctic sea ice has been lost, and at current rates, Arctic summer sea ice is likely to have completely disappeared by 2080. This extreme warming pattern has dangerous consequences for the millions of people who live in the Arctic, including risky travel across melting ice and tundra, and severe coastal erosion that is forcing whole communities to relocate. Indigenous populations are especially vulnerable, due to the fact that their culture, identity, language, traditional foods, and ways of life all rely heavily on Arctic land and waters. As warming proceeds, indigenous communities also must contend with growing in-migration and the expansion of the cash economy that comes from increased industrial and commercial activity. CJRF seeks to help indigenous communities in Alaska, Canada, and Greenland strengthen their resilience by building leadership and decision-making capacity; maintaining, updating and augmenting traditional knowledge; and establishing political advocacy processes. Intended outcomes include maintenance of indigenous peoples’ access to and co-management of traditional foods; and effective indigenous engagement in decision-making around relocation and industrialization. Letters of inquiry are due April 13, 2018 in order to be eligible for June consideration.

EPA has announced two competitions for CPRG implementation grants – a general competition for applications from states, municipalities, tribes, tribal consortia, and territories, and a competition only for tribes, tribal consortia, and territories. These competitions are open to entities that received planning grants to develop Priority Climate Action Plans (PCAPs) under phase 1 of the CPRG program, as well as entities that did not directly receive a planning grant that are applying for funds to implement measures included in an applicable PCAP. Eligible applicants may only apply for funding to implement measures contained in an applicable PCAP. For the general competition, EPA anticipates awarding individual grants between $2 million and $500 million, with funding tiers allowing comparably sized projects to compete against one another. For the competition for tribes and territories, EPA anticipates awarding individual grants ranging between $1 million to $25 million.

This FY23 NOFO is being executed through CPO’s Earth System Science and Modeling (ESSM) Division, and two of its programs: the Climate Variability and Predictability (CVP) Program and the Modeling, Analysis, Predictions and Projections (MAPP) Program. Through this announcement, CPO is seeking applications for one individual competition in FY23. The competition solicits projects “to improve the understanding and modeling of coupled— ocean, climate, land, hydrologic, hydrodynamic, wave—drivers/contributions to mean and extreme total water levels”, focused on key processes that are most important to the seasonal to annual time scale. Outcomes from these projects will be used for guidance informing the development of future versions of coastal inundation observations and prediction/projection systems on a national level.

This opportunity may be a better fit for Tribes who are interested in smaller projects, or do not have staff/time to conduct larger and more complex projects right now.

Sea Grant and the NOAA Climate Program Office, with support from the NOAA Office for Coastal Management, seek to establish programs aimed at placing people across the country into good jobs that advance climate resilience and assisting employers in developing a 21st century workforce that is climate literate, informed by climate resilience, and skilled at addressing consequent challenges. NOAA will assist communities in coastal and Great Lakes states and territories so they may form partnerships that train workers and place them into jobs that enhance climate resilience. NOAA envisions making between 10-20 awards under this competition, at amounts ranging from $500,000-$10 million each. NOAA expects projects to range in duration from 24 months to 48 months, beginning no earlier than August 1, 2024. Resources from NOAA’s Climate Program Office, Office for Coastal Management, and National Sea Grant Office and its partners will be available to provide technical assistance to applicants and recipients to support these innovative efforts.
