The Tribal Climate Change Funding Guide is intended to provide up-to-date information on grants, programs and plans that may assist tribes in addressing climate change through a broad range of sectors. We will update this guide regularly, so please check back often. California’s Fifth Climate Change Assessment Tribal Research Grant Program California Energy Commission

Deadline passed. Most recent deadline: November 17, 2023. The purpose of this solicitation is to provide funding for tribes, tribal organizations, and tribal-serving non-governmental organizations (NGOs) to conduct tribally-led climate change research, assessments, and similar projects deemed a priority by the applying tribe. Senate Bill 170 (Skinner, Chapter 240, Statutes of 2021) appropriated $3.625 million in grant funds for the California Energy Commission (CEC) to administer pursuant to this purpose. The Tribal Research Grant Program will fund tribally led climate change research, assessments, and similar projects deemed a priority by the applying tribe. This includes projects that have an indigenous knowledge focus, a body of observations, oral and written knowledge, and practices that have been historically underfunded in climate initiatives, as well as Western science approaches, and the collaboration of the two knowledge systems. The program will accommodate a diversity of geographies, environments, project types, and climate impacts with tribal governments and tribal communities. The CEC encourages, but does not require, grant recipients to share the results of projects funded under this solicitation with the Fifth California Climate Change Assessment. Recipients shall inform the CEC whether and how project results can be shared with the Fifth California Climate Change Assessment during the agreement development phase.

Candidate Species Conservation Fund DOI, FWS

Most Recent Deadline: September 30, 2023. The principle objective of this funding opportunity is to accomplish conservation tasks for high priority candidate species (based on our annual Candidate Species Assessments) or other at-risk species in the United States, such that identified threats to the species may be reduced or eliminated. Carbon Capture Large-Scale Pilot Projects DOE, Office of Clean Energy Demonstrations (OCED)

Charging and Fueling Infrastructure Discretionary Grant Program Department of Transportation, Federal Highway Administration

The Charging and Fueling Infrastructure Discretionary Grant Program (CFI Program) is a new competitive grant program created by President Biden's Bipartisan Infrastructure Law to strategically deploy publicly accessible electric vehicle charging and alternative fueling infrastructure in the places people live and work – urban and rural areas alike – in addition to along designated Alternative Fuel Corridors (AFCs). CFI Program investments will make modern and sustainable infrastructure accessible to all drivers of electric, hydrogen, propane, and natural gas vehicles. This program provides two funding categories of grants: (1) Community Charging and Fueling Grants (Community Program); and (2) Alternative Fuel Corridor Grants (Corridor Program). The Bipartisan Infrastructure Law provides $2.5 billion over five years for this program. This NOFO offers up to $700 million from Fiscal Years 2022 and 2023 to strategically deploy electric vehicle (EV) charging infrastructure and other alternative fueling infrastructure projects in urban and rural communities in publicly accessible locations, including downtown areas and local neighborhoods, particularly in underserved and disadvantaged communities. Clean Air Act Grants under the Inflation Reduction Act EPA

EPA's Office of Air and Radiation is announcing approximately $25,000,000 in Clean Air Act (CAA) grants under section 60105(f) "Funding to Address Air Pollution: Clean Air Act Grants" of the Inflation Reduction Act. These funds will supplement annual funding for air pollution control agencies in support of activities under Clean Air Act Section 103. Clean Diesel Funding Assistance Program FY 2019 EPA

Clean School Bus Rebates EPA

Clean Water Act Indian Set-Aside Program U.S. Environmental Protection Agency

The purpose of the Clean Water Act Indian Set-Aside (CWISA) Program is to provide funding for wastewater infrastructure to federally recognized tribal governments and Alaska Native Villages. Funds may be used for planning, design and construction
of wastewater collection and treatment systems. The CWISA Program is adminis- tered by the Environmental Protection Agency (EPA) in cooperation with the Indian Health Service (IHS). The program was established by the 1987 Amendments to the Clean Water Act, in Section 518(c).The CWISA program is administered in cooperation with the Indian Health Service (IHS). To be considered for CWISA program funding, tribes must identify their wastewater needs to the IHS Sanitation Deficiency System. EPA uses the IHS Sanitation Deficiency System priority lists to identify and select projects for CWISA program funding.

Climate Action Champions Competition

FY 2016 funding status unknown. The Obama Administration is committed to taking decisive action to combat climate change. Today, the Administration announced a new Climate Action Champions competition that will identify, showcase, and invest in up to 15 local and tribal governments across the country that demonstrate an ongoing commitment to cutting carbon pollution and preparing for the impacts of a changing climate. The competition will be administered by the U.S. Department of Energy (DOE), and will be implemented in collaboration with a broad range of Federal agencies.The Climate Action Champions’ dual focus on both mitigation of greenhouse gas pollution and building resilience to climate impacts at the local level makes this competition unique.

Climate Commitment Act Tribal Carbon Offset Assistance Grants State of Washington Department of Ecology

This is a competitive grant program for Tribes to design, assess the feasibility of, and implement carbon offset projects within Washington State. These funds are intended to increase the number of offset projects developed on tribal land within the state. Up to $5,000,000 is available for the 2023-2025 biennium. Per the CCA, offsets can make up 8% of compliance obligation through 2026. Of that 3% must be on tribal lands. After that it is reduced to 6% and 2%, respectively, through 2030.

Climate Commitment Act Tribal Consultation Capacity Grant Program State of Washington Department of Ecology

Deadline passed. Most recent deadline: July 18, 2023. This is a non-competitive grant program to support Tribes to engage in the consultation process on spending decisions from accounts created in the Climate Commitment Act (CCA). Funds will be distributed equally among all tribes with accepted applications. The Legislature appropriated $16 million for the 2023-2025 biennium. $4 million will be made available during this application window. The remaining $12 million will be distributed in fall 2023, via a distribution method  being developed by the Governor’s Office of Indian Affairs (GOIA).

Climate Justice Resilient Fund Arctic Grant Climate Justice Resilient Fund

Deadline Passed 4/13/2018. Deadline Unknown for 2019. The Arctic is warming twice as fast as the rest of the world -- an astounding 5℃ in the past 100 years. Since the 1970s, 14% of Arctic sea ice has been lost, and at current rates, Arctic summer sea ice is likely to have completely disappeared by 2080. This extreme warming pattern has dangerous consequences for the millions of people who live in the Arctic, including risky travel across melting ice and tundra, and severe coastal erosion that is forcing whole communities to relocate. Indigenous populations are especially vulnerable, due to the fact that their culture, identity, language, traditional foods, and ways of life all rely heavily on Arctic land and waters. As warming proceeds, indigenous communities also must contend with growing in-migration and the expansion of the cash economy that comes from increased industrial and commercial activity. CJRF seeks to help indigenous communities in Alaska, Canada, and Greenland strengthen their resilience by building leadership and decision-making capacity; maintaining, updating and augmenting traditional knowledge; and establishing political advocacy processes. Intended outcomes include maintenance of indigenous peoples’ access to and co-management of traditional foods; and effective indigenous engagement in decision-making around relocation and industrialization. Letters of inquiry are due April 13, 2018 in order to be eligible for June consideration.

Climate Program Office (CPO), Earth System Science and Modeling Research for Coastal Inundation Department of Commerce, NOAA

This FY23 NOFO is being executed through CPO’s Earth System Science and Modeling (ESSM) Division, and two of its programs: the Climate Variability and Predictability (CVP) Program and the Modeling, Analysis, Predictions and Projections (MAPP) Program. Through this announcement, CPO is seeking applications for one individual competition in FY23. The competition solicits projects “to improve the understanding and modeling of coupled— ocean, climate, land, hydrologic, hydrodynamic, wave—drivers/contributions to mean and extreme total water levels”, focused on key processes that are most important to the seasonal to annual time scale. Outcomes from these projects will be used for guidance informing the development of future versions of coastal inundation observations and prediction/projection systems on a national level.

Climate Ready Workforce for Coastal and Great Lakes States, Tribes, and Territories Initiative NOAA Climate Program Office, Sea Grant

Sea Grant and the NOAA Climate Program Office, with support from the NOAA Office for Coastal Management, seek to establish programs aimed at placing people across the country into good jobs that advance climate resilience and assisting employers in developing a 21st century workforce that is climate literate, informed by climate resilience, and skilled at addressing consequent challenges. NOAA will assist communities in coastal and Great Lakes states and territories so they may form partnerships that train workers and place them into jobs that enhance climate resilience. NOAA envisions making between 10-20 awards under this competition, at amounts ranging from $500,000-$10 million each. NOAA expects projects to range in duration from 24 months to 48 months, beginning no earlier than August 1, 2024. The National Endowment for the Humanities (NEH) Office of Challenge Programs is accepting applications for the Climate Smart Humanities Organizations program. This program supports comprehensive assessment and strategic planning efforts by humanities organizations to mitigate physical and operational environmental impacts and adapt to a changing climate. Projects will result in climate action and adaptation planning documents or similar detailed assessments including prioritized, measurable actions and their expected outcomes. Proposals must address how strategic planning for climate change will increase the organization’s resilience and support its work in the humanities over the long term. Coastal CODE Grants Alaskan Brewing Co.

Most Recent Deadline: 9/30/2021. Alaskan Brewing Co. has committed 1% of all proceeds from Alaskan Icy Bay IPA to support the cleanup of waterways and coastlines in an initiative call the Coastal CODE (Clean Oceans Depend on Everyone). The Coastal CODE provides grants to organizations and activities that promote the health of the Ocean and the waterways that lead to it, the Coastal CODE Fund grants money to projects that promote: beach, lake or waterway cleanup activities or water habitat restoration. Coastal Habitat Restoration and Resilience Grants for Tribes and Underserved Communities

Most Recent Deadline: December 19, 2023. $45 million in funding is available for projects that will advance the coastal habitat restoration and climate resilience priorities of tribes and underserved communities under the Bipartisan Infrastructure Law and Inflation Reduction Act. Through this funding, NOAA will help support community-driven habitat restoration and build the capacity of tribes and underserved communities to more fully participate in restoration activities. Of the $45 million in funding available, $20 million is specifically available to U.S. federally recognized tribes, Alaska Native Corporations, and organizations that represent tribes through formal legal agreements, through direct awards or subawards: A direct award is an award where the tribe is the applicant, receives an award from NOAA, and administers the award. A subaward to a tribe is an award where a non-tribal applicant receives a direct award from NOAA, but provides a specific amount of funding to a tribe to carry out a portion of the award. The remaining $25 million will be available to all eligible applicants, to support opportunities for tribes and underserved communities to meaningfully engage in coastal habitat restoration activities.

Coastal Program U.S. Fish and Wildlife Service

Geographic focus areas are where the Coastal Program directs resources to conserve habitat for Federal trust species. Projects are developed in collaboration with partners, and with substantial involvement from Service field staff. Coastal Program projects must support the missions of the U.S. Department of the Interior (DOI), U.S. Fish and Wildlife Service (Service), and the Coastal Program, and be based on biological principles and the best available science. The Coastal Program takes an adaptive approach to designing and implementing coastal habitat protection and restoration strategies that anticipate and ameriorate the impacts of climate change and other environmental stressors. Coastal Program habitat improvement projects strive to increase coastal resiliency by improving the ability of coastal ecosystems to adapt to environmental changes and supporting natural and nature-based infrastructure projects to protect and enhance coastal habitats.

Coastal Research Application Funding Opportunity Sea Grant and the U.S. Coastal Research Program (USCRP)

Deadline passed. Most recent deadline: June 15, 2022. Sea Grant and the U.S. Coastal Research Program (USCRP) announced a new funding opportunity for collaborative projects to integrate research, its application, and community engagement in thematic areas of long-term coastal evolution, extreme storms, and human and ecosystem health. Proposals should address the needs or gaps that have been identified by or are evident from USCRP-funded projects, to move research project findings toward application through service delivery and decision support for coastal community decision-makers, planners, and other coastal stakeholders. It is anticipated that approximately $4,000,000 will be available to fund 10-20 projects at up to $150,000 over two years (Tier 1) or up to $500,000 over four years (Tier 2).
