Funding

The U.S. Forest Service is providing leadership and funding on behalf of a USDA multiagency Wood to Energy Initiative by offering this Request for Proposals to support collaborative statewide wood energy teams that advance the installation of commercially viable wood energy systems in the public and private sectors that use woody biomass generated from National Forest System lands and other land ownerships. Public-private statewide teams are invited to seek funding to support the development of geographic and/or sector-based clusters of wood energy projects. Activities may include, but are not limited to, a) workshops and assistance that provide technical, financial, and environmental information; b) preliminary engineering assessments; and c) community outreach needed to support development of wood energy projects in the public and private sectors. Only proposals for work planned in States that have National Forest System lands will be considered.

Submissions accepted on a rolling basis. The Clean Water Indian Set-Aside Grant Program (CWISA) provides funding to Indian tribes and Alaska Native Villages for wastewater infrastructure. The CWISA program is administered in cooperation with the Indian Health Service (IHS). The CWISA program provides funding for wastewater infrastructure to American Indian Tribes and Alaska Native Villages. Funds may be used for planning, design, and construction of wastewater collection and treatment systems. The CWISA program is administered by the Environmental Protection Agency (EPA) in cooperation with the Indian Health Service (IHS) Sanitation Facilities Construction program. To be considered for CWISA program funding, tribes must identify their wastewater needs to the IHS Sanitation Deficiency System. EPA uses the IHS Sanitation Deficiency System priority lists to identify and select projects for CWISA program funding.

Rolling Deadline through March 2024. Part of the Inflation Reduction Act, the Green and Resilient Retrofit Program provides funding for direct loans and grants to fund projects that improve energy or water efficiency, enhance indoor air quality or sustainability, implement the use of zero-emission electricity generation, low-emission building materials or processes, energy storage, or building electrification strategies, or address climate resilience, of eligible HUD-assisted multifamily properties. Eligible owners primarily include owners receiving HUD rental assistance under Multifamily Section 8 project-based rental assistance, Section 202 Supportive Housing for Low-Income Elderly, and Section 811 Supportive Housing for Low-Income Persons with Disabilities. There are three different paths/cohorts depending on the propertie stages of development.

Deadline Passed 09/19/2018. Deadline Unknown for 2019. This solicitation announcement (including all Attachments, the “Solicitation”) invites the submission of applications from qualified financial institutions for partial, risk-sharing loan guarantees from the United States Department of Energy (“DOE” or the “Department”) under Section 2602(c) of the Energy Policy Act of 1992, as amended (25 USC Section 3502(c)) (the “Act”), in support of debt financing for tribal energy development projects, as described in this Solicitation, that are located in the United States. The Act authorizes a new federal loan guarantee program (the “Tribal Energy Loan Guarantee Program” or “TELGP”) intended to benefit federally recognized Indian tribes and Alaska Native corporations, by increasing the capacity of the commercial debt markets for their energy development initiatives.

Applications accepted year round. This program helps private lenders provide affordable financing to qualified borrowers to improve access to clean, reliable water and waste disposal systems for households and businesses in rural areas. Funds may be used to Construct or improve facilities for:

• Drinking water
• Sanitary sewers
• Solid waste disposal
• Storm water disposal facilities

The Office of Surface Mining awards grants to States and Tribes to support the operation of APPROVED State and Tribal abanodned mine land (AML) reclamation programs. Approved programs use grant funds for mine site reclamation projects on eligible lands, which are lands and waters mined or affected by coal mining processess that occurred prior to August 7, 1977 as well as certain post-1977 and noncoal mining activity.

The Department of Energy’s (DOE) Office of Clean Energy Demonstrations (OCED), in collaboration with the Office of Fossil Energy and Carbon Management (FECM) and National Energy Technology Laboratory (NETL), is issuing this Funding Opportunity Announcement (FOA) for Carbon Capture Large-Scale Pilot Projects. Awards made under this FOA will be funded with funds appropriated by the Infrastructure Investment and Jobs Act, more commonly known as the Bipartisan Infrastructure Law (BIL). Carbon capture large-scale pilot projects will provide the support needed to test novel technologies at intermediate scale and under relevant conditions in both the power and industrial sector to:

• De-risk transformational carbon capture technologies and address community concerns through meaningful engagement and robust analysis of impacts, risks and benefits such as emissions, water usage, and jobs; and
• Catalyze significant follow-on investments from the private sector for first-of-a-kind (FOAK) commercial-scale demonstrations on carbon emission sources across the power and industrial sectors.

The purpose of the demonstration projects is to test innovative strategies to end childhood hunger, including alternative models for service delivery and benefit levels that promote the reduction or elimination of childhood hunger and food insecurity. Projects may include enhanced SNAP benefits for eligible households with children; enhanced benefits or innovative program delivery models in school meals, afterschool snacks programs, and the Child and Adult Care Food Program; and other targeted Federal, State or local assistance, including refundable tax credits, emergency housing, employment and training, or family preservation services, for households with children who are experiencing food insecurity.

The Highly Fractionated Indian Land Loan Program helps Tribes, Tribal entities, and Tribal members alleviate the problems caused by fractionated interests on tribal lands. Through land consolidation, current and new agricultural operations can improve and expand access to USDA programs, increase agricultural productivity, and save Tribal farmland for future generations. This loan program is financed through revolving loan funds from the Agency and serviced through the approved intermediary lender, Native American Community Development Corporation Financial Services, Inc.

Grant Status Unknown. Advanced building technologies and systems can contribute to the cost-effective delivery of new buildings and retrofits that significantly lower building energy consumption. DOE seeks to fund demonstration and deployment activities for technologies that are ready for market adoption but that may be underutilized due to market barriers including perception of risk, gaps in information and data on performance as well as cost. These technologies will offer a high degree of differentiation between current industry solutions, be widely replicable across the building size, sector and application and provide significant energy savings potential (as determined by market opportunity, site savings, and total potential savings at 100% penetration). Funding through this opportunity will enhance and accelerate the deployment and adoption of a broad range of competitively-solicited high impact energy saving technologies as well as new technology integratio n approaches. The technical and/or non-technical products of this funding should be deployed for scale up as a part of the award agreement and will enable investment-level decision-making by building owners, investors and operators in order to produce energy savings.

Under this solicitation, EPA intends to fund further development and ongoing maintenance of a web-based national information clearinghouse focused on smart growth. This clearinghouse will be designed to support communities by providing timely information that supports local decision-making that delivers better environmental and public health outcomes from growth and development

Deadline Unknown for 2019. The Rural Broadband Access Loan and Loan Guarantee Program (Broadband Program) furnishes loans and loan guarantees to provide funds for the costs of construction, improvement, or acquisition of facilities and equipment needed to provide service at the broadband lending speed in eligible rural areas. Broadband loans provide funding on a technology-neutral basis for financing:

• The construction, improvement, and acquisition of facilities required to provide service at the broadband lending speed including facilities required for providing other services through the same facilities
• The cost of leasing facilities required to provide service at the broadband Lending speed if such lease qualifies as a capital lease under Generally Accepted Accounting Principles (GAAP)
• An acquisition, under certain circumstances and with restrictions

Wetland Program Development Grants provide eligible applicants an opportunity to conduct and promote the coordination and acceleration of research, investigations, experiments, training, demonstrations, surveys, and studies relating to the causes, effects, extent, prevention, reduction, and elimination of water pollution. All proposals submitted under this RFP must be for projects that build or refine state/tribal/local government wetland programs.

EDA (Economic Development Administration) solicits applications from applicants in rural and urban areas to provide investments that support construction, non-construction, technical assistance, and revolving loan fund projects under EDA's Public Works and Economic Adjustment Assistance programs.
