The 1996 amendments to the Safe Drinking Water Act (SWDA), established the Drinking Water State Revolving Fund (DWSRF). The DWSRF makes funds available to drinking water systems to finance infrastructure improvements.

The SDWA also authorized EPA to set-aside up to 1.5% of the DWSRF for grants to improve the infrastructure of drinking water systems that serve tribes (SDWA §1452i). Starting in 2010, Congress increased the tribal set aside funds to 2%.

The National Disaster Resilience Competition makes $1 billion available to communities that have been struck by natural disasters in recent years. The competition promotes risk assessment and planning and will fund the implementation of innovative resilience projects to better prepare communities for future storms and other extreme events. Funding for the competition is from the Community Development Block Grant disaster recovery (CDBG-DR) appropriation provided by the Disaster Relief Appropriations Act, 2013 (PL 113-2). The Economic Development Administration intends to award investments in regions experiencing severe economic distress as a result of natural disasters, which are often exacerbated by climate change. The program supports development and implementation of regionally based, long-term economic development strategies in response to Federally Declared disasters. This opportunity stems from a $200 million investment to support communities that received a major disaster designation in Fiscal year 2011 (between October 1, 2010 and September 30, 2011). Applicants must demonstrate a clear nexus between the proposed project work and disaster recovery/resilience efforts.

Applications Due: June 13, 2022. The Federal Emergency Management Agency’s (FEMA), Grant Programs Directorate (GPD) invites representatives of federally recognized tribes to participate in upcoming technical assistance webinars regarding the Fiscal Year (FY) 2022 Tribal Homeland Security Grant Program (THSGP) and other preparedness grant programs that support tribal nations. The FY 2022 THSGP provides $15 million to directly eligible tribes to enhance the ability of tribal nations to prevent, protect against, respond to, and recover from potential terrorist attacks and other hazards. Grants awarded under this announcement are to provide disaster reimbursement and assistance funds to those State Units on Aging (SUAs), and federally recognized Tribal Organizations who are currently receiving a grant under Title VI of the Older Americans Act (OAA), as amended. These funds only become available when the President of the United States declares a Major Disaster and may only be used in those areas designated in the Major Disaster Declaration issued by the President of the United States under the Robert T. Stafford Relief and Emergency Assistance Act. Eligible SUAs and Title VI Tribal grantees should discuss all disaster applications with ACL Regional staff before submitting a formal application. The amount of funds requested should be discussed with Regional staff before the application is completed. Providing a draft of the narrative justification for the application to the Regional Office will help expedite the processing of an award. SUAs, and federally recognized Tribal Organizations currently receiving a grant under Title VI of the OAA must submit proposals electronically via http://www.grants.gov. At http//www.grants.gov, you will be able to download a copy of the application packet, complete it off-line, and then upload and submit the application via the Grants.gov website. The Funders’ Network for Smart Growth and Livable Communities (TFN) announces round 3 of the Local Sustainability Matching Fund. The Matching Fund is intended both to support significant urban sustainability projects and to build bridges between public sector sustainability leaders and local foundations. The Fund will provide matching investments from national foundations on a competitive basis to build partnerships between sustainability directors and local place-based foundations to advance discrete sustainability initiatives that demonstrate broad-based community support and engagement.

Part of the Inflation Reduction Act, the Green and Resilient Retrofit Program provides funding for direct loans and grants to fund projects that improve energy or water efficiency, enhance indoor air quality or sustainability, implement the use of zero-emission electricity generation, low-emission building materials or processes, energy storage, or building electrification strategies, or address climate resilience, of eligible HUD-assisted multifamily properties. Deadline for 2018 Unknown. The Bureau of Reclamation (Reclamation), through the Native American Affairs Technical Assistance to Tribes Program (Technical Assistance Program [TAP]), provides technical assistance to Indian tribes and tribal organizations. The TAP is intended to establish cooperative working relationships, through partnerships with Indian tribes and tribal organizations, to ensure that tribes have the opportunity to participate fully in the Reclamation Program as they develop, manage, and protect their water and related resources. Reclamation’s Native American and International Affairs Office, Washington, D.C., plans to make fiscal year (FY) 2018 funds available for the TAP through Reclamation’s five Regional Offices. The United States Food and Drug Administration (FDA) and the United States Department of Agriculture (USDA), National Institute of Food and Agriculture (NIFA) have joined in a collaborative partnership to administer and manage the National Training, Education, Extension, Outreach, and Technical Assistance Competitive Grants Program: Regional Center Grants to Enhance Food Safety. This program is designed to develop and implement a comprehensive food safety training, education and technical assistance program for those affected by the Food Safety Modernization Act (FSMA). Recipients will include up to 14 American Indian Tribes, Alaska Native villages, or American Indian or Alaska Native tribally designated organizations. No more than two awards to tribes and tribal organizations will be made within a single Indian Health Service Area. Up to 14 Urban Indian Organizations will also be funded to address the same strategies for that portion of their patient populations that is American Indian and Alaska Native. Recipients will address these strategies: Connect cultural teachings to health and wellness, Seasonal cultural practices that support health and wellness, Social and cultural activities that promote community wellness,Collaborations that strengthen well-being, Intergenerational learning that supports well-being and resilience, Promote traditional healthy foods, Promote traditional and contemporary physical activities. The long-term goals are to reduce morbidity and mortality due to heart disease, stroke, cancer and diabetes.
